After ten districts in Bihar experienced flooding in the last few weeks, Secretary of Water Resources Department Sanjeev Hans on Saturday reported that water levels in the state were still on the rise.

"Except for the Burhi Gandak river, all the remaining rivers in Bihar are still rising. The old Gandak river is in the rising trend but is still 30 to 40 centimetres below the danger mark, except for one spot near the road-rail bridge where it is just above the danger mark.

According to the forecast of the Indian Meteorological Department, in the next 72 hours, almost all the major rivers of the state will be in the rising trend. Rain is expected around the catchment area in Bihar and Nepal," Hans said.

Villagers await help from admn while battling floods in Bihar's Gopalganj

As rivers swell up due to heavy rains in Bihar, the rural areas in the Gopalganj district of the state are battling floods yet again this monsoon season. The locals of the area are waiting for administrative help while shifting to safer places as their houses got submerged in the floodwaters.

Speaking to ETV Bharat, resident of Gopalgang, said that the villagers are in deep trouble. "There is no arrangement for the safekeeping of our crops and cattle. We have not received any help from the administration until now. We are in very deep trouble," he said.

Shah added that the local administration will hopefully come to their rescue soon. Mohd Ijjhar, another resident of the area resonated with Shah's sentiments. He said, "There are not enough boats in the area. We went to the Block and requested for them, and today few boats have arrived."

Darbhanga residents continue to struggle with little help from authorities

The people in the Darbhanga district of Bihar have been hit hard by the floods and the incessant rains in the region. People are struggling to feed their families and cattle, and are forced to live on the streets as their houses are submerged. Jagdev, a resident of Dilahi village told to ETV Bharat. "There is no work due to the current situation and in this regard, the government has not provided any help to us," Jagdev said.

Another local, Lal Vachan Yadav said, "Our houses have been submerged in the floodwaters. As a result, we are living on the streets."

"Even the local leaders have denied to help us and are said they could only help with the government's support, said Yadav.

Bihar Disaster Management Department Principal Secretary Pratyaya Amrit on Saturday said that 10 lakh people have been affected due to the floods in the state and the Darbhanga district is the worst affected. He added that there has been a slight reduction in the water levels across the state and around one lakh people have been evacuated.

Pratyaya Amrit said apart from the evacuation of the flood-affected people, relief shelters have been erected and community kitchens are being run. He said NDRF and SDRF were also assisting in the evacuation work.

As many as 21 relief camps are functional in the state. "Despite government's requests, some people didn't leave their houses, which is why we are operating unique model of community kitchens," Amrit said.

As many as 271 community kitchens are being operated which are providing food to around 1,20,000 people. Of these 186 are in Darbhanga.

Several parts of Bihar are battling with heavy rain and flood, which has thrown normal life out of gear. In order to provide relief to the affected people, food packets along with essential items are packed in the capital city.

While talking over the relief material distribution, Patna District Magistrate Ravi Kumar said, "10,000 packets will be air-dropped. Packets weigh 5kgs and contain flattened rice, jaggery, chana, candles and matchboxes. We seal them to avoid damage."

The Gandak river breached its left embankment in a stretch of about 150 feet near Bhawanipur in Sangrampur block in East Champaran district.

East Champaran DM Shirshat Kapil Ashok and water resource department officials are camping at the site. They along with the team of NDRF helped people to evacuate to safer places.

"Four blocks of the districts have been affected due to the breach, for which relief arrangements are made. Community kitchens have been set up in many places. I also appeal people to take shelter at safe places and not to panic," he said.

Floods claim 10 lives in Bihar, nearly 1 million people affected in 10 districts

Patna: The floods in Bihar claimed at least 10 lives till Friday and hit as many districts in the northern parts of the state, leaving nearly one million affected by the deluge, the state's disaster management department said.

Heavy rainfalls caused the rivers to swell, leading to breach in embankments at more than one place. The state government said repair work would resume only after two-three days, during which the downpour is expected to become less intense.

In the meantime, help will be sought from the Indian Air Force so that relief material could be dropped for people marooned in places, which have become inaccessible.

According to the bulletin issued by the state's disaster management department, West Champaran district, situated along the border with Nepal and through which flows the Gandak river, originating in the neighbouring country and currently in
full spate, has borne the brunt accounting for seven of the deaths.

It is home to about 1.43 lakh people affected by the floods, out of whom more than 5,000 have so far been evacuated and taken to safer places by two teams of the National Disaster Response Force (NDRF), and one of the SDRF.

Other districts reporting flood-related deaths were Darbhanga (one) and Sitamarhi (two). Darbhanga also has the largest number of people hit by the floods, which has affected 3.46 lakh population there.

So far, 9.46 lakh people have been hit by the deluge across the state.

Other districts affected by the floods are East Champaran, Sheohar, Supaul, Kishanganj, Muzaffarpur, Gopalganj and Khagaria.

A total of 22 teams of the National Disaster Response Force (NDRF) and the State Disaster Response Fund (SDRF) are involved in the rescue operations, which have resulted in safe evacuation of 93.89 lakh people so far, out of whom more than 12,000 have taken shelter at 22 relief camps.

In addition, 271 community kitchens were functioning, catering to about 1.15 lakh people, said the department's bulletin.

Earlier, panic prevailed in Gopalganj when the Saran embankment was breached at various places by the Gandak river, imperilling close to 50,000 residents of 45 villages in the district.

Water also inundated the National Highway 28, bringing to grinding halt traffic on the road that connects Gopalganj to many adjoining districts and Gorakhpur in the neighbouring state of Uttar Pradesh.

State Water Resources Minister Sanjay Kumar Jha said, "It is completely surprising for us that breach has occurred at places which have not witnessed any such thing in the past. There is a strong current in the flood water that has put pressure on embankments."

The minister was talking to reporters in the state capital after an emergency aerial tour of Gopalganj and adjoining East Champaran, where the Gandak had caused a similar breach in an embankment.

He said the breaches were 35 to 40 meters wide and the state government has requested the IAF to provide a helicopter for distribution of food packets which is expected to arrive by Saturday.

He also said that rainfall in the area has been forecast to be light to moderate for the next two-three days and expressed confidence that this would enable the engineers to carry out repair of the embankments fast.
