The Jammu and Kashmir administration said that over 190 primary schools will re-open today in Srinagar, besides restoring "full functionality" of government offices across Kashmir valley.

"We have a plan of reopening over 190 primary schools in Srinagar district alone," Principal Secretary, Planning and Development, Rohit Kansal said while addressing a press conference here.

The Indian Army rejected Jammu and Kashmir People's Movement leader Shehla Rashid's allegations regarding situation in Jammu and Kashmir and termed them 'baseless'.

In a series of tweets, Rashid had on Sunday said, "People are saying that Jammu and Kashmir Police has no authority on law and order situation. They have been rendered powerless. Everything is in the hands of paramilitary forces. One SHO was transferred on complaint of a CRPF man. SHOs carrying batons. Service revolvers can't be seen on them."

In another post, she wrote, "Armed forces are entering houses at night, picking up boys, ransacking houses, deliberately spilling rations on the floor, mixing oil with rice, etc."

Rashid also claimed that in Shopian, four men were called into the "Army camp and "interrogated" (tortured)."

"A mic was kept close to them so that the entire area could hear them scream, and be terrorised. This created an environment of fear in the entire area," she wrote.

4G internet services to be made operational only after assessing situation

Divisional Commissioner of Jammu Sanjeev Verma said the 4G internet services have not been restored as a precaution to keep a check over rumour-mongering that can vitiate the atmosphere.

He said that 4G internet services will be restored only after assessing the situation and level of peace in the division.

10 more telephone exchanges made operational in Kashmir Valley

Jammu and Kashmir authorities made 10 more telephone exchanges operational in Kashmir Valley on Sunday, but again snapped services of one of the 17 centres restored on Saturday.

The authorities closed one of the 17 exchanges after reports that landline phones were being used for spreading misinformation campaign, they said.

With these, around 28,000 fixed-line phones, out of around 50,000 in Kashmir Valley, were functional.

The exchanges that opened on Sunday were in areas around Dal Lake, Civil Secretariat and Nishat in Srinagar district; Pattan, Boniyar and Baramulla town in north Kashmir; Chaboora, Chrar-e-Shariff in Budgam district; and Aishmuqam in south Kashmir.

Landline and mobile phone services and Internet were suspended in Kashmir Valley in the early hours of August 5 before the Centre announced its move to abrogate provisions of Article 370 that gave special status to Jammu and Kashmir, and divide the state into two Union Territories.

Jammu and Kashmir Director General of Police (DGP) Dilbag Singh reviewed the security situation in Jammu region and directed officers to maintain close contact with the public and keep constant vigil, especially in the border areas.
          
Singh visited Rajouri and Udhampur before chairing a high-level meeting here to review the security scenario and the prevailing law and order situation, a police spokesman said.
          
Divisional Commissioner of Jammu Sanjeev Verma, IGP Jammu Mukesh Singh, IG Armed Jammu Danesh Rana, IG BSF Narender Singh Jamwal, IG CRPF Subash Chander, DIG CRPF Neetu, DIG CISF S N Singh, DIG SSB M S Negi, Deputy Commissioner Jammu Sushma Chauhan and senior superintendents of police of various districts were present in the meeting.
          
The DGP emphasised upon them to remain in close contact with people to redress their grievances, the spokesman said, adding that he also directed the officers on the ground to act as per the requirements of the situation besides maintaining alertness in the border areas.
          
While complimenting the collective efforts of his personnel and other security forces for excellent results, he stressed for enhanced synergy among the forces for better coordination.

2 injured, cases of hooliganism reported: J-K Principal Secretary

Principal Secretary of Planning Commission in Jammu Kashmir, Rohit Kansal said that cases of hooliganism and mischievous elements creating disturbances were reported from certain areas but was dealt with by local security agencies.

Addressing a briefing, Kansal said that two minor injuries were reported in the region.

"We have received reports of hooligans and mischievous elements forcing shopkeepers in certain areas to keep their establishments shut. This has been taken note of by law enforcing agencies. Appropriate action will be taken," he said.

He opined that no report of any untoward incident came to fore from the areas where relaxation was provided.

First batch of 304 Hajj pilgrims reach Srinagar

After completing their pilgrimage, the first batch of 304 Hajj pilgrims arrived in two flights at Srinagar Airport here on Sunday.

The pilgrims were received by Advisor to Governor Farooq Khan, Divisional Commissioner Kashmir Baseer Khan and Inspector General (IG) of Kashmir Police SP Pani.

Hilal Ahmed said, "I came here to pick up my sister and her husband. They are among the first batch of pilgrims who are coming from Saudi Arabia after performing the Hajj. As passes were issued to me, I didn't face difficulty on my way to Srinagar."

"Though some roads were blocked, the journey to Srinagar was quite fine. It is a matter of joy for us that the pilgrims are coming from a sacred place and will be reunited with their family soon," he added.

Expressing happiness, Yasir said, "My parents are coming. The arrival time of their flight was around 8.30 am and that's why I left my home in Anantnag at 6.45 am in the morning. Passes were issued to us and that's why we didn't have to stop anywhere in the middle of our journey."

Earlier on Saturday, Srinagar Divisional Commissioner, Baseer Khan said that the administration was prepared for the return of pilgrims from Hajj.

"Relatives who were supposed to go to the airport to receive the Hajis have been provided passes three days back through concerned Deputy Commissioners," said Khan.

He expressed hope that the return will be smooth and that they will be able to reach their homes easily.

Restrictions were imposed in Jammu and Kashmir after the Centre scrapped special status of the state and bifurcated it into two Union Territories -- Jammu and Kashmir, and Ladakh on August 5.

Srinagar: The Jammu and Kashmir administration on Sunday said that over 190 primary schools will re-open today in Srinagar, besides restoring "full functionality" of government offices across Kashmir valley.

He said the process of easing of prohibitory orders and providing relaxations continued on Sunday as well.

Kansal said the relaxations were provided in 50 police stations on Sunday as against 35 police stations on Saturday, and the duration in the relaxation was increased from six hours to eight hours.

In a statement, Kansal was quoted as saying that no untoward incident was reported from the areas where relaxation was provided.

According to the statement, traffic including public transport plied and shopkeepers opened their businesses.

Kansal said that it was the endeavour of the government to restore all the landlines to their full functionality as soon as possible.

"BSNL officers and technicians are working continuously to restore the working of exchanges across Kashmir valley," he said.

"The government will attempt to restore infrastructural and developmental works as the overall situation further improves," added Kansal.
