Exercise restraint: EC to parties, star campaigners in Karnataka

On Tuesday, the Election Commission issued an advisory to political parties and their star campaigners, asking them to exercise caution and restraint in their utterances during campaigning in Karnataka and not to vitiate the election atmosphere.

New Delhi: Amid the high-intensity political drama in the poll-bound State of Karnataka, the Election Commission of India on Tuesday issued an advisory to all-star campaigners, and recognized national & state political parties in view of the "plummeting level of campaign discourse in the ongoing General Election to Karnataka Legislative Assembly" and, advises them to "exercise caution and restraint in their utterances to maintain a high standard of discourse".

Issuing a statement on Tuesday in the backdrop of recent statements made by the ruling and the opposition parties during their public speeches, the poll body said "The Commission’s attention has recently been brought to the instances of inappropriate vocabulary and language used during the ongoing campaign by persons, in particular, by those invested with the statutory status of star campaigner."

"Such instances have occasioned various complaints, cross complaints and have also attracted negative media attention", it added. "It is imperative for all parties and stakeholders to remain within the confines of the Model Code of Conduct and the legal framework in their utterances while campaigning so as to maintain the dignity of the political discourse and not to vitiate the campaign and the election atmosphere", said.

It further added that "They are thus expected to contribute in maintaining and raising the level of discourse to “issue” based debate, provide pan India perspective, depth to the local discourse and to reassure all sections of electors to participate fully and fearlessly in a free and fair election.”

In the advisory, the poll body has invited the attention of the political parties to the provisions of the Model Code of Conduct and other statutory provisions which hold the field and fix the framework of the expected campaign discourse. ECI notes that as per the MCC provisions, the use of provocative and inflammatory statements, the use of intemperate and abusive language transgressing the limits of decency, and attacks on the personal character and conduct of political rivals vitiate the level playing field.

Notably, on Tuesday, a Congress delegation including senior Congressmen Vivek Tankha, Salman Khurshid, and others meets Election Commission and registered their complaint against the BJP and specifically against Home Minister Amit Shah, UP CM Yogi Adityanath and party President JP Nadda.

Earlier, Amit Shah during a public speech had said that "There would be riots if Congress comes to power" which invited a flak of criticism. Also, the EC advisory comes in the wake of Congress President Mallikarjun Kharge's statement referring to PM Modi as a “poisonous snake”.

Similarly, a BJP delegation led by Union Minister Piyush Goyal also met the EC on Tuesday and filed a complaint with the Election Commission against Priyank Kharg, son of Congress President Mallikarjun Kharg. BJP alleges that Priyank called Prime Minister Narendra Modi an ‘incompetent boy’.
