With the fifth phase of polling for the District Development Council (DDC) elections in Jammu and Kashmir underway, Peoples Democratic Party (PDP) chief Mehbooba Mufti on Thursday alleged that security forces have cordoned off Matribugh village in Shopian and are not allowing people to come out to vote.
"Security forces have cordoned off Matribugh in Shopian and are not allowing people to come out to vote on the pretext of inputs about the presence of militants. In a brazen display of power, armed forces are being used to rig this election and favour a particular party," tweeted Mufti.

ETV Bharat reporter roughed up by police in South Kashmir
Srinagar: Three journalists, including ETV Bharat reporter, were roughed up by the security forces on Thursday in Srigufwara area of south Kashmir's Anantnag district.
The trio was covering the fifth phase of maiden District Development Council (DDC) elections in Jammu and Kashmir.
"I along with two other journalists, Mudasir Qadri (News 18) and Junaid Rafique (Punjab Kesari), were beaten by the police while we were performing our professional duties," Fayaz Ahmad Lolu, reporter who reports for ETV Bharat from Anantnag, said.
He further said, "I took the byte of a local Peoples Alliance for Gupkar Declaration (PAGD) candidate who was claiming to have not been allowed to cast his vote. And when I contacted the police for the official version, we were beaten by them. Police have also seized our equipment."
"During the incident, Junaid got unconscious and has been hospitalized at Srigufwara hospital," he added.
Meanwhile, SSP Anantnag Sandeep Chaudhary and DC Anantnag KK Sidda did not answer the phone calls despite repeated attempts by ETV Bharat.
Commenting on the incident, IGP Kashmir Vijay Kumar said that he will ascertain the facts and also assured action in the case.
The Kashmir Press Club condemned the thrashing of three journalists by the police in South Kashmir.
In a statement, the Kashmir Press Club said, "This incident is unfortunate and calls for a thorough inquiry. We hope strict action is taken against those found guilty in this act perpetrated in utter disregard of the freedom of the press. We urge the Chief Electoral Officer to take note of such incidents and initiate action against the concerned police official."

JK DDC polls LIVE: 299 candidates in fray for 5th phase
Jammu (Jammu Kashmir): A total of 37 District Development Council (DDC) constituencies in Jammu and Kashmir will vote in the fifth phase of the ongoing polls on Thursday.
Voting will also be conducted in 58 vacant Sarpanch and 218 vacant Panch seats.
Addressing a press conference, State Election Commissioner K.K. Sharma said that of 37 DDC constituencies, 17 are in the Kashmir division and 20 in the Jammu division.
In the 17 DDC constituencies of Kashmir, there are 155 candidates in the fray, including 30 women, while in Jammu division, 144 candidates, including 40 women, are contesting.
Sharma also said there are 125 Sarpanch vacancies which have been notified in the 5th phase and out of these 30 have been elected unopposed. There shall be a contest in 58 constituencies and 175 candidates, including 51 women, are in the fray.
Similarly, out of the total 1,412 Panch vacancies notified in this phase, 218 constituencies will go for elections with 527 candidates including 137 female candidates in the fray.
In the 5th phase, he said, 827,519 electors are eligible to cast their votes and comprise 433,285 male and 394,234 female voters. Among these, 439,529 are from the Jammu division and 387,990 from the Kashmir division.
He said that a total of 2,104 polling stations have been set up across the UT for this phase, of which, 914 are in Jammu division and 1,190 are in Kashmir division. Of the total polling stations, 1,193 are hypersensitive, 472 are sensitive and 439 have been categorised as normal. Polling will be held from 7 a.m. to 2 p.m.
The SEC said that out of these 2104 polling stations, polling for the Sarpanch vacancies will be held on 271 polling stations and for Panch vacancies on 229 polling stations.
He said that all the requisite arrangements for this phase are in place including manpower, election material and security arrangements in all poll-bound areas.
In view of Covid-19 pandemic, adequate arrangements have been put in place to ensure the safety of all stakeholders including the voters. Sanitisers, thermal scanners and face masks have been arranged at the polling stations to ensure that SOPs issued by the authorities are strictly followed.
