New Delhi: The Union Home Ministry (MHA) has reiterated that states and UTs need to implement lockdown guidelines in letter and spirit to ensure smooth movement of inter and intrastate cargo, tracks, workers and functioning of warehouses and cold storages.
In a letter issued to states and UTs across India, the MHA has said that interstate and intrastate movement of all tracks and other goods carrier vehicles with one driver and one additional person is allowed as long as the driver is carrying a valid drivers licence.
"This is irrespective of the nature of the cargo weather essential or otherwise. No further permission or approval would be required," the Ministry said.
The letter issued to the states and UTs assumes significance following reports that trucks carrying essential and nonessential goods are being detained.

Workers needed for operation of manufacturing units of essential goods and other exempted categories are not getting authorisation for the movement and operation of cold storage and warehouses are not being allowed.
Meanwhile, the Home Ministry has said that it has granted consular services on gratis basis to foreign nationals, presently residing in India due to travel restrictions in the context of COVID-19 outbreak till April 30.
"Regular visa, e-visa or stay stipulation, of such foreign nationals who have stranded in India because of spread of Covid-19 and due to consequent travel restrictions imposed by Indian authors would be extended till April 30 after making online application by the foreigner," the Home Ministry has said.
