Unauthorised Colonies Bill passed
The Rajya Sabha passed the Unauthorised Colonies Bill, 2019 on Wednesday.
The Bill will regularise the unauthorised colonies based in Delhi. It had passed in the Lok Sabha on November 28.

INC leader Dr L. Hanumanthaiah said, "It is the government that has not taken care of the people residing in these unauthorised colonies."
He suggested that these people should not be called 'unauthorised'.
The MP stressed upon the importance of these people with the argument that Delhi would not be able to function without these people whom we refer to as 'slum'.

BJP MP Anil Jain attacks Congress on development in Delhi
BJP MP Dr Anil Jain directly hit the Congress by saying that PM Narendra Modi deserves praise for the work he has done for Delhi.
He asserted that the INC would neither realise nor acknowledge the PM's contribution in developing Delhi.
"Our Minister Hardeep Singh Puri has made possible what other false governments could not do," he added.

Delhi has issues, all thanks to previous governments: Vijay Goel
BJP leader Vijay Goel took a jibe at the Delhi government while speaking during the Unauthorised Colonies Bill discussion in the Rajya Sabha.
He highlighted various issues that Delhi is currently facing, including electricity, water and pollution.
Referring to the previous government, he said that the government ruling the state for the last many years is responsible for this condition.
Praising the Narendra Modi government, the leader said, "His government has made the implementation of this Bill possible in merely 30 days, while the other governments could not do it in 30 years."

AAP leader Sanjay Singh targets BJP
While speaking in the Upper House, AAP leader Sanjay Singh highlighted the ignorance of the centre towards the Delhi government.
He said that despite the Unauthorized Bill being an issue of Delhi, the central government did not care to mention its contribution to the state even once.
He further added that the Delhi government worked day and night to provide the people with good facilities yet it received no recognition.

AITC leader Dola Sen claimed that the Unauthorized Colonies Bill is merely a political stunt of the central government.
Clearing her stance, she said that despite the government's rush to get the Bill passed, the maps of all the colonies are not yet ready.
"In fact, the government is dependent on data from 2015," she added.
She further added that "This move is motivated by political necessity rather than inclusive development."

Maps of unauthorised colonies will be released online: Hardeep Singh Puri
BJP leader Hardeep Singh Puri moved the Unauthorised Colonies Bill, 2019 in the Rajya Sabha today.
He said that the centre is not making the people in these unauthorised colonies homeless, but the PM Awas Yojana will be implemented to proving them housing facilities.
"A panel has identified 1,797 colonies as 'unauthorised'," Puri added while speaking during the Zero Hour.
He ensured that maps of all these colonies have been completed and will be released online in a few days' time.

During the Zero Hour, Vishambhar Prasad Nishad, SP spoke on the study of causes behind Naxal problems. He questioned that if fast track courts will be constituted for justice to the victims.
G Kishan Reddy, MoS Home responds that a planning commission has been constituted to study the cause of Naxalism in the areas. He said, "We are making various programmes for the Naxalite affected areas. As this is a state problem, we make sure we support them in all that is required to deal with an issue."

After Ahamed Hassan, AITC raised the issue of violence against workers during Zero Hour, Santosh Kumar Gangwar, MoS put forward the formation of a new code to deal with the violence against the workers or the labourers.
Gangwar said, "We are bringing a new code, and it is still under process. And if you give suggestions, we can consider it in the new code."

During the Zero Hour notice, Tiruchi Siva from DMK and Anand Sharma from INC spoke over laws on handling lynching cases.
To this HM Amit Shah replied, "I have asked the CM's and the Governors of each state, to consult and send suggestions to make changes in the IPC and CrPC. We have formed a committee which will take care on the kind of amendments that can be made regarding this."
"After we receive the suggestions, we will make the necessary changes in the IPC and CrPC."
"We will also keep the SC's ruling in mind."

New Delhi: The Wednesday Legislative Business in the Rajya Sabha will see the Bill concerning the regularisation of unauthorised colonies in the National Capital Territory of Delhi for consideration and passing. The list of business also includes tabling of several papers and reports.
Union Minister Hardeep Singh Puri will move the Recognition of Property Rights of Residents in Unauthorised Colonies) Bill, 2019. This Bill will provide special provisions for the National Capital Territory of Delhi for recognising the property rights of residents in unauthorised colonies. This Bill will secure the rights of the ownership or transfer or mortgage in favour of the residents of such colonies who are possessing properties on the basis of Power of Attorney, Agreement to Sale, Will, possession letter or any other documents including documents evidencing payment of consideration. The Bill has been passed by the Lok Sabha and is in the Upper House for consideration and passage.
Reports of the department related parliamentary standing committee on coal and steel will be tabled by members Vikas Mahatme and Mukut Mithi. The first report is on the action taken by the government on the observations/recommendations contained in the Forty-eighth Report (Sixteenth Lok Sabha) of the Committee on Coal and Steel on the subject, "CSR Activities in Steel PSUs" relating to Ministry of Steel; and second report is on action taken by the Government on the observations/recommendations contained in the Forty-ninth report(Sixteenth Lok Sabha) of the Committee on Coal and Steel on the subject, "CSR Activities by PSUs under Ministry of Mines".
