Ranchi (Jharkhand): Coming down heavily on the state government while hearing the cases related to the starvation deaths, the Jharkhand High Court on Thursday said that the government schemes have remained only on paper. People are not getting benefits on the ground, due to which Naxalism is also increasing.

A bench of Chief Justice of Jharkhand High Court Dr Ravi Ranjan and Justice Sujit Narayan Prasad also questioned the administration and asked as to why the schemes are not reaching the grassroots and why people are still living in the primitive age. "What the district level officers of the government, subdivision level officials, block-level officials are doing, " the court noted.

The court also referred to the Jhalsa report and said that people have to walk 8 kilometres for ration due to lack of basic facilities. How will development happen if there are plans only on paper? Failure of development plans to reach the people gives rise to crime. The court also noted said that the government are extracting minerals from the forest. But what are they doing for the people living there?

The court said that there are many such areas in Jharkhand where people are not getting the benefits of the schemes initiated by the state government.

"It is a matter of shame that people in remote areas are making their living by selling forest wood," the court added.

On behalf of the state government, Additional Advocate General Sachin Kumar and former Additional Advocate General Manoj Tandon appeared in the court as Amicus Curie.
