He said every community, including the SCs and STs, are like flowers that have the right to bloom(live and grow prosperously).

The leader did not stand up for the discussion in the House, but participated in it in a sitting position due to ill health.

DMK MP P Wilson accused the Centre of trying to divide and rule India. He said that the previous Constitutional Amendment had better provisions for all the communities.

"Yesterday you were against Muslims and today you are against Christians, seems like you are trying to divide and rule India," he said.

Derek O'Brien, AITC MP speaks for restoring reservation for the Anglo-Indian community and said that only one Anglo-Indian has been elected to the parliament in the history. 

On the issue of SC/ST reservation, Brien said, "I urge the minister to increase the year of reservation of SC/STs to 20 or 30 years instead of 10 year,"

Union Minister of Law, Ravi Shankar Prasad, said that in case of Anglo-Indians, the provision is with the President who nominated the members, while in SC/STs the provision lies with the house.  Article 330 deals with the provisions relating to reservation of seats for SC/STs.

Based on Article 331, "President may, if he is of opinion that the Anglo-Indian community is not adequately represented in the House of the People, nominate not more than two members of that community to the House of the People."

RS Prasad pointed out that the provision says 'may' and not 'should' and the decision regarding Anglo-Indian reservation lies with the president who nominates the members.

New Delhi: The Thursday List of Business in Rajya Sabha includes a motion for reference of a Bill to Joint Committee and Bills for passing and return, besides the tabling of papers by several union ministers and parliamentary committees.

The Legislative Business of the motion for reference of the Personal Data Protection Bill, 2019 will be moved by Union Minister Ravi Shankar Prasad.

The motion says: "That this House concurs in the recommendation of the Lok Sabha made in the Motion adopted by the Lok Sabha at its sitting held on Wednesday, that this House do join in the Joint Committee, and resolves that the following Members of the Rajya Sabha be nominated to serve on the said Joint Committee -- Bhupender Yadav, Suresh Prabhu, Rajeev Chandrasekhar, Ashwini Vaishnaw, Jairam Ramesh, Vivek K. Tankha, Derek O'Brien, A. Navaneethakrishnan, Ram Gopal Yadav and Amar Patnaik".

Union Minister Ravi Shankar Prasad will move the Constitution (One Hundred and Twenty-sixth Amendment) Bill, 2019. This is to further amend the Constitution of India, as passed by the Lok Sabha to be taken into consideration.

Union Minister Arjun Munda will move the Constitution (Scheduled Tribes) Order (Second Amendment) Bill, 2019. The Bill, which further amends the Constitution (Scheduled Tribes) Order, 1950 to modify the list of the Scheduled Tribes in the State of Karnataka, will be taken into consideration and passing. The Constitution (Scheduled Tribes) Order (Second Amendment) Bill, 2019.

Finance Minister Nirmala Sitharaman will move the Appropriation (No.3) Bill, 2019. Bill for consideration and return. The Bill will authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of India for the services of the financial year 2019-20 as passed by the Lok Sabha.

Twelve union ministers will table papers regarding their concerned ministries and different committees will also present their reports in the Upper House.
