Clash breaks out between agitating farmers and Ghaziabad police 

Angry farmers on Monday broke police barricades and clashed with the Ghaziabad police while they were moving towards the national capital.

According to reports, the clash broke out near Loni border when the agitating farmers tried to enter the national capital to join the tractor rally scheduled for tomorrow. The local police asked the leaders to drop the idea of protest, they turned violent and clashed with senior police officials.  

However, no one was hurt in the incident.

As the farmers have been executing a series of tractor rally to march towards Delhi to show their agitation against the centre, Delhi Police on Monday said that the permission has been granted keeping 37 points into consideration.

It said to keep the following things ready to march towards Delhi:

  • Traffic Should not be disturbed
  • The organiser should ensure the availability of water, firefighters to avoid any misconduct
  • No one is allowed to organise any public gathering to follow covid guidelines
  • Only 5,000 people allowed for the parade
  • Over 5,000 police personnel will be deployed; all have to follow them
  • If any tractor get damaged, no new vehicle will be added as a replacement

Congress to welcome farmers' tractor rally in Delhi

The Congress in Delhi will welcome the farmers' tractor rally on January 26 on the rally route to pledge solidarity with the farmers demanding the repeal of the three farm laws. The Congress workers have been asked by the party to welcome the rally on various points in the capital.

The Congress said the farm laws, if implemented in the present form, will be a total sell-out of the farm sector to a few chosen corporates supporting the BJP, therefore the farmers demand repeal of the laws.

With just five days to go for the Parliament's Budget Session to commence on January 29, the Trinamool Congress on Monday demanded the government to introduce a new Bill to repeal the three farm laws.

Addressing a press conference, Trinamool's Rajya Sabha MP Derek O'Brien said, "All of you know Trinamul Congress' stand on the three farm laws and Mamata Banerjee's commitment on the issue of land and farmers. In the upcoming session of the Parliament, the government must introduce a Bill and turn it into an Act to repeal the three farm laws."

"Ddemocracy was murdered in the Rajya Sabha. The government must introduce a Bill and repeal the three farm laws," O'Brien added.

The Trinamool leader also compared the PM Kisan scheme to the Krishak Bandhu scheme being run in West Bengal by the Trinamul Congress government. "Under the Krishak Bandhu scheme, a farmer gets Rs 5,000 per acre, while under the PM Kisan scheme, a farmer gets Rs 1,214 per acre," he said.

Maharashtra Governor has time to meet Bollywood actress Kangana Ranaut, but not the thousands of "kisan brothers" who have assembled in Mumbai in huge numbers from all over the state, Nationalist Congress Party chief Sharad Pawar said here on Monday.

Attacking Governor Bhagat Singh Koshyari without taking his name, Pawar said that the farmers are planning to go to the Raj Bhavan to submit a memorandum after Monday's rally at the Azad Maidan.

"However, now I am told that he (Governor) has gone away to Goa. We have never had such a Governor in the state's history. He has time to meet Kangana, but not our kisan brothers who have come here from all over the state," Pawar said while addressing a huge farmers' rally at the Azad Maidan.

The NCP strongman said that it is the "moral duty" of the Governor to at least remain and receive the tillers of the state who are the 'annadaatas' (food-givers), but he did not even show the courtesy to remain in Raj Bhavan to accept their memorandum.

Punjab Chief Minister Captain Amarinder Singh on Monday appealed to the farmers to ensure that the event remains peaceful while urging the Centre once again to heed the troubled voice of the farming community in the true spirit of the Indian Republic. 

"Peace has been the hallmark of farmers' democratic protests all these months, and should remain integral to your agitation in the days ahead, including the R-Day Tractor Rally into the national capital," said the Chief Minister, in his Republic Day eve message.

The sight of farmers' tractors on Delhi roads tomorrow will underline the fact that the ethos of the Indian Constitution and the essence of our Republic is inalienable and uncompromisable, he said. 

Chief Minister said that the brazen manner in which the three Farm Laws were pushed through, without debate or discussion, cannot, and should not be accepted in the world's largest democracy.

Authorities pull up socks ahead of farmers' R-Day parade

In a bid to ensure no disturbance to the law and order situation, thousands of police personnel have been deployed ahead of the farmers' Republic Day tractor parade.

Taking no chance, the Ghaziabad Police have deployed 1,000 constables, 500 head constables, 300 Sub Inspectors, 50 inspectors, 12 Circle Officers and six additional Superintendent Police (SP) on duty for the farmers' January 26 parade.

Also, to take care of the vehicular movement, the traffic police has also enhanced its deployment with 400 constables, 50 head constables, among other officials.

UP police withdraws 'ban' on fuel to tractors

The Ghazipur police have withdrawn the orders issued by two police stations, asking petrol pumps to stop giving fuel to tractors, in view of the proposed tractor rally on January 26 as part of farmers' agitation.

The Samajwadi Party had shared a news report on Twitter that said farmers are being kept under house arrest by the UP Police in order to restrain them from participating in the January 26 tractor rally.

Superintendent of Police, Ghazipur Om Prakash Singh, said he was shocked when he learnt about the orders issued by the in-charges of the Suhwal and Saidpur police stations and has asked ASP (rural) to probe the matter.

He also made it clear that no such restrictions have been imposed in the district.

A day ahead of the Republic Day tractor rally by farmers in Delhi, Union Agriculture Minister Narendra Singh Tomar on Monday said that the agitation against the farm laws which has been going on for almost two months, will end soon. 

"The protest will end soon," Tomar said. While talking to a news agency, Tomar said that the government which has so far held eleven rounds of talks with the farmers to break the impasse is still hopeful of a solution. He said that farmers could have chosen a different day for the tractor parade instead of holding it on Republic Day. 

"Naturally, we are a democracy and everyone has the right to protest if one does not agree with something and present their view. When we see that some farmers, though are very few in numbers, are protesting then we should solve the crisis through talks and government is still hopeful of a solution," Tomar said. The minister, however, said that he is sad that dialogue did not yield result due to a "few farmer unions from Punjab."

