Congress to besiege Raj Bhavan tomorrow

State Congress leaders have reportedly decided to besiege the Raj Bhavan tomorrow. Speaking to reporters after the meeting, KPCC president Ishwar Khandre said that BJP and the Centre are 'killing' democracy. "To save democracy, we will hold a protest at 12 noon tomorrow in front of Min Square near Cubbon Park. After that, we have decided to besiege the Raj Bhavan. Thousands of Congress workers and the public will participate," he said.

The decision to meet the Speaker was taken after a series of meetings at the residence of state BJP President BS Yeddyurappa in the morning. Karnataka Assembly Speaker KR Ramesh Kumar said, "Have written to the Governor that none of the rebel MLAs have met me. He has expressed confidence that I'll uphold Constitutional norms. Out of 13 resignations, 8 are not according to law. I've given them time to present themselves before me."

According to reports, the resignations of MLAs Anand Singh, Narayana Gowda, Ramalinga Reddy, K Gopalaiah, and Pratap Gowda Patil are in proper order.

"I have asked Anand Singh, K Gopalaiah, and KC Narayana Gowda to meet me personally on July 12 and explain their resignation.  Ramalinga Reddy and Gopalaiah will have to present their case on July 15. The remaining eight MLAs' resignation letters need rework and have been asked to resubmit them with the right format", the Speaker noted.

Meanwhile, suspended Congress MLA Roshan Baig's resignation is being verified by Secretariat officials. "Congress party's request to file anti defection case against their rebel MLAs will also be reviewed," Speaker added.

ST Somashekhar, one of the 11 Congress MLAs who tendered their resignations to the Speaker and Governor on July 6, clarified that all the rebel lawmakers have only resigned from the position of an MLA and continue to remain members of the Congress party.

Speaking to reporters, the MLA from Yeshwanthapura (Bangalore Urban), who is hiding along with the other Congress- JD (S) rebel MLAs in an undisclosed location in Mumbai, said, "we are not joining the BJP, we are still in Congress party, we have only resigned from the post of MLA."

Justifying their resignations, the Congress leader said that neither the rebel MLAs nor the people of their constituencies were happy with the "Maitree" or coalition government.

"We waited for 15 months for things to improve but nothing happened. The people of Karnataka don't like this Maitree government - a coalition government, " said Somashekhar.

He also asserted that the resignations submitted by the MLAs reflect their individual problems.

Karnataka: The Congress Legislative Party meeting held in Bengaluru on Tuesday has decided to file a petition addressing the Speaker of the state Assembly KR Ramesh Kumar seeking disqualification of all 11 rebel Congress MLAs.

Addressing the media after the meeting, Siddaramaiah said, "We have decided to file a petition addressing the Speaker seeking disqualification of members who are trying to destabilise the government. According to us, these are anti-party activities."

He further accused the MLAs of colluding with the Bharatiya Janta Party, "they have colluded with the BJP. These people are trapped."

The former Chief Minister of Karnataka also requested the rebel MLAs to withdraw their resignations.

He also alleged that the resignations submitted by the MLAs were "involuntary" and "not genuine" and said that the move by the MLAs attracts Anti-defection Act.

Karnataka Assembly Speaker KR Ramesh Kumar, who is to decide the fate of the ruling Congress- JD (S) alliance government on Tuesday, said that he has not been approached by any of the 14 rebel MLAs and that he hasn't received any of the resignations in person.

Kumar, who has joined office on Tuesday, said, " Till now, no MLA has sought an appointment with me. If anyone wants to meet me, I will be available in my office."

Bengaluru (Karnataka): The Karnataka Legislative Assembly Speaker K.R. Ramesh Kumar is likely to take a call on the resignations submitted by the 13 Congress-JD (S) MLAs last week as he returns to the office on Tuesday. His decision is critical in terms of deciding the future course of the Cong-JD (S) alliance government in the state.

The Speaker, on Saturday, had promised to initiate the process on Tuesday by calling all MLAs, speaking to them, and then taking a decision.
If Kumar accepts resignations of the 13 MLAs, a trust vote in the Karnataka assembly will be imminent. In case he refuses to accept the resignations, he will have to cite valid reasons for it.

Meanwhile, former Karnataka Chief Minister and senior Congress leader Siddaramaiah has called for a Legislative Party meeting on Tuesday and has issued a whip ordering all its MLAs, including those who have tendered their resignations, to attend the meeting scheduled to be held in Bengaluru.

However, it remains unclear if the rebel MLAs from the party would attend the meet as they are in presently staying in an undisclosed location in Mumbai.

Earlier, Congress' legal department had petitioned the Speaker, requesting him not to accept the resignations of the 13 MLAs, alleging that the resignations had been submitted flouting constitutional and legislative assembly rules.

It requested the Speaker to take a final decision only after holding a separate inquiry with MLAs and hold hearings to gather the public opinion of the constituency they represent.

Dealing a further blow to the ongoing crisis in the ruling Congress- JD (S) alliance government, Karnataka Minister and Independent MLA R Shankar on Monday resigned from H D Kumaraswamy's cabinet and extended support to the opposition BJP.

Shankar met state Governor Vajubhai Vala and conveyed his decision to support BJP, a communication from the Raj Bhavan said.

The Ranebennur MLA, who quit as Municipal Administration Minister, later left for Mumbai to join the other 13 rebel MLAs.

With Shankar's decision to join the BJP, the saffron party's numbers in the 224-member assembly have gone up to 107 while the strength of the ruling coalition has come down to 116 excluding the Speaker. The half-way mark is 113.

If the Speaker accepts the resignation of the 13 MLAs, the government numbers will fall to 103.
