Chhattisgarh: Following the death of government school teacher in police custody, Chhattisgarh High Court has granted a compensation of Rs. 15 lakh to victim's legal heirs.
The complaint was registered by the parents of the deceased, Vijay Kumar Dansena, who was working as a teacher in Bilaspur.
He was arrested under Section 107, 116 and 151 of Cr.P.C., following his dispute with the SDM while attending a pre-poll meeting.
However, jail authorities stated that the deceased was alcoholic and has caused himself grievous injuries out of impatience and anger.
The State had also recommended the commencement of departmental enquiry against the guilty officers.
The court held that the state machinery had failed in inquiry as there is no provision of detaining a beyond 24 hours under Section 151 or 107 or 116 of Cr.P.C.
The court also added that the postmortem report cleared that the deceased was not a heavy drinker and he was brutally beaten in the jail which resulted in his death.
Councluding the hearing the court found that the jail authorities were guilty as the department had attempted to manipulate the reports.
