Patnaik seeks special economic package for eastern region

Batting for the entire east zone of the country, Odisha Chief Minister Naveen Patnaik on Friday demanded a special economic package for the region, saying that it lags in many sectors despite being endowed with natural and mineral resources.
 

Speaking at the 24th Eastern Zonal Council (EZC) meeting, chaired by Union Home Minister Amit Shah here, the chief Minister said the entire eastern region is underdeveloped in terms of teledensity, railway network and banking density compared to other zones, and therefore needs a special fiancial package for infrastructure development.
 

One of the prime objectives of the Zonal Council is to develop healthy inter-state and Centre-state relations, Patnaik said, adding there is a need for financial, infrastructural and technological integration.
 

"If a nationwide analysis is done for teledensity, banking, rail and road density, the east zone would be at the bottom in all these subjects that are in the Union list. There is a need to double the allotments made to this region so that they catch up to the national benchmarks," the chief minister said.
 

Emphasising that this zone contributes maximum to the mineral wealth of the country and ensures security for manufacturing and energy sectors, he said the fruits of this wealth should boost economic growth of the region.
 

Lamenting that royalty on coal has not been revised since 2012, Patnaik said there is an urgent need to review this and also the share of clean energy cess with the state governments.
 

"Our region has some of the largest scheduled areas of the country. I reiterate my demand for inclusion of Ho, Bhumij and Mundari languages in the Eighth Schedule of Constitution," the chief minister said.
 

Referring to Odisha specific issues, Patnaik said he was thankful to the Union government for supporting the state during cyclone Fani last year.
 

Taking the frequency of natural disasters faced by Odisha into consideration, he said, Vulnerability to natural calamity should be taken as a criteria to declare his state a "special focus state".
 

The chief minister also spoke about delay in releasing grants to urban local bodies and non-release of subsidy for paddy procurement causing problems to farmers.
 

He said the state provides 50 per cent of estimated cost and free land for important railway projects but the progress has been "very slow".
 

Apart from Patnaik, West Bengal Chief Minister Mamata Banerjee and her Bihar counterpart Nitish Kumar are attending the meeting. Jharkhand Finance Minister Rameshwar Oraon is deputising for Chief Minister Hemant Soren.

A meeting of the Eastern Zonal Council (EZC), chaired by Union Home Minister Amit Shah, is underway here on Friday, with Jharkhand Chief Minister Hemant Soren skipping the meet.

The 24th EZC meeting is being attended by Odisha Chief Minister Naveen Patnaik and his West Bengal and Bihar counterparts Mamata Banerjee and Nitish Kumar respectively.

Soren, who was unable to attend the meeting, has deputed Jharkhand Finance Minister Rameshwar Oraon to represent the state.

Patnaik is the vice chairman of the council and host of the meeting, which is also being attended by senior officers of the states and the Centre.

Apart from the vexed Left-wing extremism, the EZC meeting is likely to focus on issues like coal-royalty revision, heinous crimes and rail-link projects, according to official sources.

Keeping in view the presence of so many VVIPs in the state, the Odisha police has made elaborate security arrangements, an officer said, adding that special measures had been taken for Shah's public meeting at the Janata Maidan here in support of the amended citizenship law.

The issues set to figure in the EZC meeting include interstate water issues, power transmission lines, royalty and operationalisation of coals mines, land and forest clearance of rail projects, investigation of heinous offences.

Amit Shah to chair EZC meeting in Odisha today

New Delhi: Union Home Minister Amit Shah will chair the 24th Eastern Zonal Council Meeting (EZC) scheduled to be held in Odisha on Friday.

Chief Ministers of Bihar, West Bengal and Jharkhand respectively, Nitish Kumar, Mamata Banerjee and Hemant Soren, will also participate in the meeting that will be chaired by Shah and Odisha chief minister Naveen Patnaik will be the vice-chairman and host of the meet, according to officials.

"Union Home Minister Amit Shah will chair the 24th Eastern Zonal Council Meeting (EZC) in Odisha. Date: 28 February 2020, Time: 10:30 AM, Venue: Lok Sewa Bhawan, Bhubaneswar," the Home Ministry of India tweeted.

According to the Home Ministery, the upcoming meeting will deliberate on nearly four dozen issues which inter alia include inter-state water issues, power transmission lines, royalty on and operationalisation of coals mines, land and forest clearances of rail projects, investigation of heinous offences, cattle smuggling across country's borders, lack of telecom and banking infrastructure in remote areas, petroleum projects, sharing pattern on centrally collected revenues etc

The last meeting of the Eastern Zonal Council was last held in Kolkata on October 1, 2018.

Meanwhile, on his two-day visit to Odisha beginning today, Shah is scheduled to address a rally in Bhubaneshwar and meet state leaders to discuss a strategy to strengthen the BJP in the region.

According to information, the Home Minister will also address a rally today at Baramunda Field on the Citizenship Amendment Act (CAA), a law that has been causing protests across several parts of the country ever since its passage by Parliament in December last year.

The senior BJP leader is also scheduled to meet state party unit President Samir Mohanty along with Members of Parliament, MLAs and candidates who were fielded by the party in earlier polls in Odisha to discuss ways to strengthen the party at the grassroots level.

On February 29, Shah is scheduled to offer prayers at the Jagannath Temple and Lingaraja Temple and will return to the national capital on the same day.