The Central Industrial Security Force (CISF) asked people to deboard the metro train on Sunday after they tried to hand out pamphlets and address passengers regarding farmers' protest. The incidents were reported at Rajiv Chowk and Saket metro stations.

"There have been some instances at Rajiv Chowk and Saket metro stations where few people have tried to hand over pamphlets and address passengers regarding farmers' protest inside the trains. CISF asked them to deboard the metro train. Delhi Police has been informed," CISF sources said.

Tableaux to depict farmer struggles on R' day tractor parade 

The Republic Day tractor parade by agitating farmers will feature a number of tableaux from across states depicting village life, the protest against the Centre’s contentious farm laws, and hailing their courage, according to organisers.

A farmer leader said that directions were issued to all organisations participating in the protest to prepare tableaux for the parade.

“Around one lakh tractor-trolleys from across the country will participate in the parade. Around 30 per cent of these will have tableaux on different themes, including the history of the farmers’ movement in India, the role of women farmers and farming practices followed in different states,” he said.

A few children from Maharashtra’s Vidarbha region have also planned a tableau on farmer suicides.

“Children of farmers who committed suicide are expected to participate in the parade. Their tableau will depict the hardships faced by farmers of the region that faces water scarcity,” a member of Swaraj India said.

Tableaux from states like Himachal Pradesh, Jammu and Kashmir and Uttarakhand will show how fruits and vegetables are cultivated in the hilly regions.

Participants from Punjab and Haryana will showcase traditional and modern farming technology and statues of women milking cows and farmers driving bullock carts.

Each tractor will carry a tricolour and there will be folk music and patriotic songs.

A member of the Samyukta Kisan Morcha (SKM), a joint front of the protesting farmer unions, said the parade is likely to start from the five border points of Delhi — Singhu, Tikri, Ghazipur, Palwal and Shahjahanpur — where farmers have been camping since November 28 last year.

The tractor parade will start after the official Republic Day parade concludes at Rajpath and cover a distance of more than 100 kilometers before culminating around 6 pm, he said.

A war room has been set up at each protest site to ensure effective coordination during the parade. There will 40 members, including doctors, security personnel and social media managers, in each of these rooms, the SKM member said.

Around 40 ambulances will be stationed along the route to attend to any medical emergency.

Another farmer leader said around 2,500 volunteers have been deployed to ensure that the parade remains peaceful and no untoward incident takes place. The volunteers have been given badges and identity cards.

A team of ex-servicemen participating in the protest will also keep an eye on the security situation.

The Delhi Police has agreed to remove the barricades at Singhu and Tikri to let farmers enter the national capital.

Farmer leaders said the tractor parade will remain peaceful will not affect the official Republic Day parade in any way.

High-powered panel's minutes reveal farm bills were never discussed, says Punjab Finance Minister  

Chandigarh: The High-Powered Committee's minutes clearly show that the three contentious farm bills were never brought up or discussed in "any meeting" with the Government of Punjab or with any Punjab minister, said Punjab Finance Minister Manpreet Singh Badal.

"The minutes of the meeting with the Union Government have already been released in the public domain. Anyone who reads the minutes will note that the farm bills were neither brought up nor discussed nor were they on the meeting agenda," said Badal in a press statement here yesterday.  

The Finance Minister added that he had already released the eight-page minutes of the meeting in the public domain on 18th September 2020. Further, to clarify any questions, he had addressed the entire issue in detail on 24 September 2020.

"Instead of supporting the rights of farmers, the Aam Aadmi Party is parroting the same line that is being used by the BJP and the Akali Dal to sabotage and discredit the hard-working farmers," the Finance Minister said.

It is evident that the NDA government and AAP are working in cahoots with each other to sow confusion by misleading the people. "However, since the entire minutes are with the public, they know the truth," the Finance Minister added. "It is thus surprising that when the minutes of the meeting of the High Powered Committee for Transformation of Indian Agriculture are already with the public, the issue is being raised again and again to confuse the farmers' agitation," Badal said.

It would have been good that instead of casting aspersions and trying to sabotage the farmer's cause, AAP and Akali Dal had lent support to the farmers, Badal said.

The Finance Minister added that the AAP press conference's timing is intriguing as it comes when the protesting farmers have announced their tractor rally. "It seems that AAP and the Akali Dal are rattled that they have not been able to create division among farmers, and they are acting like spokespersons of the NDA government."

BSP chief Mayawati demands withdrawal of new farm laws

Bahujan Samaj Party (BSP) chief Mayawati demanded the withdrawal of the new farm laws so that no untoward incident takes place on January 26th in the national capital.

In a tweet in Hindi, Mayawati said, "to fulfil the demands of the agitating farmers, BSP requests the Central Government to withdraw these farm laws. I hope that no new tradition starts on Republic Day and there is no untoward incident in the national capital."

Earlier, Mayawati had lent her support to the 'Bharat Bandh' observed by the farmers in the national capital against the new farm laws. She had said that farmers are protesting all over the country to withdraw the three new laws related to agriculture and the BSP supports the call for 'Bharat Bandh' by the farmer organisations. The party also appealed to the Centre to accept all the demands put forth by the farmers.

Delhi Police issues traffic advisory for R-Day

The Delhi Police on Sunday issued an advisory on the traffic arrangements and restrictions put in place for the smooth conduct of Republic Day.  

According to the advisory, the parade will start at 9.50 am from Vijay Chowk and proceed towards National Stadium, while tableaux will start from Vijay Chowk and proceed towards the Red Fort Ground.  

The wreath-laying function at National War Memorial will take place at 9 am, it said.  

The parade will start from Vijay Chowk and pass through Rajpath, Amar Jawan Jyoti, India Gate, Princess Palace roundabout, Tilak Marg and Radial Road, and then turn right on "C" Hexagon, turn left again and enter the National Stadium from gate number 1, it said.

The tableaux will start from Vijay Chowk and go towards Red Fort via Rajpath, Amar Jawan Jyoti, India Gate, Princess Palace roundabout, Tilak Marg, Bahadur Shah Zafar Marg and Netaji Subhash Marg, the advisory stated. 

