Reservation fight between communities gives BSY a dilemma

As nine communities in Karnataka make a hue and cry over reservations, CM BS Yeddyurappa is thinking about postponing all his announcements and is also not planning to make any decisions yet.

Bengaluru (Karnataka): Different communities in the state are staging protests to get the reservation. Nine communities are creating issues for the state government in order to get reservations. In order to calm people and to maintain peace in the state, CM BS Yeddyurappa is thinking about postponing all his announcements and is also not planning to make any decisions yet. To control the different communities over reservations, BSY is using the strategy of wait and see.

Amid demands from various communities in the state for better reservation, the government will do whatever is possible within the ambit of the law and the Constitution. "We will put in honest efforts to do whatever is possible within the ambit of the Constitution and law. What has been done in other states in the country, I can do it here," said CM Yeddyurappa on Wednesday regarding reservations.

Reservation Demands:

* The Valmiki community has given March 9 as the deadline for implementing the N. Nagamohan Das report on increasing the reservation rate of Scheduled Tribes to 7.5 percent. The community has been demanding that the reservation for ST be hiked from 3 percent to 7.5 percent.

* Panchamasali sect has taken out Padayatra asking for Category 2A status in the sectors of Education and Employment

* The Kurubas are agitating for the Scheduled Tribe tag. They have already held many Conventions and Padayatras and are putting pressure on CM BSY to get it. They had recently organized a Padayatra, led by Kaginele Kanakaguru Peeta seer Niranjanandapuri Swami, from Kaginele to Bengaluru, and had organized a mammoth rally on Sunday near here, demanding the ST tag.

* Ganiga community is also urging the government to ask for scheduled Tribe Status. Kallinatha Shree of Digambareshwara Mutt has warned the government of attacking Vidhana Soudha if the government fails to provide ST status.

* Madiga Community leaders have warned the government that the Justice AJ Sadashiva Commission's report on the Madiga community's resilience should be implemented and if the government fails means they too would conduct the Padayatra as like other community.

* Gangamathastha Community is also urging the government to provide the reservation of Scheduled tribe to them. Even Though the state's recommendation was rejected by the Center, it was recommended again by the community to submit the request to provide the reservation.

* The Vokkaliga community also insisting their leader's pressure on the government to get the reservation of 2A. They also planning to stage a protest to get the category 2A Status.

* The Veerashaiva Lingayath Seers have decided to urge the government to provide the reservation for its Sect and they have also pleaded to the government regarding this.

After all these communities raised their voice to get reservation, the Adiga community has raised objections to the demand of the STs for various communities, urging the government not to give them 2A. They warned the government that they would stage protests if the government provides the tag of SC to any other strong communities.

High Command serious about conflict over Reservation:

The BJP High Command has taken the reservation issue in the state seriously. The High command also sent a strong message to BSY to not make any decisions without discussing with the High-command. The leaders at the centre have also advised adopting a delayed approach to the reservation issue.

CM BSY's gameplan:

After the pressure from all the communities to get a reservation, CM Yeddyurappa is planning to calm them by using their own community leaders. However, the Nine communities are urging the government to provide them with reservation, while one community is opposed to providing reservation to the rest. In order to control everything and to calm the people, BSY has planned to use his cabinet ministers to control their community people. CM has given the responsibility to prominent leaders including Murugesh Nirani, Govinda Karajola, B. Sriramulu, R. Ashok, KS Eshwarappa, and Ramesh Jarakihioli.

Murugesh Nirani has already entered the field after getting the direction from CM and trying to convince the Panchamasali community about the reservation. Like Nirani, CM also directed other ministers to convince their community people over the matter of reservation.

The strategy of wait and see by 'Rajahuli':

CM Yeddyurappa, known as 'Rajahuli' has resorted to the tactic of wait and see. He is promising the community people and the leaders by giving answers on the lines of — we will take action and implement after getting the Study report. It is said that he has a plan to push ahead without rejecting any demand and announcing an immediate decision.

Study gives BSY time to negotiate with Kuruba Community:

The Mysore Tribal Research Institute has conducted a classical study on the Genealogical of the Kuruba community to provide the reservation of Scheduled Tribe. With an exception of four districts, in 26 districts a Genealogical study is being conducted. The survey was completed in Bellary, Gadag, Bagalkot, and Davanagere districts.

The coding work of survey data has been completed and the coding work of Raichur, Vijayapura, and Koppal districts are in progress. The other 19 districts need at least 6 months to complete the coding process, the Research agency said in its report.

However, In the case of the Kuruba community, CM BSY will get a little more time and can tell the community that the study needs more time.

Justice HN Nagamohan Das Commission has issued a report on the proposal to increase the 3% reservation to 7.5% of Scheduled tribes. The sub-committee has already convened a meeting and the government will decide on this after reviewing the report by the Cabinet sub-committee. Yeddyurappa is thinking to persuade the community, through his cabinet ministers of the Valmiki community, to tell people that it will take some time.

The Union Tribal Ministry has rejected the demand for the inclusion of the Gangamatha community into the Scheduled Tribes list for the second time. Therefore, the community is requesting to write to the Ministry once again to approve the recommendation. In addition to this, additional justification and documents have been submitted to the Central Government as per the direction of the Centre. CM BSY has decided to seek further time to convince the community through the documents that the current proposal is pending with the central government.

Yeddyurappa has ordered the Backward Classes Commission to make a comprehensive study and to report on the demand for reservations in education and employment of the Panchamsali community.

CM BSY feels secure in the matter of the Vokkaliga community. The demand of the community has not reached its peak, so he is mulling over satisfying the community by offering reservation in the upcoming days.
