Market sees a huge jump on the Budget day: Anurag Thakur

Indian economy is witnessing a V-shaped recovery after challenges posed by COVID-19 pandemic, Minister of State for Finance Anurag Thakur said while speaking in Rajya Sabha on Thursday.

India and other countries faced economic slowdown due to lockdown and other measures taken to contain the spread of the pandemic.

"But India stood strong. The economy is witnessing a V-shaped recovery," he said. He said the union budget presented earlier this month will give a boost to various sectors.

Sukhendu Sekhar Ray, MP from West Bengal (AITC) said that there are 400 Public Service Undertakings in India and the Government has come up the suggestion of four key strategic sectors. Bengal based pharmaceutical company which earns Rs 600 crores profit annually is being sold, he added.

'Budget for the rich, of the rich, by the rich'

P Chidambaram, MP from Maharastra (INC) pointed out that Abhijit Banerjee, Nobel prize winner had stated that India's economy was in perilous condition. Former CEA Aravind Subramaniumin stated that during the pre-Covid period India's economy was in ICU, he said.

"Mark my words," he said and added that the revenue expectations proposed by the Centre is ambitious and the revenue expenditure would increase. He also added that projected nominal GDP growth is 14.8 % but it will be 11%. There will be inflation of at least 5 or 6%. Growth will increase from this year's -10 to 8 or 9 per cent and it is mechanical growth. Please do not take credit for it. It will take two years to reach the pre-covid level, he said.  

In a glance, the Budget has blown a hole. A bluff will only have a short life, he said and stated that fuel price would rise again.

In addition, he said that the text of the Budget speech is prosaic, bureaucratic and the pretext is that we are facing a pandemic, the answer is supply measures.

While, the context is a deep recession, thanks to incompetent governance and economic management.The subtext is that the Budget is prepared for the rich, of the rich, by the rich.

Unemployed people, MSMEs, migrant workers received no allocations. I record my strongest protest and dissent against the Budget. Those who dissent would be called 'Andolan jeevi,' he said.

He also appealed FM to provide relief to people, transfer cash directly. The poor in the country would wake up and in a non-violent, peaceful manner, they will show what has been done till now, he added. He also asked the Government not to take credit in pandemic deterioration.

'Revisit MGNERGA allocations'

Prof Manoj Kumar Jha, MP from Bihar (RJD) asked the Finance Minister to analyse Article 38, 39 and evaluate the Budget in the view of equality. He also cited Oxfam report.

Digital divide in the country came to the light as the country witnessed a high rate of dropouts.

MGNREGA was regarded as a monumental failure, but, it turned out to be a boon during pandemic and he asked FM to revisit allocation for MGNREGA. The number of days and minimum wages are very less when compared to other countries, he added.

'No relief to people'

Elamaram Kareem, MP from Kerala (CPI(M)) said that the Budget does not address the problems of common people. Allocation for Integrated Child Development Services scheme, employment was cut by 35%. He also noted that Budget allocations for poll-bound states were already in place. 

He pointed out that Rs 65,000 crores given for National Highway were proposed earlier. The ongoing issues in Kerala are not reflected in the Budget. There is no direct relief to people, he stated and raised his objection to the Budget.

'Twitter's stance on Capitol riots and R-Day chaos contradictory'

When asked about the measures to curb fake news and misinformation, Ravi Shankar Prasad, Minister of Electronics and Information Technology said that stringent action would be taken against such crimes.

As Sushil Kumar Gupta, AAP , Delhi pointed out Oxford University report stating misinformation during last election in India, RS Chairman asked him not to bring reports from other countries. He also added that those countries which are commenting about India should look inwards.

Gupta later asked about comments on neighbouring countries internal affairs. Minister said that Twitter's stance on chaos in Capitol in US and chaos on R-Day in Red Fort is contradictory. The Government believes in the right to freedom of expression but Article 19 comes with a clause of reasonable restrictions. Narendra Modi massacre of Kisan hashtag spreads misinformation and affects national integrity. Strict action will be taken against fake news, misinformation, he added.

New Delhi: Rajya Sabha would witness discussion on Union Budget. Defence Minister Rajnath Singh would make a statement in Rajya Sabha at 10:30 am today regarding ‘present situation in Eastern Ladakh’.

Major Ports Authorities Bill, 2020 was passed in the House yesterday. 84 Members voted in favour of the Bill while 44 Members voted against the Bill.  

National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2021 was also passed on February 9.Jammu and Kashmir Reorganization (Amendment) was passed on February 8.

With the ongoing farmers' protest, Parliament proceedings are keenly watched over. Prime Minister Narendra Modi had termed 'Andolan Jeevi', the people seen in every movement against Government, to be spearheading misinformation in the country.