The movement of traffic on certain roads leading to the route of the parade and tableaux will be restricted. 

No traffic will be allowed on Vijay Chowk from 6 pm on Monday till the parade is over, it said, adding that Rajpath is already out of bounds. 

No cross traffic will be allowed on Rajpath intersections from 11 pm on Monday at Rafi Marg, Janpath, Man Singh Road till the parade is over, it said. 

"C"-Hexagon-India Gate will be closed for traffic from 5 am on Tuesday till the tableaux cross Tilak Marg. From 4 am on Tuesday, traffic on Tilak Marg, Bahadur Shah Zafar Marg and Subhash Marg will not be allowed on both the carriageways, it said.  

The cross-traffic will only be allowed depending on the movement of tableaux, the advisory stated. 

The traffic advisory suggested alternative routes which motorists can follow as north-south corridor that includes Ring Road, Ashram Chowk, Sarai Kale Khan, IP Flyover and Rajghat.

For going to Mandir Marg, commuters can take the route from Madarsa, Lodhi Road T-point via Aurobindo Marg, AIIMS Chowk, Ring Road-Dhaula Kaun Vande Matram Marg, Shankar Road and Sheikh Mujbur Rahman road, the advisory said.  

There is also the east and the west corridors for motorists who have been suggested to take Ring Road via Bhairon Road at Mathura Road and Lodhi Road, it said.  

To go towards AIIMS Chowk, commuters can take the Ring Road-Dhaula Kaun via Mandir Marg and go towards Ring Road-ISBT, motorists can take Chadgi Ram Akhara and Mall road via Azadpur, according to the traffic advisory.

Flying of sub-conventional aerial platforms like paragliders, paramotors, hang gliders, UAVs, UASs, microlight aircraft, remotely piloted aircraft, hot air balloons, small size-powered aircraft, quadcopters or para jumping from aircraft among others over the jurisdiction of Delhi is prohibited from January 20 up to February 15 (both are inclusive), it said.

Commuters going to New Delhi Railway station from south Delhi can go through Dhaula Kuan, Vande Matram Marg, Panchkuian Road, Connaught Place outer circle, Chelmsford Road for Paharganj side or Minto Road and Bhavbhuti Marg for Ajmeri Gate side.  

From east Delhi, they can take Boulevard Road via ISBT bridge, Rani Jhansi flyover, Jhandewalan roundabout, D B Gupta Road, Sheela Cinema Road, Paharganj Bridge and reach New Delhi Railway Station, it said.

To travel to Old Delhi Railway Station from south Delhi, people can take Ring Road, Ashram Chowk, Sarai Kale Khan, Rajghat, Chowk Yamuna Bazar, SP Mukherjee Marg, Chhatta Rail and Kauria Bridge, it said.

The movement of bus services will be curtailed at Shivaji Stadium, ISBT Sarai Kale Khan, Kamla Market roundabout, Delhi Secretariat (IGI Stadium), Pragati Maidan (Bhairon Road), Hanuman Mandir (Yamuna Bazar), Mori Gate and ISBT Kashmiri Gate, it said.  

Metro train service will remain available for commuters at all metro stations during the Republic Day Parade on Tuesday, it said.  

However, boarding or de-boarding at Central Secretariat from 5 am till 12 pm, Udyog Bhawan, Lok Kalyan Marg (Race Course) from 8.45 am to 12 pm, Patel Chowk and ITO will not be permitted, it added.

Delhi Police Commissioner issues circular for security arrangements at tractor rally

Delhi Police Commissioner S N Srivastava on Sunday issued a circular regarding the security arrangements for the tractor rally by protesting farmers that will be held after the Republic Day celebration on Tuesday.

The circular said that all officers and personnel as well as Central Armed Police Forces (CAPF) and any other force deployed for the Republic Day Parade security arrangements should be made aware and be prepared that they will be required for law and order arrangements immediately after the official celebration is over.

Arrangements of lunch for police personnel should be made and they be kept in readiness at their points of duty under the charge of their respective zonal/sector officers, it said.

On Sunday, police said the farmers’ proposed tractor rally will start after the time period of the Republic Day celebration has ended.

The rally will be held from Delhi's three border points -- Singhu, Tikri and Ghazipur -- and adequate security will be provided to it, police said.

National Students' Union of India (NSUI), the student wing of the Congress party, held a tractor rally in Amritsar on Sunday in support of the farmers protesting against the three farm laws.

Akshay Sharma, NSUI president said, "We have organised this rally to make the government aware of the condition of farmers who are staging a protest while being away from their families. They are sitting there for their rights."

"Why is the government not withdrawing the bills when farmers are totally against them? We are moving towards Delhi and we will also organise a tiranga (flag) march there," he added.

Meanwhile, all MLAs of the Aam Aadmi Party (AAP) will move towards Delhi on tractors from Shambhu at the Punjab-Haryana border to support the tractor parade of farmers on Monday, said the party's Punjab unit.

Congress MP Ravneet Singh Bittu, who went to participate in 'Kisan Sansad' organised at Singh border's Guru Tegh Bahadur memorial, faced a backlash on Sunday, as he was heckled by protesting farmers at Singhu border in Delhi.

A visual of the incident shows that he had to run away from the spot to save his life.

In the visuals, it can be seen that farmers raised slogans against the Congress Lok Sabha MP from Punjab's Ludhiana, forcing him to run away from the spot.

After the incident, Bittu said that he went to the Singhu border along with party leader Gurjeet Singh Aujla and Kulbir Singh Zira. Bittu remarked that there are miscreant elements and people carrying Khalistani flags in the farmers' protest.

"The event was organised by farmer leaders. It was a parliament wherein everyone was allowed to present their views. We were speculating that the incident (that happened today) could have happened yesterday and hence we did not come here. Our party leaders asked us to be part of Kisan Sansad today to convey the party's message and hence we went there without any security," he said.

"Farmers welcomed us when we reached there. And all of sudden, we were ambushed, as if by guerilla warriors who were armed with sticks and other weapons. We were attacked in a planned manner. It was big planning to kill us. Many of them were carrying weapons. We do not know who exactly they were. They will be dealt with the law. We will not take any action as it will affect the farmers' movement which is still going on," he added.

