Government will amend Essential Commodities Act,1955 to ensure better prices for farmers. Finance minister says the EC Act of 1955 was created in the situation of scarcity and now the government will deregulate the trade of cereals, edible oils, oilseeds, pulses, onions and potatoes and stock limits will only be imposed in exceptional situations such as national calamities.
Processing industries will also be exempt from the stock limit.

Government will enact a central law to remove inter-state trade barriers on farmers. The government says that under the existing Agriculture Produce Marketing Act (APMCs), farmer are bound to sell only to licenses which is not there in case of industrial producers.

National animal disease control programme
Government allocates Rs 13,343 crore under national animal disease control programme. The money will be spent to ensure 100% vaccination of the country’s livestock, particularly cattle, buffalo, sheep, goat and pigs.
It will be used to vaccinate the livestock against Foot and Mouth Disease (FMD).
Finance minister informed that during the lockdown period 1.5 crore cows and buffaloes have already been tagged and vaccinated during the lockdown period.
The government will spend Rs 15,000 crores on development of animal husbandry related infrastructure. The Animal Husbandry Infrastructure Development (AHIDF) has been established.
The government plans to rope in private sector in augmenting the infrastructure in the sector. It will also be used in developing the infrastructure for the processing of milk and cattle feed infrastructure .
Promotion of Herbal Cultivation
Govt has allocated Rs 4,000 crore for herbal cultivation; 10 lakh hectare will be covered under Herbal cultivation in next two years with outlay of Rs 4,000 crore. FM announced 500 cr for beekeping which will benefit two lakh beekeepers.

The government will create a fund of Rs 10,000 crores for micro agro industries. The fund will be used in formalisation of Micro Fund Enterprises (MFEs).
This scheme is part of Prime Minister Narendra Modi’s announcement of going ‘Vocal for Local with Global outreach’.
The scheme will help 2 lakh entrepreneurs in branding and promotion. The special encouragement will be given to women, SC-STs and other sections.
Finance minister says Bihar can aim to develop a cluster for Makhana (Lotus seeds), Kashmir can aim to develop Jaffaron while Karnataka can have Ragi cluster, Telangana can have a turmeric cluster.

20,000 crores allocated to Pradhan Mantri Matsya Sampada Yojana
Rs 20,000 crores allocated to Pradhan Mantri Matsya Sampada Yojana (PMSSY) for the welfare of fishermen under. While Rs 11,000 crores will be given for marine, inland fisheries and aquaculture activities, rest Rs 9,000 crores will be spent in developing infrastructure such as fishing harbours, cold chain and market.
It will lead to additional production 70 lakh tonnes of fish production over the next five years.

During the lockdown the demand for milk reduced by 20-25%.In order to alleviate the farmers’ difficulties, Cooperatives procured 560 lakh litres per day (LLPD) in the last two months, against the pre-lockdown procurement of 360 lakh litres per day (LLPD). It resulted in providing additional liquidity of Rs 5,000 crores to 2 crore farmers.Total procurement by Cooperatives stand at 111 crore litres of milk during this period.
