Unidentified miscreants hurled a hand grenade at a BSF outpost in Manipur's Imphal on Saturday. The incident occurred at Kwakeithel Leimakhujam Leikai area at around 5.30 pm.

Imphal: A day ahead of the commencement of the state-sponsored 10-day Sangai Tourism Festival in Manipur, unidentified persons lobbed a hand grenade at a BSF outpost here on Saturday, police said.

No casualties were reported in the incident that comes a day after suspected militants hurled bombs and injured two CRPF personnel near the state Assembly building at Thangmeiban Lilasing Khongnangkhong area of the town, an officer said.

The fresh incident occurred at Kwakeithel Leimakhujam Leikai area at around 5.30 pm, he said.

Security forces have been deployed at the area and an operation has been launched to nab the accused, the officer said.

This was the fifth such incident in the Manipur capital in November, he added.

Intro:"Framers under BR Ambedkar were very serious that the preamble should be followed later by the political class. Political class is not taking it very seriously," said Dr. Parantap Das, a constitutional expert while talking to Etv Bharat on the occassion of constitution day which is celebrated on 26th November to commemorate its adoption.


Body:Talking about the rules and court's judgements Prof Das said that "common, innocent, illeterate people in villages" are facing problems in understanding the laws. Recalling his doctorate days Das said that the dalits were not even aware of the commission for schedule caste. He said that Ministry of Law and Justice is doing its bit by explaining the laws through visual and pictographical presentation and the law universities and the bar should also take steps to make people understand the laws and aware them of their rights.

Talking about the biggest development of this year so far, abrogation of Article 370, Das said that though nod of the Jammu and Kashmir government is required for abrogating Article 370, the central government was under the ambit of the law in abrogating it as the state government was not functioning in the region for past one year.

Commenting on the recent judgement by the former CJI Ranajan Gogoi on placing the CJI under the RTI Act, Das said that is a "historical judgement". On being asked about collegium's transparency he said that,"We citizens of our country have every right to know how the judges are selected."

In Karnataka's diaqualified MLAs case , a major argument was if the court can interfere in the speaker's decisions. To this Das said,"If you always challenge the speaker's decisions things will not go on.I am not saying that speaker's judicial review can not be done, but at least give dignity to the post that is there in the constitution."


Conclusion:On 26th November, India celebrates its constitution day to commemorate the anniversay of the constitution. The constitution was adopted by our country on 26th November,1949. In 2015 the government declared it as a constitution day, before this it was celebrated as the National.Law Day. The NDA led government has decided to organise various programmes for year long to make people aware of their rights. Ministries have also been instructed to conduct programmes.