The Congress MP further called himself a target of the attack.

"I have been saying for a while. There are miscreant elements, people carrying Khalistani flags. But what can farmer leaders do to verify identities in such numbers of people? Rs 1 crore to 80 lakhs is given to such elements for waving flags and I am a target anyway," he said.

Meanwhile, the Delhi police have given formal permission for the Kisan tractor rally on January 26.

Haryana''s many ''khaps'' to join farmers'' R-Day tractor parade in Delhi

Several ‘khaps’ of Haryana are set to join farmers'' tractor parade in Delhi on the Republic Day with thousands of these vehicles leaving various caste councils’ villages for the national capital on Sunday. 

About 1,500 tractors from villages under the Kandela khap set out on Sunday for the ''tractor parade'' in Delhi, Khap head Tekram Kandela said. 

“We have started from Jind. We will be proceeding in a peaceful and orderly manner and follow the route allotted by the authorities for the parade,” Kandela said. 

The Kandela khap, which had spearheaded a farmers'' agitation in Haryana nearly two decades ago, has lent its support to farmers against the new farm laws. 

Several other ‘khaps’ too are backing farmers'' agitation against the new farm laws. Tekram Kandela said his Kandela khap had recently adopted four resolutions at a ‘khap panchayat'' for repealing the three farm laws, giving a legal guarantee of crop MSP, waiving the farm loans and implementing the Swaminathan Commission recommendations. 

Independent MLA from Dadri in Haryana, Sombir Sangwan, who also heads the “Sangwan khap” said thousands of farmers in their tractors were starting for various border points of Delhi to take part in the ''tractor parade''. 

Sangwan said about 200 ''khaps'' from Haryana and elsewhere have lent their support to make the ''tractor parade'' a success. "Several khaps are taking part in the tractor parade. They are actively involved and farmers have their full support," he said. 

Sangwan, who recently withdrew his support from the Khattar government over farmers'' issue, said, “The Centre should repeal the laws and agree to the farmers'' demands.

” Apart from Punjab, thousands of farmers from Haryana on Sunday set out in their tractor-trolleys and other vehicles to take part in the proposed tractor parade. In addition to the flag of their farmers'' union, many tractors were sporting large-size national flags too. 

A few villages in Jind, Kurukshetra and some other districts have said farmers of their villages would cover any loss caused by damage to tractors while they participate in the ''tractor parade''. 

Thousands of tractors were seen on Haryana''s highways on Sunday as a large number of farmers from Punjab are also on their way to Delhi''s border points to take part in the tractor rally. 

A 71-year-old Ludhiana resident, Mahender Singh, also known as ''marathon man'', was seen on Saturday marching on the Patiala-Jind national highway on his way to Tikri border protest site. 

“I am a common man, but I thought if we don''t raise our voice today, then coming generations will curse us. We have to put pressure on the government to repeal the farm laws,” Singh told reporters, while on the march with a ''Kisan Ekta Zindabad'' poster.

 “I have told my family that I will return only after these laws are repealed,” said Singh. With various groups of farmers taking breaks at various places on way to Delhi, volunteers served tea and eatables to them. Serving tea to farmers since Sunday morning, a volunteer in Bahadurgarh said thousands of farmers with tractors were reaching for the tractor parade. 

Many farmers'' leaders said the proposed tractor parade would be “massive”. “There would be few lakh tractors in this parade, but I cannot give any estimate as still so many are starting from their villages,” he said. The farmer unions protesting the Centre''s farm laws had said they would go ahead with their tractor parade in Delhi on the Republic Day.  

Earlier, at many places in Punjab and Haryana, tractor marches were taken out to mobilise more people for the tractor parade.

New Delhi/Chandigarh: As hundreds headed to Delhi from neighbouring states for the farmers' tractor parade on the Republic Day, the Delhi Police on Sunday said it is making tight security arrangements due to inputs about possible attempts to disrupt the rally while Haryana authorities advised people to avoid travelling to the national capital.

Deependra Pathak, Special Commissioner of Police (Intelligence), claimed that over 300 Twitter handles have been generated from Pakistan to disrupt the tractor parade.

In a circular, Delhi Police Commissioner S N Srivastava directed that all officers and personnel, as well as Central Armed Police Forces (CAPF) and others, posted for the Republic Day Parade security arrangements, should be prepared for an extended deployment to maintain law and order in the wake of the tractor parade.

"Over 300 Twitter handles have been generated from Pakistan during January 13 to 18 to disrupt the tractor rally by farmers by misleading people. There are inputs about the same from different agencies too.

"It will be a challenging task for us but the rally will be conducted amid tight security after the Republic Day parade is over," Pathak said at a press conference.

While police tried to convince farmer leaders to hold their tractor parade outside the national capital, they were adamant about holding it on Delhi's busy Outer Ring Road.

An agreement was reached during the fourth round of talks on Friday.

On Sunday, police said the farmers' proposed tractor rally will start after the time period of the Republic Day celebration has ended.

The rally will be held from Delhi's three border points -- Singhu, Tikri and Ghazipur -- and adequate security will be provided to it, police said.

Authorities in Haryana have also issued advisories against unnecessary travel towards Delhi over the next couple of days.

The Haryana Police said there would be disruptions in vehicular movement on the national highway from Karnal and Rohtak towards Delhi during January 25-27.

"Traffic on KMP-KGP expressway will also be impacted and interchanges at Kundli, Assaudha and Badli will not be accessible to traffic movement on these dates," a police advisory said.

"Therefore, all commuters are being advised not to use these routes on these dates to avoid any inconvenience," it added.

Thousands of tractors were seen on the highways in Haryana heading towards Delhi, resulting in traffic congestion at several points on the GT Road, a police officer in Karnal said.

Sonipat Deputy Commissioner Shyam Lal Poonia said commuters were advised to use routes suggested by the local police in case travel towards Delhi was unavoidable.

