503 MP's yet to give details of assets reveals RTI

Only 36 Lok Sabha MPs, including PM Modi, have given the details of assets in the Lok Sabha Secretariat within the specific time. As per the RTI, 503 MPs including Congress President Sonia Gandhi, SP President Akhilesh Yadav have failed to furnish property details after getting elected in the May 2019 parliamentary elections.

Kashipur: In a startling revelation, an RTI query revealed that only 36 MPs of Lok Sabha have given the details of assets in Lok Sabha Secretariat within the specific time frame.

503 MPs have not given their property details til 10 December 2019. This disclosure was made by the information available by the Lok Sabha Secretariat to the Right to Information Activist Nadimuddin under RTI.

Kashipur resident and right to information activist Nadimuddin had sought information from the Public Information Officer of the Lok Sabha Secretariat under the Lok Sabha Member (Declaration of Property and Obligations) Rules, 2014 for the declaration and non-disclosure of assets and liabilities.

In response to this, the information of the members declaring and not declaring the assets and liabilities of the 17th Lok Sabha has been provided by the Public Information Officer of the Lok Sabha Secretariat till 10 December 2019.

According to the information provided to Advocate Nadimuddin, only 36 members of the Lok Sabha have declared their assets till 10 December 2019 which include 25 MPs from BJP, eight TMC and one each from BJD, Shiv Sena and AIDMK.

Suresh Angadi, Ratan Lal Kataria, Prahlath Joshi, Dr Ramesh Pokhriyal Nishank, PM Narendra Modi, Smriti Zubin Irani, Vishnu Dayal Ram, Gajendra Singh Shekhawat, Ravi Shankar Prasad, Narendra, according to the list available to Nadeem Singh Tomar, Raju Bista, Sadhvi Niranjan Jyoti, Kailash Chaudhary, Devashree Chaudhary, Sanjay Shyamrao Dhotre, Dr Satpal Singh, Anurag Sharma, Prahlad Singh Patel, Mahesh Sharma, Nishikant Dubey, Sadhvi Pragya Singh Thakur, Raja Amreswar Nayak, Hansraj Hans and Mala Rajya Laxmishah are the names of MPs who have declared their assets.

TMC MPs include Sajda Ahmed, Khalilur Rahman, Deepak Adhikari, Mala Rai, Asit Kumar Mal, Sudeep Bandhopadhyay, Abu Tahir Khan and Prasoon Banerjee. Apart from this, Gajanand Chandrakant Kirtikar of Shiv Sena, Achyutananda Samanat of BJD and P. Ravindra Nath Kumar of AIDMK are included.

In the list of those giving property details, the name of Prime Minister Narendra Modi, who has given eight-page property details on 24 July 2019, is included on serial number 6.

Among the MPs of Uttarakhand who have given property details, Human Resources Minister Dr Ramesh Pokhriyal Nishank's name is on number 5 and the name of Mala State Laxmishah is on number 35.

The list of non-giving property details includes the names of prominent leaders of various parties, including various ministers of the Union Cabinet.

From Gandhinagar at number 385 is the name of MP Amit Shah, Rae Bareli MP Sonia Gandhi is on 115 and Wayanad MP Rahul Gandhi is on 114 are included.

According to Rule 3 of the Lok Sabha Member (Declaration of Property and Obligations) Rules 2004, it is a rule for every Lok Sabha MP to give notice of his property obligations to the Lok Sabha Secretariat within 90 days from the date of oath-taking.

All the MPs, except the seven MPs of the 17th Lok Sabha, had to give details of the property obligations under this rule to the Lok Sabha Secretariat before 10 December 2019.

Four MPs have time to submit the details according to the RTI reply.

The four MPs who took oath on 18 November 2019 include LJP's Princeraj, NCP's Srinivas Dadasaheb Patil, BJP's Himadri Singh and DMK's DM Kathir Anand.

Ramchandra Paswan died on 21 July 2019 and Atul Rai did not take oath till 10 December 2019.

Udayan Raje Pratap Singh Bhosale resigned on 14 September 2019.

