BJP forced to laud MGNREGA now, says Adhir Ranjan Chowdhury

Leader of Congress in Lok Sabha Adhir Ranjan Chowdhury on Friday said in Lok Sabha that BJP, which had criticised the rural livelihood scheme MGNREGA, is now forced to laud it.

"The government has sought an additional Rs 40,000 crores for MGNREGA. You people (BJP members) used to say - 'MGNREGA marega'. It will not die but save people. Now even you are forced to laud it. There is a legal boundation that you have to give money to MGNREGA," Chowdhury said taking part in the debate on the supplementary demands for grants (first batch) for 2020-21.

Congress leader Shashi Tharoor on Friday alleged that there is an attempt by the BJP-led government to distract the attention of people from real issues being faced by people. He also said that Minister of State for Finance Anurag Thakur delivered a political speech in the 'worst possible taste' on Friday in the Lok Sabha, which led to four adjournments of the House.

Tharoor said Thakur did not speak on objections raised by opposition MPs over the taxation bill introduced by Finance Minister Nirmala Sitharaman. 

"At a time when the nation is facing such problems, when we are facing the worst ever unemployment figures in our country's history, when we are facing management of COVID-19, and Chinese aggression, we are instead of wasting time on the political abuse of one family which is not even present in the House," added Tharoor.

LS adjourned thrice over Minister's Nehru trust remark

The Lok Sabha witnessed three adjournments on Friday after its proceedings were disrupted due to a ruckus over Minister of State for Finance and Corporate Affairs Anurag Thakur's remark about first Prime Minister Jawaharlal Nehru's National Relief Fund.

Speaking on the Taxation and Other Laws (Relaxation and Amendment of Certain Provisions) Bill, 2020 Thakur raised questions on Nehru's trust which he claimed is not yet registered even though it was set up in 1948 on Nehru's orders.

"In 1948, then Prime Minister Nehru ordered the PM National Relief Fund. Since then, there has been no registration of that fund. How that fund got Foreign Contribution (Regulation) Act nod is not known? The trust is not registered. How did you (Congress) give that trust FCRA clearance?" the Minister said.

New Delhi: The central government has listed three Finance Bills for consideration and passage in the Lok Sabha on Friday, the fifth day of the ongoing Monsoon Session of Parliament.

Almost an hour after the Lower House will assemble for the day, Companies (Amendment) Bill, 2020; Bilateral Netting of Qualified Financial Contracts Bill, 2020; and Factoring Regulation (Amendment) Bill, 2020 will be moved by Union Finance Minister Nirmala Sitharaman for passage.

The House will meet at 3 pm on Friday.

The Companies (Amendment) Bill, 2020 seeks to amend the Companies Act, 2013. The Bill was moved in the Lok Sabha on March 17, 2020 to introduce certain modifications to the Companies Act, 2013 to promote ease-of-doing-business and ease of living to corporates in India.

The Minister will also move the Bilateral Netting of Qualified Financial Contracts Bill, 2020 for passage to ensure financial stability and promote competitiveness in Indian financial markets by providing enforceability of bilateral netting of qualified financial contracts.

The Factoring Regulation (Amendment) Bill, 2020 seeks to amend the Factoring Regulation Act, 2011.

Besides, the Minister will also introduce the Taxation and Other Laws (Relaxation and Amendment of Certain Provisions) Bill, 2020 in the House to provide for relaxation and changes in provisions of certain Acts.

The Bill will replace the Taxation and other Laws (Relaxation of Certain Provisions) Ordinance, 2020.

Earlier, the Secretary-General will lay on the table the 154th Report on Export of Agricultural and Marine Products, Plantation Crops, Turmeric and Coir of the Standing Committee on Commerce.

The report was presented to the Rajya Sabha Chair on August 26 when the House was not in session.

The Secretary-General will also lay 102nd Report on Effectiveness of Vigilance Administration in certain Revenue and Banking Institutions and Selected Central Public Sector Enterprises (CPSEs); 103rd Report on Functioning of the Virtual Courts or Courts Proceeding through Videoconferencing -Interim Report.

Also, 104th Report on the Action Taken on 100th Report of the Committee on Demands for Grants (2020-21) pertaining to the Ministry of Personnel, Public Grievances and Pensions as well as 105th Report on the Action Taken on 101st Report of the Committee on Demands for Grants (2020-21) pertaining to the Ministry of Law and Justice will be laid on the table of the Lower House.