A group of 500 tractors-trolleys left Amritsar and several others batches from Phagwara, Hoshiarpur and other places of Punjab also moved towards the national capital to take part in the tractor parade, farmer leaders said.

Kisan Sangharsh Union leader Baldev Singh Verka in Amritsar said, "Today as many as 500 more tractor trolleys left for Delhi to join the tractor parade.

"Each tractor-trolley will carry 20 persons along with bedding and meal arrangement for the fourteen-hour-long journey to Delhi".

He said on Saturday, around seven hundred tractor trolleys had left for Delhi.

Gurbachan Singh Chabba, spokesperson of the Kisan Sangarsh Committee said so far, around12,000 tractors had already left Amritsar and Tarn districts.

Meanwhile, farmer leaders appealed to those participating in the Republic Day tractor march to carry enough ration for 24 hours and ensure that the rally remains peaceful.

No one should carry any weapon or drink alcohol. Banners carrying inciting messages are not allowed, a farmer leader said.

Three routes, originating from Singhu, Tikri and Ghazipur border points, have been finalized for the march, he said.

Those starting from the Singhu border will traverse Sanjay Gandhi Transport Nagar, Bawana, Qutabgarh, Auchandi border and Kharkhoda toll plaza. The entire route will be 63 kilometres long.

The 62-km long second route, starting from the Tikri border, will pass through Nagloi, Najafgarh, Jharoda border and Rohtak bypass and Asoda toll plaza, the farmer leaders said.

Tractors starting from Ghazipur will drive through Apsara border, Hapur Road and Lal Kuan. Covering 68 kilometres, it is the longest route for the march. The farmer leaders will be at the front in their cars.

All vehicles will have to return to the originating place. No one will try and stop midway without a valid reason, the farmer leaders said.

Each tractor will carry a tricolour and there will be folk music and patriotic songs.

Only five people per tractor will be allowed and strict vigil is being maintained to thwart any criminal activity, they said.

You are requested to carry jackets and blankets considering the weather. Everyone has to return to the starting point (their base), one of the leaders said.

Farmer leaders said the tractor parade will remain peaceful and will not affect the official Republic Day parade in any way.

Earlier in the day, a member of the Samyukta Kisan Morcha (SKM), a joint front of the protesting farmer unions, said the tractor parade will start after the official Republic Day parade concludes at Rajpath. 

A war room has been set up at each protest site to ensure effective coordination during the parade. There will be 40 members, including doctors, security personnel and social media managers, in each of these rooms, the SKM member said. 

Around 40 ambulances will be stationed along the route to attend to any medical emergency. 

Another farmer leader said around 3,000 volunteers have been deployed to ensure that the parade remains peaceful and no untoward incident takes place. The volunteers have been given badges and identity cards. 

A team of ex-servicemen participating in the protest will also keep an eye on the security situation. A team of mechanics has also been created to repair tractors if the need arises.

Since November last year, farmers, mostly from Punjab and Haryana, have been protesting against the Centre's three new agriculture laws at several Delhi border points, including Singhu, Tikri and Ghazipur, demanding that the legislation be repealed.

Enacted in September last year, the three laws have been projected by the Centre as major reforms in the agriculture sector that will remove middlemen and allow farmers to sell their produce anywhere in the country.

However, the protesting farmers have expressed their apprehension that these laws would pave the way for eliminating the safety cushion of minimum support price and do away with the 'mandi' (wholesale market) system, leaving them at the mercy of big corporates.

The Ghazipur police have withdrawn the orders issued by two police stations, asking petrol pumps to stop giving fuel to tractors, in view of the proposed tractor rally on January 26 as part of farmers' agitation.

The Samajwadi Party had shared a news report on Twitter that said farmers are being kept under house arrest by the UP Police in order to restrain them from participating in the January 26 tractor rally.

The Central Industrial Security Force (CISF) asked people to deboard the metro train on Sunday after they tried to hand out pamphlets and address passengers regarding farmers' protest. The incidents were reported at Rajiv Chowk and Saket metro stations.

The Republic Day tractor parade by agitating farmers will feature a number of tableaux from across states depicting village life, the protest against the Centre’s contentious farm laws, and hailing their courage, according to organisers.

A farmer leader said that directions were issued to all organisations participating in the protest to prepare tableaux for the parade.

“Around one lakh tractor-trolleys from across the country will participate in the parade. Around 30 per cent of these will have tableaux on different themes, including the history of the farmers’ movement in India, the role of women farmers and farming practices followed in different states,” he said.

A few children from Maharashtra’s Vidarbha region have also planned a tableau on farmer suicides.

“Children of farmers who committed suicide are expected to participate in the parade. Their tableau will depict the hardships faced by farmers of the region that faces water scarcity,” a member of Swaraj India said.

Tableaux from states like Himachal Pradesh, Jammu and Kashmir and Uttarakhand will show how fruits and vegetables are cultivated in the hilly regions.

Participants from Punjab and Haryana will showcase traditional and modern farming technology and statues of women milking cows and farmers driving bullock carts.

Each tractor will carry a tricolour and there will be folk music and patriotic songs.

A member of the Samyukta Kisan Morcha (SKM), a joint front of the protesting farmer unions, said the parade is likely to start from the five border points of Delhi — Singhu, Tikri, Ghazipur, Palwal and Shahjahanpur — where farmers have been camping since November 28 last year.

The tractor parade will start after the official Republic Day parade concludes at Rajpath and cover a distance of more than 100 kilometers before culminating around 6 pm, he said.

A war room has been set up at each protest site to ensure effective coordination during the parade. There will 40 members, including doctors, security personnel and social media managers, in each of these rooms, the SKM member said.

Around 40 ambulances will be stationed along the route to attend to any medical emergency.

Another farmer leader said around 2,500 volunteers have been deployed to ensure that the parade remains peaceful and no untoward incident takes place. The volunteers have been given badges and identity cards.

A team of ex-servicemen participating in the protest will also keep an eye on the security situation.

The Delhi Police has agreed to remove the barricades at Singhu and Tikri to let farmers enter the national capital.

Farmer leaders said the tractor parade will remain peaceful will not affect the official Republic Day parade in any way.

