Amravati (Andhra Pradesh): Three capital bill and APCRDA bills got passed in Andhra Pradesh legislative assembly as the majority of members in the house belong to the ruling party.
However, the bills were not passed in the legislative council as YCP party has no majority in the legislative council and as such the government is finding ways to get the bill passed in the council.
Chairman of the Andhra Pradesh legislative council M.A Shareef on Wednesday decided, on his own discretion, that two bills relating to the decentralization of the state’s capital (between Amaravati, Visakhapatnam and Kurnool), and CRDA abolition bill should be sent to a select committee.
But how will the Andhra Pradesh government act regarding the two acts is yet to be seen?
If the government wants to implement these bills before the select committee to give out its decision or it could issue an ordinance with the permission of the governor. But before that, both the assemblies should be prorogued. This shall remain in force for 6months. In the meantime, the bill should be again passed in both assemblies. If this does not happen again the ordinance term could be extended.
The government can also abolish the legislative council but this happens only with the central government's permission. The central government shall put this bill in the parliament and would make the law. Then only could the council be abolished. But the experts term this option to be a long process of about one year.
Now that the legislative council chairman Shareef has decided to send these 2 bills to select committee but how to proceed further is yet to be finalised.
The committee would be headed by a minister with 15 other members.
TDP leader Yenamal Ramakrishnudu was of the opinion that the committee can take a minimum of 3 months or more to submit its report.
