Parliament Budget Session Live: On Day 5 of the ongoing Budget session today, proceedings in both Lok Sabha and Rajya Sabha resumed at 11 am but were adjourned till noon shortly after as opposition MPs raised slogans and protested against the 'inhumane' deportation of Indian migrants from the US.

At noon, as the session resumed, the ruckus continued in both houses, especially in Lok Sabha after which the Speaker further adjourned the house till 2 pm. As the house reassembled at 2 pm, the ruckus continued due to which the house was yet again adjourned till 3.30 pm.

In Rajya Sabha, however, Chairman Jagdeep Dhankhar managed to pacify the agitating MPs after he announced that the External Affairs Minister S Jaishankar would issue a statement in the house on the deportation row at 2 pm today which the EAM eventually did. Sources told ETV Bharat that the EAM would issue the same statement in Lok Sabha as well later in the day.

The houses are supposed to discuss the general discussion on Union Budget 2025-26 today as per the business schedule. Prime Minister Narendra Modi is also set to reply to the discussion on President Droupadi Murmu's address in the Rajya Sabha.

Earlier in the day, Congress whip in Lok Sabha Manickam Tagore and other MPs had moved adjournment motions in Lok Sabha to discuss the "inhumane deportation of Indian Nationals by the United States...and take all necessary steps to prevent the humiliation and mistreatment of Indian nationals abroad."

The Motion read, "This House must urgently address the issue to prevent further dehumanisation of our people and to uphold the dignity of every Indian, both at home and abroad." Similarly, suspension of business notices were given in Rajya Sabha by AAP and Congress MPs who too demanded a discussion on the matter.

Deputy Leader of Congress in Lok Sabha, Gaurav Gogoi, also submitted an adjournment motion seeking discussion on the deportation of over 100 Indian nationals, which he described as “carried out under conditions that are deeply distressing and humiliating.”

A US military aircraft carrying 104 illegal immigrants from various states landed in Amritsar on Wednesday, the first such batch of Indians deported by the Donald Trump government as part of a crackdown against illegal immigrants. Of them, 33 each were from Haryana and Gujarat, 30 from Punjab, three each from Maharashtra and Uttar Pradesh, and two from Chandigarh, sources told ETV Bharat. Nineteen women and 13 minors, including a four-year-old boy and two girls, aged five and seven, were among the deportees.

The Union budget was presented on February 1. The first part of the session will conclude on February 13, and the second part will begin on March 10. The session will conclude on April 4. The session’s legislative agenda has 16 Bills, including the Waqf (Amendment) Bill as well as three other new draft laws.

Parliament Budget Session Live | Women Voters' Burkas Were Removed In UP, Delhi Yesterday: Jaya Bachchan In Rajya Sabha

Samajwadi Party MP and former actress Jaya Bachchan on Thursday claimed women voters in Milkipura bypolls in Uttar Pradesh held on Wednesday were forced to remove their burkas as they were waiting in line to cast votes.

Speaking in reply to President Droupadi Murmu's Parliamentary Speech, Bachchan said: "Yesterday in the UP elections, when women were waiting in line. Their burkas were removed to identify them. The same thing happened in Delhi as well...This is not right."

"Where I got married, they respected women which is why I am here. My firstborn is a girl, my first grandchild is a girl. This is why I can understand and I like that women who can manage and take responsibility are coming to the forefront... Bachchan ji has famously said 'Hamein mashoor hone ka shock nahi, aap sab mard hame jaante hain, hamari liye itna hi kaafi hai' (We do not want to be famous If you men know us, that is enough for us).

Parliament Budget Session Live: EAM S Jaishankar in his statement on the deportation of illegal Indian migrants from the US:

Our citizens who have been inveigled into illegal immigration themselves become prey to other crimes.

They are trapped in both moving and working under inhuman conditions.

Unfortunately, there have even been fatalities in the course of such illegal migration

Those who have returned have also testified to their harrowing experience.

It is the obligation of all countries to take back the nationals if they are found to be living illegally abroad.

This is naturally subject to an unambiguous verificationof theirnationality

This is not a polity applicable to any specific country not indeed one only practiced by India

It is a general, accepted principle in international relations.

The process of deportation is not a new one.

I would like to share with the house the details of deportation from the US since 2009.

The year-wise number of deportees as available with our law-enforcement authorities is as follows: 734 in 2009, 799 in 2010, 597 in 2011, 530 in 2012, 515 in 2013, 591 in 2014, 708 in 2015, 1303 in 2016, 1024 in 2017, 1180 in 2019, 2042 in 2019, 1889 in 2020, 805 in 2021, 862 in 2022, 670 in 2023, 1368 in 2024, and 104 in 2025.

