సమాచార కమిషనర్లను 3నెలల్లో నియమించుకోవాలని కేంద్ర, రాష్ట్ర ప్రభుత్వాలకు సోమవారం సుప్రీంకోర్టు సూచించింది. సెంట్రల్, స్టేట్ కమిషన్ల విధులకు అటంకం కలిగించకుండా, సమాచార హక్కు చట్టం దుర్వినియోగం కాకుండా ఉండేందుకు కొన్ని మార్గదర్శకాలు అవసరం అని సర్వోన్నత న్యాయస్థానం అభిప్రాయపడింది.

కేంద్ర, రాష్ట్రాల స్థాయిలో సమాచార కమిషనర్లను 3నెలల్లో నియమించాలని ఆయా ప్రభుత్వాలకు సుప్రీంకోర్టు సూచించింది. నేటి నుంచే నియామక ప్రక్రియను ప్రారంభించాలని ప్రధాన న్యాయమూర్తి ఎస్ ఏ బోబ్డేతో కూడిన ధర్మాసనం నిర్ధేశించింది.
ఈ ఏడాది ఫిబ్రవరి 15న అత్యున్నత న్యాయస్థానం ఇచ్చిన తీర్పు ప్రకారం.. ఆయా ప్రభుత్వాలు సమాచార కమిషనర్లను నియమించాల్సి ఉండగా.. ఆలస్యం చేయడంపై న్యాయవాది ప్రశాంత్ భూషణ్ పిటీషన్ వేశారు. ఈ మేరకు సోమవారం విచారణ చేపట్టిన ధర్మాసనం.. సమాచార కమిషనర్లను వెంటనే నియమించాలని స్పష్టం చేసింది.
సమాచార కమిషనర్లు, సభ్యులను నియమించిన రెండు వారాల్లో వారి వివరాలను ప్రభుత్వ వెబ్సైట్ లో ఉంచాలని సుప్రీంకోర్టు పేర్కొంది. ఈ క్రమంలో సమాచార హక్కు చట్టం దుర్వినియోగం కాకుండా ఉండేందుకు కొన్ని మార్గదర్శకాలు అవసరం అని సూచించింది.
" మేము సమాచార హక్కు చట్టానికి వ్యతిరేకం కాదు. అయితే దీని అమలుకు కొన్ని మార్గదర్శకాలు అవసరం ఉందని గుర్తించాం. సమాచారం కోసం వచ్చే దరఖాస్తుల్లో కొన్ని దురుద్దేశంతో చేసేవి ఉంటాయి. వాటిని నివారించేందుకు మార్గదర్శకాలు రూపొందించుకోవాల్సిన అవసరం ఉంది." అని ధర్మాసనం వివరించింది.

(How difficult was it to have to leave United and go away on loan - and how did that change you?)
"It was difficult because, you know, you never want to leave United. You want to play straight away. But when it's not possible and you know you have to improve to get to be a better player. I had to go to Granada to play and to Valencia. And it's always in your back of your mind like I'm going, but maybe I'm not coming back to United. So you want to make sure you do your best. You learn a lot and make sure they notice you and then say, "Andreas came back - he is a different player, he is better - we need him here." So that's what I did. And it worked out very well for me."

STORYLINE:
The excitement at being talent-spotted by Manchester United brought on moments of youthful giddiness for Andreas Pereira.
From being told by his footballer father of United’s tentative interest in him as a teenager, to the first meeting with the managerial colossus Alex Ferguson and being greeted in Portuguese.
"I was starstruck and I just wanted to join United straight away," Pereira recalls in a recent interview with SNTV. "He told me there was always a place for a Brazilian in his team."
Pereira would have to wait until he was 16 to officially start in the United academy, back in 2012. But there was a moment of confusion over what everyone was doing at his first practice session after joining from Dutch club PSVEindhoven.
"We played rugby and I had never played rugby in my life," Pereira said.