High-powered panel's minutes reveal farm bills were never discussed, says Punjab Finance Minister  

Chandigarh: The High-Powered Committee's minutes clearly show that the three contentious farm bills were never brought up or discussed in "any meeting" with the Government of Punjab or with any Punjab minister, said Punjab Finance Minister Manpreet Singh Badal.

"The minutes of the meeting with the Union Government have already been released in the public domain. Anyone who reads the minutes will note that the farm bills were neither brought up nor discussed nor were they on the meeting agenda," said Badal in a press statement here yesterday.  

The Finance Minister added that he had already released the eight-page minutes of the meeting in the public domain on 18th September 2020. Further, to clarify any questions, he had addressed the entire issue in detail on 24 September 2020.

"Instead of supporting the rights of farmers, the Aam Aadmi Party is parroting the same line that is being used by the BJP and the Akali Dal to sabotage and discredit the hard-working farmers," the Finance Minister said.

It is evident that the NDA government and AAP are working in cahoots with each other to sow confusion by misleading the people. "However, since the entire minutes are with the public, they know the truth," the Finance Minister added. "It is thus surprising that when the minutes of the meeting of the High Powered Committee for Transformation of Indian Agriculture are already with the public, the issue is being raised again and again to confuse the farmers' agitation," Badal said.

It would have been good that instead of casting aspersions and trying to sabotage the farmer's cause, AAP and Akali Dal had lent support to the farmers, Badal said.

The Finance Minister added that the AAP press conference's timing is intriguing as it comes when the protesting farmers have announced their tractor rally. "It seems that AAP and the Akali Dal are rattled that they have not been able to create division among farmers, and they are acting like spokespersons of the NDA government."

BSP chief Mayawati demands withdrawal of new farm laws

Bahujan Samaj Party (BSP) chief Mayawati demanded the withdrawal of the new farm laws so that no untoward incident takes place on January 26th in the national capital.

In a tweet in Hindi, Mayawati said, "to fulfil the demands of the agitating farmers, BSP requests the Central Government to withdraw these farm laws. I hope that no new tradition starts on Republic Day and there is no untoward incident in the national capital."

Earlier, Mayawati had lent her support to the 'Bharat Bandh' observed by the farmers in the national capital against the new farm laws. She had said that farmers are protesting all over the country to withdraw the three new laws related to agriculture and the BSP supports the call for 'Bharat Bandh' by the farmer organisations. The party also appealed to the Centre to accept all the demands put forth by the farmers.

Delhi Police issues traffic advisory for R-Day

The Delhi Police on Sunday issued an advisory on the traffic arrangements and restrictions put in place for the smooth conduct of Republic Day.  

According to the advisory, the parade will start at 9.50 am from Vijay Chowk and proceed towards National Stadium, while tableaux will start from Vijay Chowk and proceed towards the Red Fort Ground.  

The wreath-laying function at National War Memorial will take place at 9 am, it said.  

The parade will start from Vijay Chowk and pass through Rajpath, Amar Jawan Jyoti, India Gate, Princess Palace roundabout, Tilak Marg and Radial Road, and then turn right on "C" Hexagon, turn left again and enter the National Stadium from gate number 1, it said.

The tableaux will start from Vijay Chowk and go towards Red Fort via Rajpath, Amar Jawan Jyoti, India Gate, Princess Palace roundabout, Tilak Marg, Bahadur Shah Zafar Marg and Netaji Subhash Marg, the advisory stated. 

The movement of traffic on certain roads leading to the route of the parade and tableaux will be restricted. 

No traffic will be allowed on Vijay Chowk from 6 pm on Monday till the parade is over, it said, adding that Rajpath is already out of bounds. 

No cross traffic will be allowed on Rajpath intersections from 11 pm on Monday at Rafi Marg, Janpath, Man Singh Road till the parade is over, it said. 

"C"-Hexagon-India Gate will be closed for traffic from 5 am on Tuesday till the tableaux cross Tilak Marg. From 4 am on Tuesday, traffic on Tilak Marg, Bahadur Shah Zafar Marg and Subhash Marg will not be allowed on both the carriageways, it said.  

The cross-traffic will only be allowed depending on the movement of tableaux, the advisory stated. 

The traffic advisory suggested alternative routes which motorists can follow as north-south corridor that includes Ring Road, Ashram Chowk, Sarai Kale Khan, IP Flyover and Rajghat.

For going to Mandir Marg, commuters can take the route from Madarsa, Lodhi Road T-point via Aurobindo Marg, AIIMS Chowk, Ring Road-Dhaula Kaun Vande Matram Marg, Shankar Road and Sheikh Mujbur Rahman road, the advisory said.  

There is also the east and the west corridors for motorists who have been suggested to take Ring Road via Bhairon Road at Mathura Road and Lodhi Road, it said.  

To go towards AIIMS Chowk, commuters can take the Ring Road-Dhaula Kaun via Mandir Marg and go towards Ring Road-ISBT, motorists can take Chadgi Ram Akhara and Mall road via Azadpur, according to the traffic advisory.

Flying of sub-conventional aerial platforms like paragliders, paramotors, hang gliders, UAVs, UASs, microlight aircraft, remotely piloted aircraft, hot air balloons, small size-powered aircraft, quadcopters or para jumping from aircraft among others over the jurisdiction of Delhi is prohibited from January 20 up to February 15 (both are inclusive), it said.

Commuters going to New Delhi Railway station from south Delhi can go through Dhaula Kuan, Vande Matram Marg, Panchkuian Road, Connaught Place outer circle, Chelmsford Road for Paharganj side or Minto Road and Bhavbhuti Marg for Ajmeri Gate side.  

From east Delhi, they can take Boulevard Road via ISBT bridge, Rani Jhansi flyover, Jhandewalan roundabout, D B Gupta Road, Sheela Cinema Road, Paharganj Bridge and reach New Delhi Railway Station, it said.

To travel to Old Delhi Railway Station from south Delhi, people can take Ring Road, Ashram Chowk, Sarai Kale Khan, Rajghat, Chowk Yamuna Bazar, SP Mukherjee Marg, Chhatta Rail and Kauria Bridge, it said.

