New Delhi: In a bid to conduct farmers' tractor parade peacefully on the Republic Day, the Delhi Traffic Police has issued a traffic advisory. While the Republic Day parade will start from Vijay Chowk, the farmers' tractor parade will move into the city from three border points--Singhu, Tikri and Ghazipur.
The Republic Day parade will begin at 9:50 am Tuesday from Vijay Chowk and proceed to the National Stadium, while tableaux will start from Vijay Chowk and move towards Red Fort ground. The wreath-laying function will be held at the National War Memorial at 9 am.
Traffic police will divert vehicles on certain routes during the tractor parade originating from the Singhu border, Tikri border and Ghazipur border. The police have appealed to the people to stay away from the routes which will be used by farmers during the tractor parade so that they do not have to face any problem.
According to Delhi Police Joint Commissioner Meenu Chaudhary, permission has been given to take out tractor parade on three routes. These routes will start from the Singhu border, Ghazipur border and Tikri border. Keeping in mind these three tractor parades, the traffic police have made elaborate arrangements. It is the effort of the traffic police that people face the least trouble due to tractor parades. She has appealed to the people to avoid going near the roads which will be used for the tractor parade.
THIS ROUTE WILL BE ALONG THE SINGHU BORDER
According to Joint Commissioner Meenu Chaudhary, the tractor parade starting from the Singhu border will move from Auchandi border to Haryana via Sanjay Gandhi Transport Nagar, Delhi Technical University, Shahabad Dari, Barwala Village, Puth Khurd village, Kanjhawala T-Point, Kanjhawla Chowk, and Qutub Garh.
As a result of this, traffic will be diverted across NH-44, GTK Road, Singhu Border, Ashok Form, Mukarba Chowk, and the GTK Depot and so on. Those visiting Bawana have been advised to take Jail Road, G3S Mall, Rohini East Metro Station, Rithala, Helipad T-Point, Utsav Residency, DSIDC Road and Jhanda Chowk. One can use Karala, Kanjhawala village, Jayanti toll and Qutubgarh Garh road going from Kanjhawala.
PARADE ROUTE FROM TIKRI BORDER
According to Joint Commissioner Meenu Chaudhary, the tractor parade starting from Tikri border will go to Bahadurgarh via Nangloi, Baprola village, Najafgarh, Jharoda border, Rohtak bypass. As a result of this, the movement of vehicles from Roorkee to Rohtak Road will be closed.
Along with this, traffic diversion will also be there on Ghevra Mod, Piragadhi Chowk, Jhatikara Mod, Najafgarh Dwarka Mod and so on.
Commercial vehicles will not be able to come near Jhatikara Mod, Najafgarh Dwarka Mod and Goyla Dairy. A diversion will also be near Jharoda drain and Najafgarh drain. She has appealed to the people to keep the distance from Rohtak Road, Tikri Border, Nangloi-Najafgarh Road and other routes.
PARADE ROUTE FROM GHAZIPUR BORDER
Starting from Ghazipur border, the farmer’s tractor parade will pass through NH 24, road number 56, ISBT Anand Vihar and Apsara border to Uttar Pradesh. As a result of this, the movement of commercial vehicles from the ring road will be closed.
The diversion of traffic will take place on NH 24 with drainage and horoscope lights. On-road number 56, there will also be diversion near Hasanpur Depot, Patparganj Industrial Area, ITI College, and Ram Mandir Vivek Vihar. With this, traffic will not be allowed towards the Apsara border.
WHAT ARE THE SECURITY ARRANGEMENTS?
The tractor rally has been approved in principle following an agreement with the farmer unions. Security arrangements will temporarily be removed from the demonstration sites. Tractors will be allowed only up to 70 kilometres on the arterial peripheral roads.
Volunteers of the unions will also work closely with the police forces of Delhi, UP and Haryana. After the discussion with the Delhi Police, the farmers' unions are also engaged in making arrangements at their own levels.
Delhi Police spokesperson and Special Commissioner (Intelligence) Deepender Pathak said that he has shared a list with the farmer unions that has details of the arrangements that are needed to ensure the rally passes off peacefully.
According to Pathak, peacefully taking out the rally would be a daunting task, but arrangements are being made for area-wise security checks, deployment of forces and medical emergency.
FARMERS UNION ALSO RELEASES GUIDELINES
Farmers’ organizations have also completed preparations to take out the tractor rally on Republic Day on January 26. On the occasion of the national festival, this rally is going to be a historical event in itself, for which the people have many questions in their minds.
On the one hand, while the police administration is trying its best to maintain the law and order situation, on the other the farmer leaders are addressing the confusion related to this parade. The United Kisan Morcha has unanimously set guidelines for the parade. For this, a helpline number 7428384230 has also been issued.
INSTRUCTIONS FOR THE TRACTOR PARADE
1. Tractors and other vehicles will run in the parade, but the trolleys will not be allowed. Trolleys with special tableaux may be exempted.
2. It is advisable to have ration and water for 24-hour.
3. The appeal of the United Kisan Morcha is that on every tractor or vehicle, along with the flag of the farmers’ organization, the national flag should also be installed. No party flag should be there in the vehicle.
4. Instructions have been issued not to keep any kind of weapon. Banners with any inflammatory or negative slogans are also forbidden.
INSTRUCTIONS DURING THE PARADE
- The parade will begin with the vehicles of farmer leaders. No tractor or car will leave before them.
- The route of the parade has been decided. It will have its marks. The parade will start from four places including five borders of Delhi.
- The United Kisan Morcha has decided that if a vehicle tries to stop on the road without reason or encamp on the way, then the volunteers will remove them. All vehicles will complete the parade and return to where it started.
- Maximum five people including the driver will be allowed on a tractor. No one will sit on the bonnet, bumper or roof.
- All tractors will run in their respective lane. No racing will be held. In the parade, the farmers will not try to put his car ahead or with the vehicles of the leaders.
- The audio deck will not be playing in the tractor. This will make it difficult for the rest of the people to listen to instructions from the audio of the Morcha.
- Any type of intoxication will be prohibited in the parade.
Everyone has been asked to take care of and contact volunteers for any problem. Those who try to disturb the atmosphere in any respect will be held accountable. No one has been detained or arrested by the Delhi Police during talks between farmer leaders and the Delhi Police about the proposed tractor rally.
