Finance Minister Nirmala Sitharaman on Monday said that the Insolvency and Bankruptcy Code (Second Amendment) Bill, 2020 has been brought in to provide "immediate relief" to companies.
"On the Bill, she said the ordinance brought on 5 June was a timely ordinance, which clearly suspended the application of three sections (7,9 and 10) of the Code,"
"We had to prevent any company, stressed because of COVID, from being pushed into insolvency".
"We did not want to hurt any other proceedings initiated before March 25 due to the reasons apart from those associated with the COVID-19 fallout," she added.

"Isn't there a need to save companies to save jobs? As per an estimate, the world over 5% jobs will be lost amid the COVID-19 crisis." he asked.

Over 1,634 cr digital transactions registered in Apr-Aug: Dhotre
Digital payments have recorded a jump with 1,634.92 crore digital transactions being conducted between April-August this year, the Parliament was informed on Monday. Digital payments have increased in the country during the last three years from 2,071 crore digital transactions in FY2017-18 to 3,134 crores in FY2018-19, and further to 4,572 crores in FY2019-20, Minister of State for Electronics and IT Sanjay Dhotre said in a written reply to the Lok Sabha.
In the financial year (till August), 1,634.92 crore digital transactions were registered, he said, adding that final data for July and August 2020 has not yet been published by RBI. Replying to a separate question, Dhotre said 306.47 crore transactions were recorded in April, 329.22 crores in May and 412.14 crores in June this year. "In the wake of COVID-19 pandemic, digital payments have increased as people are adopting more digital payments as these are easy, convenient and safe and enable a contactless mode of payment," Dhotre said.

Govt hikes wheat MSP by Rs 50 to Rs 1,975 per quintal
The government on Monday hiked the minimum support price (MSP) of wheat by Rs 50 per quintal to Rs 1,975 per quintal to encourage farmers to increase cultivation of the crop. The decision was taken during a meeting of the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi and was announced by Agriculture Minister Narendra Singh Tomar in Lok Sabha.
The announcement comes in the backdrop of protests by Opposition parties and the farmer groups in Punjab, Haryana and some other states after Parliament passed two key farm bills on Sunday.

FCRA will prevent misuse of funds: Centre
Nityanand Rai, MoS, Home Affairs, responded to MPs' concerns. He said PM's attempts are to promote national security as "past mistakes" have endangered the country. This amendment is necessary for 'atmanirbhar Bharat', he said.
To ensure FCRA is not violated, emergency measures have to be taken, he asked. " If we do not freeze the bank accounts of those under investigation, how will we conduct the probe?"
He said the misuse of foreign funds will be prevented through the amendments. He claimed that many NGOs use public funds for their personal use, to justify the step to cut administrative expenses from 50% to 20%.
While the Supreme Court has said that Aadhar is not compulsory for identification, but it is a necessity in certain scenarios, he said. T

The FCRA Bill was introduced in the Lok Sabha on Sunday to make earlier law more stringent and make Aadhaar number mandatory for registration and give government powers to stop utilisation of foreign funds by an organisation through a "summary enquiry".

Harsh Vardhan will later move the Indian Medicine Central Council (Amendment) Bill, 2020 for its passage. The Bill seeks to amend the Indian Medicine Central Council Act, 1970, as passed by the Rajya Sabha. It will replace the Indian Medicine Central Council (Amendment) Ordinance, 2020 which was promulgated by the President on April 24 this year.

Govt hikes wheat MSP by Rs 50 to Rs 1,975 per quintal
The government on Monday hiked the minimum support price (MSP) of wheat by Rs 50 per quintal to Rs 1,975 per quintal to encourage farmers to increase cultivation of the crop. The decision was taken during a meeting of the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi and was announced by Agriculture Minister Narendra Singh Tomar in Lok Sabha.
The announcement comes in the backdrop of protests by Opposition parties and the farmer groups in Punjab, Haryana and some other states after Parliament passed two key farm bills on Sunday.

To ensure FCRA is not violated, emergency measures have to be taken, he asked. " If we do not freeze the bank accounts of those under investigation, how will we conduct the probe?"
He said the misuse of foreign funds will be prevented through the amendments. He claimed that many NGOs use public funds for their personal use, to justify the step to cut administrative expenses from 50% to 20%.

The FCRA Bill was introduced in the Lok Sabha on Sunday to make earlier law more stringent and make Aadhaar number mandatory for registration and give government powers to stop utilisation of foreign funds by an organisation through a "summary enquiry".

The Bill, which seeks amendment to the Foreign Contribution (Regulation) Act, 2010, proposes to include "public servants" in the prohibited category and decrease administrative expenses through foreign funds by an organisation to 20 per cent from 50 per cent earlier.
Union Finance Minister Nirmala Sitharaman will move the Insolvency and Bankruptcy Code (Second Amendment) Bill, 2020 to amend the Insolvency and Bankruptcy Code, 2016, as passed by the Rajya Sabha, for consideration and passage.
The Bill will replace the Insolvency and Bankruptcy Code (Amendment) Ordinance, 2020 promulgated by the President on June 5 this year.
She will also move the Factoring Regulation (Amendment) Bill, 2020 for consideration and passage. The Bill provides amendment to the Factoring Regulation Act, 2011.
Union Health Minister Harsh Vardhan will move the Epidemic Diseases (Amendment) Bill, 2020 for consideration and passage. The Bill seeks amendment to the Epidemic Diseases Act, 1897, as passed by the Rajya Sabha. The Bill will replace the Epidemic Diseases (Amendment) Ordinance, 2020 promulgated by the President on April 22 this year.
The Minister will also move the Homoeopathy Central Council (Amendment) Bill, 2020 for passage. The Bill seeks amendment to the Homoeopathy Central Council Act, 1973, as passed by the Rajya Sabha. It will replace the Homoeopathy Central Council (Amendment) Ordinance, 2020 promulgated by the President on April 24 this year.
Harsh Vardhan will later move the Indian Medicine Central Council (Amendment) Bill, 2020 for its passage. The Bill seeks to amend the Indian Medicine Central Council Act, 1970, as passed by the Rajya Sabha. It will replace the Indian Medicine Central Council (Amendment) Ordinance, 2020 which was promulgated by the President on April 24 this year.