The movement of bus services will be curtailed at Shivaji Stadium, ISBT Sarai Kale Khan, Kamla Market roundabout, Delhi Secretariat (IGI Stadium), Pragati Maidan (Bhairon Road), Hanuman Mandir (Yamuna Bazar), Mori Gate and ISBT Kashmiri Gate, it said.  

Metro train service will remain available for commuters at all metro stations during the Republic Day Parade on Tuesday, it said.  

However, boarding or de-boarding at Central Secretariat from 5 am till 12 pm, Udyog Bhawan, Lok Kalyan Marg (Race Course) from 8.45 am to 12 pm, Patel Chowk and ITO will not be permitted, it added.

Delhi Police Commissioner S N Srivastava on Sunday issued a circular regarding the security arrangements for the tractor rally by protesting farmers that will be held after the Republic Day celebration on Tuesday.

The circular said that all officers and personnel as well as Central Armed Police Forces (CAPF) and any other force deployed for the Republic Day Parade security arrangements should be made aware and be prepared that they will be required for law and order arrangements immediately after the official celebration is over.

Arrangements of lunch for police personnel should be made and they be kept in readiness at their points of duty under the charge of their respective zonal/sector officers, it said.

On Sunday, police said the farmers’ proposed tractor rally will start after the time period of the Republic Day celebration has ended.

The rally will be held from Delhi's three border points -- Singhu, Tikri and Ghazipur -- and adequate security will be provided to it, police said.

NSUI holds tractor rally in Amritsar in support of protesting farmers

National Students' Union of India (NSUI), the student wing of the Congress party, held a tractor rally in Amritsar on Sunday in support of the farmers protesting against the three farm laws.

Akshay Sharma, NSUI president said, "We have organised this rally to make the government aware of the condition of farmers who are staging a protest while being away from their families. They are sitting there for their rights."

"Why is the government not withdrawing the bills when farmers are totally against them? We are moving towards Delhi and we will also organise a tiranga (flag) march there," he added.

Meanwhile, all MLAs of the Aam Aadmi Party (AAP) will move towards Delhi on tractors from Shambhu at the Punjab-Haryana border to support the tractor parade of farmers on Monday, said the party's Punjab unit.

Congress MP Ravneet Singh Bittu, who went to participate in 'Kisan Sansad' organised at Singh border's Guru Tegh Bahadur memorial, faced a backlash on Sunday, as he was heckled by protesting farmers at Singhu border in Delhi.

A visual of the incident shows that he had to run away from the spot to save his life.

In the visuals, it can be seen that farmers raised slogans against the Congress Lok Sabha MP from Punjab's Ludhiana, forcing him to run away from the spot.

After the incident, Bittu said that he went to the Singhu border along with party leader Gurjeet Singh Aujla and Kulbir Singh Zira. Bittu remarked that there are miscreant elements and people carrying Khalistani flags in the farmers' protest.

"The event was organised by farmer leaders. It was a parliament wherein everyone was allowed to present their views. We were speculating that the incident (that happened today) could have happened yesterday and hence we did not come here. Our party leaders asked us to be part of Kisan Sansad today to convey the party's message and hence we went there without any security," he said.

"Farmers welcomed us when we reached there. And all of sudden, we were ambushed, as if by guerilla warriors who were armed with sticks and other weapons. We were attacked in a planned manner. It was big planning to kill us. Many of them were carrying weapons. We do not know who exactly they were. They will be dealt with the law. We will not take any action as it will affect the farmers' movement which is still going on," he added.

The Congress MP further called himself a target of the attack.

"I have been saying for a while. There are miscreant elements, people carrying Khalistani flags. But what can farmer leaders do to verify identities in such numbers of people? Rs 1 crore to 80 lakhs is given to such elements for waving flags and I am a target anyway," he said.

Meanwhile, the Delhi police have given formal permission for the Kisan tractor rally on January 26.

Haryana''s many ''khaps'' to join farmers'' R-Day tractor parade in Delhi

Several ‘khaps’ of Haryana are set to join farmers'' tractor parade in Delhi on the Republic Day with thousands of these vehicles leaving various caste councils’ villages for the national capital on Sunday. 

About 1,500 tractors from villages under the Kandela khap set out on Sunday for the ''tractor parade'' in Delhi, Khap head Tekram Kandela said. 

“We have started from Jind. We will be proceeding in a peaceful and orderly manner and follow the route allotted by the authorities for the parade,” Kandela said. 

The Kandela khap, which had spearheaded a farmers'' agitation in Haryana nearly two decades ago, has lent its support to farmers against the new farm laws. 

Several other ‘khaps’ too are backing farmers'' agitation against the new farm laws. Tekram Kandela said his Kandela khap had recently adopted four resolutions at a ‘khap panchayat'' for repealing the three farm laws, giving a legal guarantee of crop MSP, waiving the farm loans and implementing the Swaminathan Commission recommendations. 

Independent MLA from Dadri in Haryana, Sombir Sangwan, who also heads the “Sangwan khap” said thousands of farmers in their tractors were starting for various border points of Delhi to take part in the ''tractor parade''. 

Sangwan said about 200 ''khaps'' from Haryana and elsewhere have lent their support to make the ''tractor parade'' a success. "Several khaps are taking part in the tractor parade. They are actively involved and farmers have their full support," he said. 

Sangwan, who recently withdrew his support from the Khattar government over farmers'' issue, said, “The Centre should repeal the laws and agree to the farmers'' demands.

” Apart from Punjab, thousands of farmers from Haryana on Sunday set out in their tractor-trolleys and other vehicles to take part in the proposed tractor parade. In addition to the flag of their farmers'' union, many tractors were sporting large-size national flags too. 

A few villages in Jind, Kurukshetra and some other districts have said farmers of their villages would cover any loss caused by damage to tractors while they participate in the ''tractor parade''. 

Thousands of tractors were seen on Haryana''s highways on Sunday as a large number of farmers from Punjab are also on their way to Delhi''s border points to take part in the tractor rally. 

