Reforms measures incorporated in farm laws recommended by panel during Cong tenure: Govt sources

Government sources on Monday said reforms measures incorporated in three new farm sector legislations were recommended by a Bhupinder Singh Hooda-led committee in 2010 when the Congress was in power.

The agitating farmers, seeking repeal of the farm laws, have given the call for a 'Bharat Bandh' on Tuesday and several opposition parties, including the Congress and the NCP, have extended their support to it.

With the opposition rallying around the farmers' protest against the Narendra Modi government's agri reforms, senior BJP leader and Union minister Ravi Shankar Prasad on Monday accused its rivals of "shameful double standards" as it claimed that parties like the Congress and the NCP had once supported what are now key provisions of the new laws.

Government sources said that in its report submitted in December 2010, the committee led by then Haryana Chief Minister Hooda had said, "The market for agricultural produce must be immediately freed of all sorts of restrictions on movement, trading, stocking, finance, exports, etc. No monopoly, including that of APMC or corporate licenses, should be allowed to restrict the market."

The committee had also said that the concept of farmers' markets, where farmers can freely sell to the consumers directly must be promoted, sources claimed.

Former Punjab Chief Minister and Shiromani Akali Dal (SAD) patriarch Parkash Singh Badal on Monday wrote to Prime Minister Narendra Modi seeking his "personal intervention" in reaching a solution to get the stalemate broken.

This comes ahead of December 8 'Bharat Bandh' call given by the farmers who are protesting against farm laws. SAD which broken its ties with NDA, soon after the passage of farm bills (now laws), has also supported the Bharat Bandh.

Gujarat doesn't support Bharat Bandh, says CM Vijay Rupani

Chief Minister of Gujarat Vijay Rupani on Monday said the state is not supporting Bharat Bandh call made by farmers and if anyone tries to close shops and other establishments forcefully then strict action will be taken against them.

Speaking at a press conference, Rupani said, "Bharat Bandh is not supported by farmers and Agricultural Produce Market Committees (APMCs) in Gujarat. There is no such situation in Gujarat. Tomorrow the bandh will not be successful. The government has also made complete arrangements that no violent incident should happen in the name of the bandh."

Gujarat is not supporting the 'Bharat Bandh' call made by farmers. If anyone tries to close shops and other establishments forcefully then strict action will be taken against them, the Chief Minister said.

Makeshift medical camp continues to operate at Singhu border amid farmers' protest

On day 12 of the farmer protests at the Singhu border (Delhi-Haryana border), a make-shift medical camp continued to operate there on Monday.

Speaking to Dr Gurpreet Singh, who is a general practitioner at a hospital in Amritsar, said, "We have attended to 400 farmers with ailments. They have been provided with treatment." "Many members of several Kisan Unions and protestors have complained of cold and fever."

He reiterated that to serve these patients, they have come from Amritsar. "We have carried many medicines for various ailments. We have checked the blood pressure, sugar, fever, diabetes of various patients. As per our knowledge, no COVID-19 case has visited us. We will continue to help the protestors," he added.

The Bar Council of Delhi and coordination committee of all the district courts of Delhi will support the Bharat Bandh of farmers and hold a peaceful demonstration on Tuesday in their respective court complexes, coordination committee chairman Sanjeev Nasiar said on Monday.

Bar Council of Delhi and coordination committee through a press statement stated that the legal fraternity fully supports the demand of the farmers and urges upon the Government of India to consider the genuine demands of the farmer community.

According to the statement, the legal fraternity is astonished as to how the government without discussion with the farmers as well as the representatives of the bar have gone ahead to enact the farm bills.

Days after returning his Padma Vibhushan, Akali Dal stalwart Parkash Singh Badal on Monday urged Prime Minister Narendra Modi to scrap the three new central farm laws, claiming they have pushed the country into a deep turmoil.

In a four-page letter, Badal called upon the Prime Minister to "show magnanimity and withdraw these laws "as a first step towards the resolution of the serious crisis confronting the country today.

This letter follows his December 3 announcement about returning Padma Vibhushan in protest against the farm laws.

Bharat Bandh draws more support; Centre issues advisory

A nationwide strike on Tuesday called by agitating farmer unions to press for repeal of the Centre's agri laws is likely to have an impact in parts of north India and some non-BJP ruled states elsewhere, even as the farmer leaders said that no one should be forced to join the shutdown.

With almost all opposition parties and several trade unions backing the 'Bharat Bandh' and many announcing parallel protests in support of the farmers, the Centre has issued an advisory directing all the states and Union Territories to tighten security and ensure COVID guidelines are followed. The railways too asked its personnel to step up vigil saying protesters may organise rail blockades in 16 states.

Appealing to everyone to join the "symbolic" bandh, farmer leaders said they will block key roads during their 'chakka jam' protest from 11 AM to 3 PM as part of their stir, which has drawn people from northern states especially Punjab, Haryana, Uttar Pradesh and Delhi since the last 12 days.

The Shiromani Akali Dal (SAD) has cancelled its three-day programme to mark the beginning of its centenary celebrations in view of the ongoing agitation by farmers, party leader Daljit Singh Cheema said on Monday.

The SAD core committee took the decision at a meeting presided by its chief Sukhbir Singh Badal.

