FM on special Shramik Trains

Within few hours after receiving the requests from states, Shramik Special trains are provided by the Railways. Centre bears 85% cost while 15% cost is borne by states.  

The state government has to accept and ask for the specific number number of trains. 10 lakh migrant workers have gone back to their respective states.

UP has requested and accepted 386 trains paid the 15% cost, Bihar (204 trains), MP (66 trains). Jharkhand (44 trains), Rajasthan (18 trains), Chhattisgarh (7 trains), and West Bengal (7 trains).

FM on one nation one ration card

Finance minister says under the technology driven system it should be possible that different members of a family should be able draw to draw their quota of ration in a different state. It means that if some family members stay in the sending state while some other members migrate to other states, different members of a family should be able to draw their quota of ration in different states.

The government says technology and Aadhaar linking will make it possible to draw ration at two different places.

CONCESSIONAL CREDIT

Government announces Rs 2 lakh crore concessional credit, it will benefit nearly Rs 2.5 crore farmers, including fishermen. Government will launch a special drive to provide concessional credit to beneficiaries of PM-Kisan scheme through Kisan Credit Cards.

CAMPA FUNDS

The government will approve projects worth Rs 6,000 crore under the CAMPA (Compensatory Afforestation Management and Planning Authority) funds. States will use these funds for plantation work, including in urban sector, forest management and forest protection.

Finance minister Nirmala Sitharaman says it will create job opportunities in tribal areas.  

Additional Rs 30,000 crore refinance facility: Rs 30,000 crore additional emergency working capital fund through NABARD. NABARD annually spends Rs 90,000 crores on refinancing schemes, the government has provided additional Rs 30,000 crore this year which will be released soon.

It will benefit nearly Rs 3 crore farmers. This additional money will be used in financing agriculture sector through 33 state cooperative bank, 351 district cooperative banks and 43 regional rural banks.

RELIEF TO STREET VENDORS

The government announces relief measures for street vendors. It launches a credit scheme of Rs 5,000 crore which will benefit nearly 50 lakh street vendors as they will be able to avail short term credit (working capital) of up to Rs 10,000.

The scheme will be launched within a month and it will give encouragement to those street vendors who will use digital mode of payments.

HOUSING SECTOR

Government announces Rs 70,000 crore relief to housing sector. The scheme will benefit middle class people having income from Rs 6-18 lakhs in a year through a credit lined subsidy scheme (CLSS).

The scheme was launched in 2017 and was extended till March 2020. So far more than 3.3 lakh families have benefitted from the scheme. Now the government has extended the scheme to March 2021.

The government says that 2.5 lakh additional families will benefit from the scheme and it will boost the demand for steel, cement, transport and other construction material.

ONE NATION ONE RATION CARD 

Scheme will enable a migrant workers to access any PDS shops in the country. The initiative will benefit 67 crore beneficiaries in 23 states covering 83% of the PDS population. 

AFFORDABLE RENTAL HOUSING SCHEME

The government will very soon launch affordable rental housing complexes (ARHC) for migrant workers and urban poor. The scheme under the PMAY (Pradhan Mantri Avas Yojana). Under the scheme, the government will convert government funded housing schemes into affordable housing rental complex under the public-private partnership (PPP) mode.

Manufacturing units will be encouraged to set up housing complex for their workers by incentivizing them.

INTEREST SUBVENTION SCHEME

Finance Minister announces relief for Shishu loan beneficiaries under the Mudra scheme. Under the scheme, Shishu loan beneficiaries (who availed loans less than Rs 50,000). Total outstanding amount under Shishu category is Rs 1.62 lakh crore and is expected to benefit nearly 3 crore borrowers.

Under the scheme, the government will spend Rs 1500 crore by paying 2% interest sub-vention on interest payment for prompt repayments.

FREE FOOD GRAINS

•    For non-card holders i.e. (neither covered under national food security act - NFSA nor State card beneficiaries) in the state they are stationed will be provided 5 kg of grains per person and 1 kg chana per family per month for two months.

•    About 8 crore migrants are expected to benefit. Around Rs 3,500 crore will be spent on this intervention for 2 months

•    State government's are responsible for implementation, identification of migrants and full distribution and providing guidelines.

SAFEGUARD MEASURES FOR WOMEN EMPLOYEES

Government will issue new safeguard measures for those women employees who work in those sectors where night shifted is permitted for them. The government is also working to extend the social security benefits to the unorganised sector.

DEFINITION OF INTER-STATE MIGRANT WORKERS

Definition of inter-state migrant worker modified to include migrant workers employed directly by the employer, workers directly coming to destination state of their own besides the migrant workers employed through a contractor.

MGNREGA to the rescue

PACKAGE FOR MIGRANT WORKERS

MGNREGA support to returning migrant workers: 14.62 crore mandays of work generated till May 13. Actual expenditure is Rs 10,000 crores. Work offered to 2.33 crore work seekers through 1.87 lakh Gram Panchayats. Government also reported that 40-50% more persons have been enrolled in comparison with May last year. 

In the last financial year, the average wage rate had been increased from Rs 182 to Rs 202.

UNIVERSAL MINIMUM WAGE: To make minimum wages universal for all workers. It is being discussed in Parliament. We are working towards removing the disparity between the minimum wages in different states by setting a national minimum floor rate. We are also working that every worker gets an appointment letter.

We are committed to improving the conditions of workers, including migrant workers. We want to extend ESIC benefits across the country with employers having 10 or more workers. It will be done on voluntary basis for those employers that have less than 10 workers.

We are also working to make the ESIC applicable for all those units where workers are engaged in hazardous work, it will be applicable to even those units which will have less than 10 workers.

COVID package
Direct support to farming community

Liquidity support for farming community: A total of 63 lakh loans amounting to Rs 86,600 crores, have been approved from March 1- April 30, 2020 during the times of COVID-19. NABARD has financed Rs. 2,950 crores.  

Liquidity extended to urban poor:  GOI has permitted states to utilised Rs 11,000 crores under the State Disaster Response Fund for helping the migrant workers during the COVID-19 period. States will utilise this money to create shelter, for giving foods to migrant workers.

Disbursal of Revolving Funds for self help groups (SHGs) through PAiSA Portal, which was rolled out in Gujarat, has now been expanded across the country. Since March 15, 7,200 new SHGs have been formed.

FM Nirmala Sitharaman: The second set of package is focused on migrant workers and farmers. A total of nine steps to be announced today. A total of three steps for the migrants. 

Three crore farmers have availed loans given to them under the concessional rate. It was a direct support over Rs 4.22 lakh crore of credit given to them. The RBI has also given 3 months repayment moratorium. Interest subvention, which was for prompt repayment, has been also extended.

FM says that in the last 3 months, 25 lakh new Kisan Credit Cards have been issued so small farmers can avail credit on concessional terms.

MGNREGA support to returning migrants, liquidity support to farmers

New Delhi: Union Finance Minister Nirmala Sitharaman unveils the second round of COVID-19 relief package. Sitharaman on Wednesday announced the first phase of the economic package with liquidity measures for MSMEs and NBFCs.

Among several other measures, the minister announced Rs 3 lakh crore "collateral-free automatic loans" for businesses, including MSMEs.  She further announced another scheme worth Rs 20,000 crore for "subordinate debt for stressed MSMEs".

Further, she has also announced Rs 45,000 crore partial credit guarantee scheme for NBFC among other liquidity measures for stressed NBFCs.
