New Delhi: The Supreme Court on Tuesday directed the petitioner to implead 28 states in the plea which sought direction to allow Muharram procession this year.

The bench of Chief Justice of India SA Bobde and justices AS Bopanna and V Ramasubramanian was hearing the plea which sought that the Shia community be allowed to conduct the Muharram procession.

The petitioner said that they were seeking permission for just five people to carry out the mourning procession.

CJI Bobde said that the petitioner has not impleaded the states in the plea and hence the court cannot pass any orders without hearing the states.

"Please implead them, and then we will see," CJI Bobde said.

Muharram, which is likely to fall on Thursday, is the first month of the Islamic lunar calendar and is considered sacred by Muslims who observe the month with abstinence and prayers to mourn the martyrdom of Hazrat Imam Hussain in the battle of Karbala in the 7th century.