Deportation by the US is organised and executed by the Immigration and Customs Enforcement (ICE) authorities. The standard operating procedure for deportation by aircraft used by ICE which has been effective since 2012 provides for the use of restraints. However, we have been informed by ICE that women and children have not been restrained.

Further, the needs of deportees during transit related to food and other necessities including possible medical emergencies are attended to. During toilet breaks, deportees are temporarily unrestrained if needed. This is applicable to chartered civil aircraft as well as military aircraft.

There has been no change from past procedure for the flight undertaken by the US on Feb 5 2025.

We are engaging the US government to ensure that the returning deportees are not mistreated in any manner during the flight.

At the same time, the house will appreciate that our focus should be on strong crackdown on the illegal migration industry while taking steps to ease visas for legitimate travellers.

On the basis of information provided by the returning deportees about the agents and others involved, law enforcement agencies will take necessary, preventive and exemplary actions.

On Indian immigrants deported from the US, Congress MP Priyanka Gandhi Vadra asked why couldn't the Indian government send a plane to get them back. “I would say that a lot was talked about PM Modi and Trump’s friendship. Couldn’t we send our plane to get them all back? PM should answer," she said.

"Is this the way one should be behaving with people that they are sent back in handcuffs and chains?" she questioned. Asked if the EAM should respond, she said, "He should answer, the PM should give an answer. Is this the way?"

Parliament Budget Session Live | Don't Know If I Will Complete My Term: H D Deve Gowda in Rajya Sabha

Parliament Budget Session Live:Former prime minister H D Deve Gowda, while speaking in Rajya Sabha on Thursday, said he was not sure if he will complete his Rajya Sabha term. The 91-year-old leader, who founded Janata Dal (Secular), thanked President Droupadi Murmu for her address to the Parliament on January 31.

"I would like to sit and speak," a visibly frail Gowda was seen requesting the Rajya Sabha Chairman Jagdeeep Dhankhar, who readily agreed.

"I would like to express my sincere thanks to the Excellency the President, who delivered her speech in the joint Parliament session. In her speech, she mentioned several programmes and policies which are going to be implemented by her government. Sir, I am a villager, I studied in a primary school in a small village...With such a background, I came. I was in the legislature for 30 years. I always used to speak in Kannada. I came to Parliament about 33 years back. I have been a member of this house for 6 years... I have another year left. I don't know if I will complete my term."

At this, Chairman Dhankhar said all the members wished well for him. "You will complete the full term and still be in a position to bless us," the Chairman said.

Sources told ETV Bharat that the New Income Tax Bill is likely to be cleared by the cabinet tomorrow and shall be tabled in Loksabha on Monday. The new bill, which will replace the 6-decade old Income Tax Act, 1961, has been drafted within six months and efforts have been made to simplify the language to make tax compliance easier for taxpayers and make it easier to read and understand.

On Feb 3, Central Board of Direct Taxes (CBDT) Chief Ravi Agrawal had asked industry players to give their suggestions on the new income tax bill.

Rahul, Kharge, Akhilesh Protest In Parliament Premises Against Deportation Of Indians

INDIA bloc leaders including Lok Sabha LoP Rahul Gandhi, Rajya Sabha LoP Mallikarjun Kharge, Samajwadi Party chief Akhilesh Yadav, Congress MP Priyanka Gandhi, and several other MPs including those from Aam Aadmi Party protested today in parliament premises against the deportation of Indians.

Some of them were seen wearing handcuffs, showcasing the claims that those Indians deported from the US were kept in chains throughout their 24-hour-long journey in a military aircraft from America to Amritsar.

The MPs were seen raising slogans and carrying placards, some of which read "Indian insulted, India won't stay silent", "Humans not prisoners", and "United against inhumanity". Parliament Budget Session Live: Jaishankar to Issue Statement On Deportation Row In RS at 2 PM

Parliament Budget Session Live: RS Chairman Jagdeep Dhankhar managed to calm down the protesting MPs as soon as the house resumed proceedings at noon today after the initial adjournment.

"Members under rule 267 today, an issue was raised and Congress deputy leader in Rajya Sabha Pramod Tiwari met me in the chamber. The issue concerns deportation from the US. The External Affairs Minister will make the statement during the day. I will allow members to briefly intervene. The parliamentary affairs minister has agreed," Dhankhar said.

He added that EAM S Jaishankar had met him in his chamber this morning over the matter. Kiren Rijiju also told the house that the EAM will make a statement at 2 pm but he said the house has to follow the conventions.

LoP in Rajya Sabha Mallikarjun Kharge thanked the RS Chairman and said, "It was after you issued directions that the government had to agree and issue a statement. So I thank you," he said.

EAM Jaishankar also briefly spoke in the house, thanking the chairman. "Gracious enough to mention that I came to you today morning. I am glad that this point was brought up," Jaishankar said.
