Govt should reconsider fines under Motor Vehicles Amendment Act: Cong

Congress expressed their unfavourable opinion regarding the abnormally high fines under the newly-amended Motor Vehicles Act which came into effect from September 1.

New Delhi: People have been reacting strongly ever since a Delhi-based two-wheeler owner was fined a whopping Rs 23,000 in the NCR town of Gurugram, under the newly-amended Motor Vehicles Act.

In response to a question asked on this issue in a press conference, Senior Congress spokesperson Manish Tiwari said that the opposition was not in favour of the bill and now the government can see that the common man is upset.

"The fines are abnormally high and is troubling the public," said Tiwari.

"Government is aiming to bring discipline on roads but it should deal with the issue in a sensitive manner. The fines and punishments under the Motor Vehicles (Amendment) Act need reconsideration," added Senior Congress spokesperson.

The Motor Vehicles (Amendment) Bill, 2019, was passed by the Parliament in July seeking to tighten road traffic regulations.

Higher traffic penalties under the Motor Vehicles (Amendment) Act, 2019 came into effect across India from September 1.

Intro:नए मोटर व्हीकल एक्ट जमीन पर उतरते ही देशभर में हंगामा मच गया एक मामला जब गुड़गांव में सामने आया तो सोशल मीडिया पर सुर्खियों में आ गया तब जब दिल्ली के एक व्यक्ति का गुड़गांव में पुलिस ने ₹23000 का चालान काट दिया जिस का चालान काटा गया उस व्यक्ति की दलील है कि उसके स्कूटी की कुल जमा कीमत ही ₹15000 है ऐसे में वह ₹23000 का चालान कैसे देगा कांग्रेस ने इस मुद्दे पर पूछे गए सवाल के जवाब में कहा कि जब मोदी सरकार संसद में मोटरसाइकिल एक्ट ला रही थी तो विपक्ष ने जमकर विरोध किया था लेकिन तब सरकार ने यह कहा था कि हम देश में अनुशासन लाना चाहते हैं लेकिन सरकार की अनुशासनात्मक कार्रवाई अब आम आदमी पर भारी पड़ रहा है


Body:कांग्रेस के वरिष्ठ प्रवक्ता मनीष तिवारी ने कहा नए मोटर व्हीकल एक्ट से जो चीजें सामने आई हैं उससे लगता है कि आम आदमी परेशान है और विपक्ष जो दलील संसद के अंदर दे रही थी उसके मायने थे.
कानून बनाते समय सरकार समझ नहीं पाई जो हम कहना चाहते थे . मनीष तिवारी ने कहा यदि सही में सरकार संवेदनशील है तो इस नए मोटर व्हीकल एक्ट पर पुनर्विचार करें जो आम आदमी के लिए परेशानी का कारण बन गया है . अब मोटर व्हीकल एक्ट एक्ट के तहत कई मामले में जुर्माना 10 गुना तक बढ़ा दिया गया है. आरोप है कि जिस व्यक्ति की चालान ₹23000 का बनाया
उसने ना तो हेलमेट पहन रखा था ना उसके पास गाड़ी के कोई कागजात देना ही लाइसेंस थे. सरकार की दलील है सड़कों पर लगातार बढ़ते दुर्घटना और अनुशासनहीनता को देखते हुए यह कदम उठाया जाना जरूरी था .धीरे-धीरे सब सामान्य हो जाएगा.
