Nasik: Shiv Sena spokesperson and MP Sanjay Raut said that it was an "open war" between the Maharashtra governor and state government.
He also accused the Bhartiya Janata Party (BJP) of using governor BS Koshyari to pressurise and destabilise the state government.
This might trigger a new controversy between the BJP and the Maha Vikas Aghadi (MVA) government.
The appointment of 12 members to the legislative council is pending with the governor. MVA cabinet has sent a list of 12 names to the governor to be appointed to the council.
"Three months have already passed since sending the list but no decision has been taken by the governor yet," Raut said.
Governor working under pressure
In a scathing attack on the BJP, Raut said that it has waged this war using governor.
Raj Bhavan is being used for the political moves. The government’s many decisions have been pending with the Raj Bhavan under the pressure from the BJP, he alleged.
He said that The law says that accepting cabinet recommendation is binding on the governor but he is delaying the appointment of 12 members, due to which, they will have to suffer the loss of six years.
In the recent past, there had been many incidents of confrontation between the governor and the state government.

The decision to revoke the president’s rule
Before the formation of MVA government, Congress, NCP and Shiv Sena coalition were ready to form the government.
Before submitting their claim to the governor, the president’s rule was imposed in Maharashtra.
Meanwhile, as NCP leader Ajit Pawar formed an alliance with the BJP and at the midnight, governor Koshyari faxed a letter to the President and the president’s rule was revoked to facilitate the oath-taking of Fadanvis and Ajit Pawar as CM and deputy CM respectively.
Controversy over opening the temples during the lockdown
During the coronavirus-induced lockdown, all temples in the state were closed.
The BJP had even agitated for the demand of opening them across the sate. Following that, the governor had written a letter to the Chief Minister reminding Thakre of his Hindutwa ideology.
Governor denied permission to travel by state plane
The governor had to attend the farewell ceremony at IAS academy in Uttarakhand's Mussoorie. For this, the governor office had forwarded the application for using state plane a week ago. But, the CMO did not permit him.
He was informed about the denial of permission at the last moment and the governor had to travel by a private plane.
He had expressed his displeasure and BJP leaders had flayed MVA government.
Governor should not test our patience: Ajit Pawar
The deputy CM Ajit Pawar has said that the governor Bhagat Singh Koshyari should not test the government's patience in connection with the appointment of 12 members to the council.
MVA government had passed the resolution complying with all the rules. The list has been sent to him through the Chief Minister still, the list has not been sanctioned, alleged Pawar.
