Congress leader Gaurav Gogoi alleged that controversial remarks of BJP leaders had "tacit approval from the top" and said that democracy is not about only winning and losing elections but also understanding the true meaning of India.

Participating in the debate on the Motion of Thanks to President's Address in Parliament, Gogoi targeted the BJP-led government over police action over protests against the Citizenship Amendment Act.

He also targeted the ruling BJP for choosing Parvesh Sahib Singh as its first speaker of the debate, saying the West Delhi MP had been barred for 96 hours from campaigning in Delhi by the Election Commission over his controversial remarks.

"This shows the attitude of the BJP. He was banned by the Election Commission but is supported by the BJP," he said.

Centre to release GST compensation to states in 2 instalments

New Delhi: The Centre will release all due GST compensation to states in two instalments, Union Minister Anurag Thakur said in Lok Sabha on Monday.

The reply came after MPs from Telangana and Odisha complained during Question Hour that their states were not getting the share of the Goods and Services Tax (GST) and Integrated Goods and Service Tax (IGST).

"All due GST compensation will be given to states in two instalments," Thakur, union minister of state for finance, said.

The minister said GST (Compensation to States) Act, 2017 provides for compensation to States/UTs (UT with legislature only) on account of revenue loss due to implementation of GST on a bi-monthly basis.

Accordingly, he said, the states have been paid GST compensation on a bi-monthly basis with effect from July, 2017.

Thakur said the GST Compensation has been released till September, 2019 and the next bi-monthly GST Compensation is due for October-November, 2019.

The minister said a total of Rs 2,10,969.49 crore has been released as GST compensation to states so far including UTs of Delhi and Puducherry after implementation of GST with effect from July 1, 2017.

Period for which compensation has been released: July, 2017March 2018 - Rs 48,785.35 crore; April 2018March 2019 - Rs 81,141.14 crore; AprilMay 2019 - Rs 17,789 crore; June July 2019 - Rs 27,956 crore; AugSept 2019 - Rs 35,298 crore.

No discriminated on the basis of religion: BJP MP Parvesh Verma

On Government's decision to scrap the special status of Jammu and Kashmir, Verma said, "Our party doesn't believe in vote bank politics."

Referring to leaders of Jammu and Kashmir, he said, "Those who were house arrested in Kashmir, they didn't have to do farming."

Recently, Verma was removed by the EC as a star campaigner for BJP over his remarks on Shaheen Bagh protests.

"The opposition in the country has today shrunk because of their attitude. The opposition creates problems, and we resolve them," he said in Lok Sabha.

Opposition members raise slogans against CAA in LS

New Delhi: Some opposition members in Lok Sabha on Monday raised slogans against the amended citizenship law during Question Hour.

As soon as the House took up Question Hour, members raised slogans against the Citizenship Amendment Act.

"Say no to CAA", "save our democracy" and "save our Constitution" were some of the slogans raised by them.

Speaker Om Birla said the House was taking up the important issue of skill development of the youth, hence members should participate in it and go back to their seats.

He also reminded that floor leaders had assured him that the Question Hour will be allowed to be conducted smoothly and members are free to raise issues during Zero Hour which follows the Question Hour.

However, members kept raising slogans. 

Two days after Finance Minister Nirmala Sitharaman presented budget in Lok Sabha, Budget Session resumed in parliament.

The first phase of the Budget Session of the Parliament will conclude on February 11, while the second part of the session will begin from March 2 and will end on April 3.
