Explained | Solar Rooftop for Households: Target and Challenges

In the interim budget 2024, Finance Minister Nirmala Sitharaman announced that the beneficiaries of Pradhan Mantri Suryodaya Yojana will receive free electricity up to 300 units per month and can sell surplus solar power, potentially saving them Rs 15000 to Rs 18000 annually. Also, the country aims for 50% of electricity generation from non-fossil fuel sources by 2030, having already reached 43%, with renewables contributing 30% to the total installed capacity.

By equipping 1 crore poor to middle-class households with rooftop solar panels, the scheme aims to reduce their dependence on traditional power grids, making them more self-reliant and reducing their electricity bills. The applicant's annual income should not exceed a specified limit (to be determined). Applicants must possess the necessary documents for verification, including an Aadhar card, income certificate, domicile certificate, mobile number, electricity bill, bank passbook, passport-size photo, and ration card. The Ministry of New and Renewable Energy (MNRE) is currently working on issuing guidelines for the scheme, including details about subsidies and rationalisation. Once the guidelines are released, interested households can apply online through the official website.

Solar power in India has grown to around 73.31 GW as of December 2023. However, the rooftop solar installed capacity is only around 11.08 GW, which is pretty far from the goal of 40 GW by 2022.

If we talk about the states, Rajasthan is leading the way with 18.7 GW of solar capacity, followed by Gujarat with 10.5 GW. But it's important to note that this is the total solar capacity, not just rooftop solar. Gujarat leads the way in rooftop solar with 2.8 GW, followed by Maharashtra with 1.7 GW.

Solar power has the major share in India's current renewable energy capacity of around 180 GW. Out of this, solar power contributes 72.3 GW, followed by Large Hydro with 46.88 GW. But there's still a lot of room for growth in rooftop solar installations. We've made great progress already, but we must keep pushing to reach the desired target of 40 GW by 2022.

Rooftop solar panels, also known as photovoltaic panels, provide a constructive solution to reduce our reliance on non-renewable energy sources. By installing these panels on building rooftops, we can harness the sun's power and convert sunlight into electricity. This helps to reduce the consumption of grid-connected electricity and ultimately saves costs for consumers. While an upfront capital investment is required to install a solar rooftop system, the maintenance costs are minimal in the long term. By investing in this sustainable source of energy, we can not only reduce our electricity bills but contribute to environmental conservation by minimising carbon emissions. Electricity generated from the rooftop solar system can be used to meet the buildings’ energy demand, charge batteries for later use, or can be exported to the electricity grid. Apart from the solar PV panels, a rooftop solar system also has other components such as an inverter, module mounting structure, wires and cables, monitoring and safety equipment and meters, etc.

Advantages of rooftop solar system are saving on electricity bill, utilisation of available vacant roof space, low gestation period, no additional requirement for transmission and distribution lines, reduces T&D losses as power consumption and generation are collocated, improvement in the tail-end grid voltages and reduction of system congestion and long-term energy and ecological security by reduction in carbon emission.

According to the Ministry of new and renewable energy, under Rooftop Solar Programme Phase-II, around 3,377 megawatts of capacity has been allocated to various state implementing agencies for the residential sector as of February 28, 2023, against the target capacity of 4,000 MW. An amount of Rs 2917.59 crore has been released to them under the programme. Also, 4.3 lakh beneficiaries were reported to benefit under the Rooftop Solar Programme Phase-II.

The RTS needs easy financing, unrestricted net metering, and an easy regulatory process. Public Financial Institutions and other key lenders could be mandated to lend to the segment. Some of the existing bank lines of credit could be adapted to meet the challenges of the Indian RTS segment, making it more attractive.

The PMSY involves installing at least 10 GW of new solar capacity. Hence there is a pressing need to enhance the skill and capability of individuals throughout the value chain. This includes training additional work force in designing and installing solar systems and educating consumers on proper maintenance. State regulatory commissions should also find ways to effectively manage demand by encouraging end-users to use electricity during solar hours.

Currently, many distribution companies (discoms) lack complete information about the actual behind-the-meter RTS installed capacity. Access to such data can improve forecast accuracy and streamline the integration of renewables in to the grid.

Given the intermittent nature of renewable energy, emphasis should be placed on energy storage solutions and optimised grid operations to better match demand with supply.

Electricity comes under concurrent list, hence it is important to acknowledge the diverse policies, regulations and tariff structures across the states. Rooftop solar adoption has not gathered the desired momentum in India despite the government push. Major reasons are policy conundrums, ill-designed institutional and governance structures, distorted market mechanisms, and technical challenges such as those involving grid connectivity, according to a new report by Asian Development Bank.

It is important and urgent to enhance end-to-end supply chains when considering the scale of PMSY. Assuming a minimum installation of 1 KW per household, the required solar modules, invertors, net meters and accessories for one crore households amount to 10 GW, which is around 90% of cumulative installed capacity in rooftop solar. It is a big challenge to source these components and accessories in a limited time frame before the target of 2026. Government should extend its support to manufacture them indigenously in order to avoid supply chain vulnerabilities in sourcing from outside.

A structured approach could go a long way in arresting some of the challenges currently encountered. The best way to minimize the regulatory burdens and procedural complexities is to institutionalize a single-window facility for the entire ecosystem of rooftop PV deployment, encompassing connectivity, net metering, electricity inspection, and limitations on sanctioned load.
