Modi government destroyed country's education system: Expert

Ahead of 2019 Lok Sabha polls, noted professor and political analyst Apoorvanand said that education should be a prominent issue in the forthcoming elections. He further accused the Modi government of using education as means to promote Hindutva.

New Delhi: Modi government's announcement of bringing in reforms to change the country's educational landscape proved to be instrumental in their victory in 2014. While the saffron party still boasts of a record-breaking success, experts believe that the actions of the government have been at divergence with the announced intentions since then.

Speaking exclusively to ETV Bharat, noted professor and political analyst Apoorvanand said the issue of education still continues to be of prime concern and should be prominent in the forthcoming elections.

Blaming the current government for complete destruction of education, Apoorvanand said, "Modi government promised to bring in a new education policy when they were rooted to power in 2014. Unfortunately, five years, two ministers and three committees were not able to do so."

He further accused the government of using education as means to promote Hindu ideology. He said, "BJP has damaged the federal character of Indian education and is attempting to design systems to push the Hindutva agenda, which has also been of key importance while recruiting people in key administrative bodies. This explains the appointment of RSS personnel in the higher posts."

"As per the party, the candidates whose views match with that of RSS are eligible to qualify for higher posts. The parameters of qualification, experience and knowledge find no space in BJP's regime," he added.

When asked on several vocational programs started by BJP, the professor said, "Universities and institutions are not responsible to provide jobs to students. They are only there to provide educated and qualified students who can serve their services through the opportunities available. However, the current government lays no emphasis on education and are only engaged in providing vocational training."

Later, when asked about the Congress' manifesto which promised an increased budget for education, Apoorvanand said, "Right leadership and generous budget can improve the scenario of the country's education. Universities should have complete freedom and shouldn't be bound by any body."

"If the shrinking autonomy of the public universities and punctured budget be cured, the standards of education across universities will improve," he said.

Intro:मोदी सरकार के नेतृत्व में मानव संसाधन विकास मंत्रालय और उसके मंत्री प्रकाश जावड़ेकर भले ही लगातार दावे करते रहे हों कि शिक्षा के क्षेत्र में पाँच सालों में रिकॉर्ड तोड़ काम हुए हैं लेकिन विशेषज्ञ उन सभी दावों को खोखला बता रहे हैं ।
सरोकार 2019 कार्यक्रम जिसे आगामी चुनाव के एजेंडा पर चर्चा और बात रखने के लिये आयोजित किया गया था , उसी कार्यक्रम में प्रोफेसर और राजनीतिक विश्लेषक अपूर्वानंद भी पहुँचे थे । ETV Bharat से विशेष बातचीत में शिक्षाविद ने बताया कि किस तरह आगामी चुनाव में शिक्षा का मुद्दा भी प्रमुख होना चाहिये ।
सबसे पहले अपूर्वानंद ने मोदी सरकार को नई शिक्षा प्रणाली के विफलता पर घेरा । प्रोफेसर का कहना था कि जब 2014 में मोदी सरकार सत्ता में आई तभी बोला गया था कि कोई न्यू एजुकेशन पॉलिसी आने वाली है जो दो मंत्री और तीन कमेटियाँ बनने के बाद भी नहीं आ सकी ।
दूसरी बात अपूर्वानंद ने विश्वविद्यालयों में नियुक्तियों के मुद्दे पर कही और मौजूदा सरकार पर सीधे सीधे आरोप लगाया कि ये उन्हीं लोगों को उच्च पदों पर नियुक्त कर रहे हैं जिनके विचार आरएसएस से मेल खाते हैं । मतलब किसी भी उच्च पद के लिये किसी विषय या उस कार्य में विशिष्टता या प्रतिष्ठित स्थान कोई पैमाना ही नहीं है ।


Body:शिक्षा को जॉब ओरिएंटेट बनाने के लिये मौजूदा सरकार ने कई योजनाएँ शुरू की जिसमें वोकेशनल ट्रेनिंग प्रोग्राम और स्किल डेवलपमेंट पर जोर देने की बात की गई है । ऐसे कई कार्यक्रम चल भी रहे हैं । क्या यह सकारात्मक कदम नहीं है ? इस सवाल के जवाब में अपूर्वानंद ने कहा कि विश्वविद्यालय का काम नौकरी दिलाना नहीं है, बल्कि नौकरी पैदा करने का काम बाज़ार का है । शिक्षण संस्थान केवल शिक्षित और योग्य छात्र दे सकते हैं जो आगे अवसर पा सकें । मौजूदा सरकार में शिक्षा में कहीं भी ज्ञान अर्जन की बात ही नहीं की जा रही है और ये सब कुछ वोकेशनल करने में लगे हैं ।


Conclusion:कांग्रेस ने अपने घोषणापत्र में शिक्षा के बजट को बढ़ाने की बात की है और युवाओं से बातचीत में कांग्रेस अध्यक्ष राहुल ने भी कहा था कि वो शिक्षा में और ज्यादा पैसा लगाएंगे । ऐसे में क्या केवल बजटीय आवंटन बढ़ाना ही शिक्षा व्यवस्था को बेहतर करने का एकमात्र उपाय है ? इस सवाल के जवाब में अपूर्वानंद ने स्पष्ट कहा कि केवल बजट बढ़ाने से नहीं होगा बल्कि शिक्षण संस्थानों का नेतृत्व कुशल हाथों में होना जरूरी है । विश्वविद्यालयों को पूर्ण आजादी होनी चाहिये और उन पर कुछ भी थोपा जाना नहीं चाहिये । साथ ही सभी विषयों पर शोध की पूरी छूट हो और उसके लिये बजट भी जरूरी है।