Body:काशीपुर निवासी सूचना अधिकार कार्यकर्ता नदीमउद्दीन नेे लोक सभा सचिवालय केे लोेक सूूचना अधिकारी सेे लोेकसभा सदस्य (सम्पत्ति तथा दायित्वोें की घोेषणा) नियम 2014 केे अन्तर्गत सम्पत्ति तथा दायित्वों की घोेषणा करनेे व न करनेे वाले लोेकसभा सदस्यों की सूचना मांगी गयी थी। इसके उत्तर मेें लोेकसभा सचिवालय के लोक सूचना अधिकारी द्वारा 10 दिसम्बर 2019 तक 17वीं लोेकसभा केे सम्पत्ति व दायित्वोें की घोेषणा करनेे व न करनेे वालेे सदस्योें की सूचना उपलब्ध करायी गयी हैै। एड. नदीम को उपलब्ध करायी गयी सूचना केे अनुुसार लोेकसभा केे केवल 36 सदस्योें नेे 10 दिसम्बर 2019 तक अपनेे सम्पत्ति-दायित्वोें की घोेषणा की हैै। इसमें 25 सांसद भाजपा, आठ एआईटीसी तथा एक-एक सांसद बीजेडी, शिवसेना तथा एआईडीएमके के शामिल है। एड. नदीम को उपलब्ध सूची के अनुसार सम्पत्ति विवरण देने वाले सांसदों में भाजपा केे सुरेश अंगदि, रतन लाल कटारिया, प्रहलाथ जोशी, डा. रमेश पोखरियाल निशंक, नरेन्द्र मोदी, स्मृति जुबिन ईरानी, विष्णु दयाल राम, गजेन्द्र सिंह शेखावत, रवि शंकर प्रसाद, नरेन्द्र सिंह तोमर, राजू बिस्ता, साध्वी निरंजन ज्योति, केलाश चैधरी, देबाश्री चैधरी, संजय शमराव धौतरे, डा. सतपाल सिंह, अनुराग शर्मा, प्रहलाद सिंह पटेल, महेश शर्मा, निषिकांत दुबे, साध्वी प्रज्ञा सिंह ठाकुर, राजा अमरेसवर नायक, हसंराज हंस तथा माला राज्या लक्ष्मीशाह शामिल है। एआईटीसी के सांसदों में सजदा अहमद, खलीलुर्रहमान, दीपक अधिकारी, माला राय, असित कुमार मल, सुदीप बंधोपाध्याय, अबु ताहिर खान तथा प्रसून बनर्जी शामिल है। इसके अतिरिक्त शिवसेना के गजानंद चन्द्रकांत कृर्तिकृत, बीजेडी के अचुत्यानंद सामनत तथा एआईडीएमके के पी. रविन्द्र नाथ कुमार शामिल है। सम्पत्ति विवरण देने वालो की सूची में क्रमांक 6 पर प्रधानमंत्री नरेन्द्र मोदी जिन्होंने 24 जुलाई 2019 को आठ पेज का सम्पत्ति विवरण दिया है का नाम शामिल है। सम्पत्ति विवरण देने वाले उत्तराखंड के सांसदों में मानव संसाधन मंत्री डा. रमेश पोखरियाल निशंक का नाम क्रमांक 5 पर तथा माला राज्या लक्ष्मीशाह का नाम क्रमांक 35 पर शामिल है। सम्पत्ति विवरण न देने वाली सूची में केन्द्रीय मंत्री मण्डल के विभिन्न मंत्रियों सहित विभिन्न पार्टियों के प्रमुख नेताओं के नाम शामिल है। 503 सांसदों की सूची में क्रमांक 385 पर गांधी नगर सांसद अमित शाह तथा 115 पर रायबरेली सांसद सोनिया गांधी तथा 114 पर वायनाड सांसद राहुल गांधी का नाम शामिल हैै। लोेकसभा सदस्य ( सम्पत्ति तथा दायित्वोें की घोेषणा) नियम 2004 के नियम 3 केे अनुुसार प्र्रत्येेक लोक सभा सांसद कोे शपथ ग्रहण की तिथि सेे 90 दिन केे भीतर अपनेे सम्पत्ति दायित्वोें की सूचना लोेकसभा सचिवालय कोे देेनेे का नियम है। 17वीं लोेकसभा के सात सांसदों को छोड़कर सभी सांसदों को 10 दिसम्बर 2019 से पहले इस नियम के अन्तर्गत सम्पत्ति दायित्वों का विवरण लोकसभा सचिवालय को देना था। इन सात सांसदों में चार सांसदों जिन्होंने 18 नवम्बर 2019 को शपथ ली है तथा इस तिथि से पूर्व एक सांसद की मृत्यु एक के इस्तीफे तथा एक के शपथ ग्रहण न करने के कारण उनका सम्पत्ति विवरण देने का दायित्व नहीं रहा। 18 नवम्बर 2019 को शपथ लेने वाले चार सांसदों में एल,जे,पी, के प्रिंसराज, एनसीपी के श्रीनिवास दादासाहिब पाटिल, बीजेपी की हिमाद्री सिंह तथा डीएमके के डीएम काथिर आनंद शामिल हैै। रामचन्द पासवान की 21 जुलाई 2019 को मृत्यु हो चुकी है तथा अतुल राय ने 10 दिसम्बर 2019 तक शपथ नहीं ली है तथा उदयन राजे प्रताप सिंह भोंसले ने 14 सितम्बर 2019 को इस्तीफा दे दिया है।