A 71-year-old Ludhiana resident, Mahender Singh, also known as ''marathon man'', was seen on Saturday marching on the Patiala-Jind national highway on his way to Tikri border protest site. 

“I am a common man, but I thought if we don''t raise our voice today, then coming generations will curse us. We have to put pressure on the government to repeal the farm laws,” Singh told reporters, while on the march with a ''Kisan Ekta Zindabad'' poster.

 “I have told my family that I will return only after these laws are repealed,” said Singh. With various groups of farmers taking breaks at various places on way to Delhi, volunteers served tea and eatables to them. Serving tea to farmers since Sunday morning, a volunteer in Bahadurgarh said thousands of farmers with tractors were reaching for the tractor parade. 

Many farmers'' leaders said the proposed tractor parade would be “massive”. “There would be few lakh tractors in this parade, but I cannot give any estimate as still so many are starting from their villages,” he said. The farmer unions protesting the Centre''s farm laws had said they would go ahead with their tractor parade in Delhi on the Republic Day.  

Earlier, at many places in Punjab and Haryana, tractor marches were taken out to mobilise more people for the tractor parade.

Farmers' stir LIVE: Security arrangements put on place ahead of tractor rally

New Delhi/Chandigarh: As hundreds headed to Delhi from neighbouring states for the farmers' tractor parade on the Republic Day, the Delhi Police on Sunday said it is making tight security arrangements due to inputs about possible attempts to disrupt the rally while Haryana authorities advised people to avoid travelling to the national capital.

Deependra Pathak, Special Commissioner of Police (Intelligence), claimed that over 300 Twitter handles have been generated from Pakistan to disrupt the tractor parade.

In a circular, Delhi Police Commissioner S N Srivastava directed that all officers and personnel, as well as Central Armed Police Forces (CAPF) and others, posted for the Republic Day Parade security arrangements, should be prepared for an extended deployment to maintain law and order in the wake of the tractor parade.

"Over 300 Twitter handles have been generated from Pakistan during January 13 to 18 to disrupt the tractor rally by farmers by misleading people. There are inputs about the same from different agencies too.

"It will be a challenging task for us but the rally will be conducted amid tight security after the Republic Day parade is over," Pathak said at a press conference.

While police tried to convince farmer leaders to hold their tractor parade outside the national capital, they were adamant about holding it on Delhi's busy Outer Ring Road.

An agreement was reached during the fourth round of talks on Friday.

On Sunday, police said the farmers' proposed tractor rally will start after the time period of the Republic Day celebration has ended.

The rally will be held from Delhi's three border points -- Singhu, Tikri and Ghazipur -- and adequate security will be provided to it, police said.

Authorities in Haryana have also issued advisories against unnecessary travel towards Delhi over the next couple of days.

The Haryana Police said there would be disruptions in vehicular movement on the national highway from Karnal and Rohtak towards Delhi during January 25-27.

"Traffic on KMP-KGP expressway will also be impacted and interchanges at Kundli, Assaudha and Badli will not be accessible to traffic movement on these dates," a police advisory said.

"Therefore, all commuters are being advised not to use these routes on these dates to avoid any inconvenience," it added.

Thousands of tractors were seen on the highways in Haryana heading towards Delhi, resulting in traffic congestion at several points on the GT Road, a police officer in Karnal said.

Sonipat Deputy Commissioner Shyam Lal Poonia said commuters were advised to use routes suggested by the local police in case travel towards Delhi was unavoidable.

A group of 500 tractors-trolleys left Amritsar and several others batches from Phagwara, Hoshiarpur and other places of Punjab also moved towards the national capital to take part in the tractor parade, farmer leaders said.

Kisan Sangharsh Union leader Baldev Singh Verka in Amritsar said, "Today as many as 500 more tractor trolleys left for Delhi to join the tractor parade.

"Each tractor-trolley will carry 20 persons along with bedding and meal arrangement for the fourteen-hour-long journey to Delhi".

He said on Saturday, around seven hundred tractor trolleys had left for Delhi.

Gurbachan Singh Chabba, spokesperson of the Kisan Sangarsh Committee said so far, around12,000 tractors had already left Amritsar and Tarn districts.

Meanwhile, farmer leaders appealed to those participating in the Republic Day tractor march to carry enough ration for 24 hours and ensure that the rally remains peaceful.

No one should carry any weapon or drink alcohol. Banners carrying inciting messages are not allowed, a farmer leader said.

Three routes, originating from Singhu, Tikri and Ghazipur border points, have been finalized for the march, he said.

Those starting from the Singhu border will traverse Sanjay Gandhi Transport Nagar, Bawana, Qutabgarh, Auchandi border and Kharkhoda toll plaza. The entire route will be 63 kilometres long.

The 62-km long second route, starting from the Tikri border, will pass through Nagloi, Najafgarh, Jharoda border and Rohtak bypass and Asoda toll plaza, the farmer leaders said.

Tractors starting from Ghazipur will drive through Apsara border, Hapur Road and Lal Kuan. Covering 68 kilometres, it is the longest route for the march. The farmer leaders will be at the front in their cars.

All vehicles will have to return to the originating place. No one will try and stop midway without a valid reason, the farmer leaders said.

Each tractor will carry a tricolour and there will be folk music and patriotic songs.

Only five people per tractor will be allowed and strict vigil is being maintained to thwart any criminal activity, they said.

You are requested to carry jackets and blankets considering the weather. Everyone has to return to the starting point (their base), one of the leaders said.

Since November last year, farmers, mostly from Punjab and Haryana, have been protesting against the Centre's three new agriculture laws at several Delhi border points, including Singhu, Tikri and Ghazipur, demanding that the legislation be repealed.

Enacted in September last year, the three laws have been projected by the Centre as major reforms in the agriculture sector that will remove middlemen and allow farmers to sell their produce anywhere in the country.

However, the protesting farmers have expressed their apprehension that these laws would pave the way for eliminating the safety cushion of minimum support price and do away with the 'mandi' (wholesale market) system, leaving them at the mercy of big corporates.
