The rural areas should get more budgetary allocation, farmers' leader

As Modi government is gearing up for the upcoming second budget which will be presented by Finance Minister Nirmala Sitharaman, ETV Bharat had a  conversation with Chaudhary Pushpendra Singh, President, Kisan Shakti Sangh on the budget.

New Delhi: As Modi government is gearing up for the upcoming second budget which will be presented by Finance Minister Nirmala Sitharaman, ETV Bharat had a conversation on the upcoming budget with Chaudhary Pushpendra Singh, President, Kisan Shakti Sangh.

Pushpendra Singh has said that 70% of the total population of the country resides in the village and therefore the rural area should get the maximum budget, but it is disappointing that this does not happen in reality.

Singh demanded "the Prime Minister Kisan Samman Nidhi should be increased 4 times from ₹ 6000 to ₹ 24000. More money should reach the hands of farmers and people in rural India. There should also be provisions in the budget for doing this. The state of the economy will improve only when work will be done to increase demand and demand can be created only when people have money in their hands".

"Finance Minister Nirmala Sitharaman had talked about zero budget farming in the last budget but there are very limited possibilities of zero budget farming in the country. The cost of farming can never be reduced to zero, so the government should come up with plans to reduce the cost of farming and invest more and more in it," Singh said.

To increase the amount of the PM Kisan Samman Nidhi, the farmer leader suggests that if the Center does not have much budget, the Central Government and the State Government should share the burden.

"Last year, the budget allocation for the agriculture sector was one lakh twenty thousand crores, while 50% of the people of the country depended on agriculture. The budget of the Ministry of Rural Development was one lakh eighteen thousand crores, whereas the total budget of the Ministry of Animal Husbandry was 2900 crores and the subsidy of fertilizer was about 80000 crores," he said.

"After all, the total budget is 3 lakh 40 thousand crore rupees which the government is spending on rural areas. Out of the total budget of 28 lakh crores, if the government is spending only 3 lakh 40 thousand crores on the rural area, where 70% of the country's population lives, then it is very less," he added.

Intro:आने वाली 1 फरवरी को मोदी सरकार के दूसरे कार्यकाल का दूसरा बजट वित्त मंत्री निर्मला सीतारमण के द्वारा पेश किया जाना है। ऐसे में ईटीवी भारत लगातार विशेषज्ञों और अलग-अलग क्षेत्रों के प्रतिनिधियों से बातचीत कर इस बात पर चर्चा कर रहा है कि आने वाले बजट में उनके क्षेत्र के लिए उनकी क्या अपेक्षाएं हैं। इसी विषय पर ईटीवी भारत ने किसान शक्ति संघ के अध्यक्ष चौधरी पुष्पेंद्र सिंह से खास बातचीत की है। किसान नेता चौधरी पुष्पेंद्र सिंह का कहना है कि देश की कुल आबादी का 70% हिस्सा गांव में बसता है और इसलिए सबसे ज्यादा बजट ग्रामीण क्षेत्र को मिलना चाहिए लेकिन निराशा की बात है कि यह वास्तविकता में नहीं होता।
सबसे पहले पुष्पेंद्र सिंह ने मांग की है प्रधानमंत्री किसान सम्मान निधि को 4 गुना बढ़ाकर ₹6000 से ₹24000 कर देना चाहिए इसके अलावा देश की आर्थिक मंदी को देखते हुए किसानों और ग्रामीण भारत में लोगों के हाथ में किस तरह से ज्यादा पैसा पहुंचे इसकी व्यवस्था करने के लिए भी बजट में प्रावधान होने चाहिए। अर्थव्यवस्था की स्थिति तभी सुधरेगी जब डिमांड को बढ़ाने के लिए काम किया जाएगा और डिमांड तभी बन सकता है जब लोगों के हाथ में पैसा होगा।


Body:पिछले बजट में वित्त मंत्री निर्मला सीतारमण ने जीरो बजट फार्मिंग की बात की थी इस पर टिप्पणी करते हुए किसान नेता ने कहा कि देश में जीरो बजट फार्मिंग की बहुत सीमित संभावनाएं हैं । खेती किसानी में लागत को कभी शून्य नहीं किया जा सकता लिहाजा सरकार को खेती में लागत मूल्य कम करने के लिए योजनाएं लानी चाहिए और उसमें अधिक से अधिक निवेश भी करना चाहिए।
PM किसान की राशी को बढ़ाने के लिये किसान नेता का सुझाव है कि अगर केंद्र के पास ज्यादा बजट नहीं है तो केंद्र सरकार और राज्य सरकार को इसे आपस में आधा आधा वहन करना चाहिये ।
पिछ्ले साल कृषि का बजट एक लाख बीस हजार करोड़ था जबकी कृषि पर देश के 50% लोग निर्भर हैं और ग्रामीण विकास मंत्रालय का बजट एक लाख अठारह हजार करोड़ था, वहीं पशुपालन मंत्रालय का कुल बजट 2900 करोड़ था और खाद की सब्सीडी लगभग 80000करोड़ रुपये थी । इन सबको मिला कर कुल बजट 3लाख 40हजार करोड़ रुपये हैं जो सरकार ग्रामीण क्षेत्र पर खर्च कर रही है । कुल 28 लाख करोड़ के बजट में से अगर सरकार सिर्फ 3 लाख 40 हजार करोड़ रुपये ग्रामीण क्षेत्र पर खर्च कर रही है जहाँ देश की 70% आबादी रहती है तो ये बहुत कम है ।
बतौर चौधरी पुष्पेंद्र सिंह इस बजट को कई गुना बढ़ाए जाने की जरूरत है ।
