Delhi-Mumbai trains via Kota have been affected in the wake of Gurjar protest. The Kota Railway Kota has diverted long route trains. Kota DRM Pankaj Sharma and other senior police officials are chalking out a plan. GRP and RPF forces have been deployed for security purposes.

Gurjar community rejects govt's new proposal

Gurjar community, who have blocked the railway tracks over their pending reservation demands, have rejected a fresh proposal of the government. The new proposal was sent by the Bharatpur SDM Sanjay Goyel. The community rejected the government's proposal citing that demands of backlogs of vacancies and panchayat were not mentioned.

Bus services halted ahead of agitation

In the wake of the Gurjar agitation, bus services in the Gurjar-dominated areas have been halted by the Dholpur administration which has caused troubles for the commuters.  

Manager of Dholpur Roadways Agar Pramod Pandey said that ahead of the Gujjar reservation movement, the operation of roadways buses plying on Bari-Karauli road route has been completely stopped. Apart from this, the operation of roadways buses coming from other routes have also been cancelled.

Gurjar body, Rajasthan cabinet sub-panel agree on 14 points

Members of Gurjar Community blocked railway track in Bharatpur as part of their agitation demanding reservation. Gurjar leader Vijay Bainsla has announced 'chakka jam' and 'Mahapanchayat'.  

According to reports, Gurjar community are upset over the unfulfillment of backlog of vacancies. Sarpanch Yadram, head of the representative group, said that they are satisfied with the talks held with the government and the final call will be taken by Gurjar leader Colonel Kirori Singh Bainsla. Officials also visited Peelopura ahead of the agitation and took a stock of the security arrangements. Section 144 of the Criminal Procedure Code (CrPC) imposed in Rajasthan's Dholpur city ahead of Gurjar community agitation on November 1.

As per an order issued by Administrative Secretary NL Meena, the districts of Bharatpur, Dholpur, Sawai Madhopur, Dausa, Tonk, Bundi and Jhalawar districts have been placed under the NSA.  

However, a faction of Gurjar Reservation Committee and the Rajasthan government's cabinet sub-committee agreed on 14 points following talks on Saturday.

"We had a very positive discussion and we are satisfied with the 14 points that we have agreed on. There is no need for agitation and we hope the government will meet its promises," Himmat Singh Gurjar, leader of Gurjar faction said, whose delegation met Rajasthan Minister Raghu Sharma on Saturday.

One of the important agreements is that Rs 5 lakh assistance will be given to the families of three deceased during Gurjar agitation, Kailash Gurjar, Man Singh Gurjar and Badri Gurjar and municipal jobs to one member each of their families.

Around 30 armed companies have taken charge to keep the law and order situation in control during the protest.

Around seven armed companies have been called from Jaisalmer, Barmer and areas adjoining Ganganagar border.

Apart from this, the state government will also deploy two companies of Rapid Action Force (RAF) and eight companies of the Central Reserve Police Force (CRPF). In addition to this, eight companies of Rajasthan Armed Constabulary (RAC) and four companies of Special Task Force (STF) will also be deployed at the agitation site.

Bharatpur (Rajasthan): Gurjar leader Vijay Bainsla on Sunday clarified that the Gurjar protest for reservation in jobs and education as a "most backward class" (MBC) community will continue until their demands are met.  

Hundreds of the Gurjar community members in Bharatpur are protesting under Vijay Bainsla's leadership. "The youth are not getting employment. There is anger among them. Our movement will continue. We have spoken to Gehlot Ji, but nothing has happened so far," Vijay Bainsla, Gurjar leader, told reporters.

"We have not spoken to anyone. Youth is unemployed, 25,000 jobs are stuck and nobody is talking about it. This protest will continue until our demands are not fulfilled," Bainsla added.

"We have spoken to Gehlot Ji four times in the past but nothing materialised. It's been two years, how much patience do they demand from us?" Bainsla further said.  

Meanwhile, there are reports that the Gurjar community has been divided into two factions, one faction of the Gurjar Reservation Committee led by Himmat Singh Gurjar has agreed with the Rajasthan government's cabinet sub-committee on 14 points following talks on Saturday. While the other faction led by Gurjar leader Vijay Bainsla is continuing with the protests.

"We had a very positive discussion and we are satisfied with the 14 points that we have agreed on. There is no need for agitation and we hope the government will meet its promises," Himmat Singh Gurjar, leader of Gurjar faction said, whose delegation met Rajasthan Minister Raghu Sharma.

According to the High Court's directives issued in 2007, the Mahapanchayat can only be held after an undertaking has been submitted to the District Collector.

Also, as per the National Disaster Management Act and Rajasthan Epidemic Ordinance, 2020, during the COVID-19 crisis a congregation of more than 100 people could not be held in the state. Rajasthan government on October 26, 2018, passed a bill that increased the Other Backward Classes (OBC) quota from 21 per cent to 26 per cent. In December 2018, the Rajasthan government also approved one per cent reservation for Gujjars and four other backward castes (OBCs).

These communities are getting one per cent separate reservation under the legal limit of 50 per cent reservation meant for the most-backwards category in addition to OBC reservation.
