New Delhi: The Delhi government on Friday issued a notification to implement the odd-even road rationing scheme from November 4-15.

Noting that the pollution situation has worsened in Delhi, Chief Minister Arvind Kejriwal said the Centre, as well as the governments of Punjab and Haryana, should give a timeline to stop stubble burning.

He said the order for staggered office timings of the Delhi government has also been issued.

The offices of various departments of the Delhi government will open at 9.30 AM and 10.30 AM, he said.

The Chief Minister said no surge pricing will not be done by app-based cabs during the odd-even scheme.

He said the government will distribute 50 lakh anti-pollution masks in the city in the coming one week.

Kejriwal said it is wrong on the part of opposition parties to blame and curse the people of Delhi for a high level of air pollution.

Intro:नई दिल्ली. दिल्ली में प्रदूषण के मद्देनजर 4 से 15 नवंबर तक लागू होने जा रहे ऑड-इवन योजना को लेकर सरकार ने पूरी तैयारी कर ली है. शुक्रवार को मुख्यमंत्री अरविंद केजरीवाल ने प्रेस कांफ्रेंस कर ऑड-इवन योजना को लेकर अधिसूचना जारी करने की जानकारी दी. इसे किस तरह लागू किया जाएगा इसके बारे में विस्तार से बताया. वर्ष 2016 की तरह इस बार भी महिला वहां चालक तथा दोपहिया वाहन चालकों को योजना से बाहर रखा जाएगा. उन पर यह योजना लागू नहीं होगी. जिन निजी वाहन चालकों पर यह योजना लागू होगी, अगर वे उसका उल्लंघन करेंगे तो 4000 रुपये का जुर्माना देना होगा. यह राशि पहले 2000 रुपये थी.

Body:मुख्यमंत्री अरविंद केजरीवाल ने कहा कि ऑड इवन योजना को लेकर आज सचिवालय में सभी विभागों के अधिकारियों और मंत्रियों के साथ बैठक हुई. जिसमें निर्णय लिया गया कि 4 से 15 नवंबर के बीच यह लागू होगा. इवन तारीख वाले दिन इवन नंबर की पंजीकृत गाड़ियां चलने की इजाजत होगी तो ऑड तारीख वाले दिन ऑड नंबर की गाड़ियों के चलने की इजाजत होगी. टैक्सी और ऑटो चालक यात्रियों से मनमाना किराया न वसूले इस बारे में भी उन्हें हिदायत दे दी गयी है.

ऑड इवन योजना सुबह 8 बजे से शाम 8 बजे तक लागू रहेगा. इस दौरान इमरजेंसी सेवा देने वाली वाहनों जिसमें एंबुलेंस, फायर ब्रिगेड की गाड़ियां, दूध, सब्जी, फल आदि आपूर्ति करने वाली गाड़ियां यह सब शामिल हैं, उन पर योजना लागू नहीं होगी. अगर कोई शख्स अपने साथ किसी बीमार आदमी को अस्पताल इलाज के लिए ले जा रहा है तो उससे पर भी योजना से छूट मिलेगी. इसी तरह स्कूली बच्चे के साथ अगर कोई वाहन चालक कहीं जा रहा होगा तो उस पर भी छूट मिलेगी.

दिल्ली के मुख्यमंत्री और मंत्रियों पर भी लागू होगा ऑड इवन

इसके अलावा योजना से दिल्ली में जिन लोगों को राहत मिलेगी उन्हें राष्ट्रपति, उपराष्ट्रपति, प्रधानमंत्री, राज्यपाल, सुप्रीम कोर्ट के जज, केंद्रीय सरकार के मंत्री, राज्यसभा और लोकसभा के अध्यक्ष, दिल्ली हाई कोर्ट के जज, तमाम मंत्रालयों के वाहन आदि को इस योजना से बाहर रखा जाएगा. दिल्ली में अन्य राज्यों के मुख्यमंत्री कहीं आते जाते हैं तो उन्हें भी इस योजना से बाहर रखा जाएगा. हालांकि दिल्ली के मुख्यमंत्री और उनके मंत्रियों और अधिकारियों पर योजना लागू होगा. वह भी इसका उल्लंघन करेंगे तो जुर्माना वसूला जाएगा.

Conclusion:बता दें कि odd-even योजना के तहत दिल्ली की सड़कों पर सिर्फ विषम संख्या यानि 1,3,5,7, 9 नंबर वाले गाड़ियों को चलने की इजाजत होती है. वहीं even वाले दिन सम संख्या यानी जिस गाड़ी के रजिस्ट्रेशन नंबर के अंत मे संख्या 2, 4, 6, 8 होता था उन्हें ही दिल्ली की सड़कों पर चलने की इजाजत होगी. इसका पालन नहीं करने वाले को 4000 रुपये जुर्माना लगेगा.
