Telangana assembly clears TS-bPASS Bill

The Telangana State Building Permission Approval and Self Certification System (TS-bPASS) Bill, was passed in the Assembly on Monday, minister KT Rama Rao introduced the Bill in the house. According to the TS-bPASS Bill, no permissions are required for plot areas measuring within 75 square yards and building height up to seven meters.

Hyderabad: Telangana Legislative Assembly on Monday passed the Telangana State Building Permissions Approval and Self Certification System (TS-bPASS) Bill.

Minister KT Rama Rao introduced the Bill in the house. By the end of September, all municipalities including GHMC will implement the Bill. In the past, Telangana introduced TS-iPASS, which allows a single mechanism for industries and services for doing business with the state.

According to the TS-bPASS Bill, no permissions are required for plot areas measuring within 75 square yards and building height up to seven meters. Citizens can obtain permissions for constructions in plots measuring 75 to 600 square yards through self-certification. A single window approval will be issued for all layouts in plot sizes of more than 600 square yards and buildings that are more than 10 meters in height, Minister KT Rama Rao said.

He further added that the municipal authorities will examine the documents and issue required permissions within 21 days of application. Similar to TS-iPASS, citizens can do away with endless wait and bureaucratic hierarchies to obtain permissions and NOC. The new Bill mandates the application be sent automatically to all the relevant departments such as irrigation, fire, revenue among others.

The concerned departments must send their remarks or no-objection certificate within seven to fifteen days. An automated certificate will be issued to the applicant on the 22nd day with the signatures of the authorities concerned.

There are various unique features of TS-bPASS Bill, citizens can apply for permission through mobile app, TS-bPASS website, Mee Seva kiosk, urban local bodies and collectorates.

In case of misinformation or deviation from masterplan and zoning guidelines, the permissions can be cancelled within 21 days of approval. Construction must commence 21 days after approval through self-certification. Inspection will be completed within these 21 days. The committee is chaired by the Collector (in districts) and Zonal Commissioner (in GHMC).

Further, details of all the buildings approved through self-certification will be made available on the TS-bPASS website. If found violating the rules, a penalty will be levied or the building will be demolished or seized.