The party, which pulled out of the ruling coalition at the Centre over the farm laws, demanded that the government repeal the legislation immediately and make statutory provisions for assured government procurement of farm produce at the minimum support price.

Cheema said thousands of Akali workers have been participating in the ongoing protest at Delhi borders against the three farm laws.

The party felt that the ongoing agitation would suffer if a large-scale, three-day event was held at Anandpur Sahib as planned, he said.

Delhi Environment Minister Gopal Rai appealed to the central government to take a decision soon to address the issues of farmers.

Rai, who also raised the issue in a meeting of ICAR called by the Centre on Monday, said if the income of farmers has to be increased, the minimum support price (MSP) will have to be implemented.

"The farmers are shivering in cold since the last 11 days. If the income of farmers has to be increased, then as per the recommendations of the Swaminathan committee, MSP will have to be implemented," Rai told reporters.

Sharad Pawar to meet President Kovind over farmers' protests

Nationalist Congress Party (NCP) chief Sharad Pawar will meet President Ram Nath Kovind on December 9, over farmers' protests, said the NCP Maharashtra office.

Former Agriculture Minister Pawar on Sunday said that the Centre passed the agricultural laws in haste and warned that if the situation is not resolved soon more farmers from across the country will join the protest.

"Farmers from Punjab and Haryana are the main producers of wheat and paddy, and they are protesting. If the situation is not resolved soon, we will see farmers from across the country joining them," Pawar said on the ongoing farmers' protest.

A nationwide shutdown has been called by the protesting farmers on December 8.

Centre unlikely to share draft amendments to farm laws with protestors before talks, hopes to resolve agitation through dialogue

The Union government's unrelenting attempts to resolve the farmers' agitation through dialogue is making little headway with few of the farmer unions remaining adamant on their demand to repeal the new agriculture laws.

While farmers expect the government to send the new draft with amendments to them before they come for the next round of meeting on December 9, sources in the government said that the draft will be discussed only at the discussion table.

"It doesn't make any sense to send in draft before they come for discussion. They are most welcome to come and discuss and debate the amendments they want in the laws," added the source.

The farmers had claimed that once the government sends the draft to them, they will first discuss it among themselves before coming for the meeting.

The government, in a bid to make headway in the discussions, agreed to 'as many amendments' as demanded by the farmers. "The farmers seemed like a divided lot with few convinced of laws and government's intention to make amendments on their suggestions whereas there was a handful of those who remained adamant on the repeal of farm laws," added a source.

Sources stated that farmers came with a list of demands not just demanding amendments but also amenities they expect the government to provide to facilitate their protest and agitation.

"They want mics, street lights, sanitation and other things to be able to communicate with others effectively," added the source.

To assuage the agitated farmers, the ministers committed to making amendments brought in as demands. "To this, one of the leaders quipped that so many amendments would be like changing all the sweets inside the box and yet keeping the box. So why not change the box," stated the source.

The fifth round of talks remained inconclusive with government and farmers agreeing on drafting a new set of amendments to the existing farm laws.

Delhi Chief Minister Arvind Kejriwal on Monday alleged that the Centre tried to "pressure" the Delhi government to convert the nine stadiums into temporary prisons during the farmers' 'Dilli Chalo' protest.

Kejriwal's remarks come as he arrived at Guru Teg Bahadur Memorial near the Singhu border (Delhi-Haryana border) to meet the protesting farmers and inspect the arrangements made for them.

Speaking to the media, he said that despite the Centre's pressure, the Delhi government did not proceed with the Delhi Police's request to convert stadiums into temporary prisons as the Aam Aadmi Party (AAP) believes that all the concerns of the farmers are legitimate.

"If you recall the farmers first came to the border areas of the Delhi, the Central government and the Delhi Police had pressured us to convert the 9 stadiums into prisons. At that time, I was put under pressure to give permission. I received a lot of phone calls. They had prepared a plan to send the farmers into the stadium. But we did not give them permission which helped the farmers to continue their protest," he alleged.

"First of all, we support all the demands of the farmers. All the concerns and demands of the farmers are legitimate. From the beginning, our government and our party have stood with the farmers' struggle," the Chief Minister said.

Last month, the Delhi Government had rejected the request made by the Delhi Police seeking to convert nine stadiums into temporary prisons, in view of the 'Delhi Chalo' farmers protest."The demand of the farmers is legitimate. The Centre must accept the demand made by the farmers. To put them behind the jail is not the solution. Every citizen in the country has the right to protest in a non-violent way...That is why we reject the demand made by Delhi Police to convert the stadiums into makeshift jails," the Delhi government had said in a statement.

Commenting on the current arrangements made to accommodate the needs of the farmers, Kejriwal said, "We have to help the farmers. Even today I have not come as a Chief Minister but as a 'sevadar' to help the farmers. They work for us 24 hours around the clock and today the farmers need us. I have come to see the arrangements being made for the farmers."

On farmers' 'Bharat bandh' call, Kejriwal said that the AAP will fully support the farmers with the hope that the 'bandh' will be observed peacefully.

"Farmer said that they are satisfied by the basic arrangements here..... All of our workers, officials, and volunteers are helping the farmers. AAP will fully support the December 8 Bharat bandh throughout the country. I hope that this bandh will be observed peacefully," he said.

Opposition parties, including Congress, Telangana Rashtra Samithi (TRS), Communist Party of India (Marxist), Communist Party of India, Communist Party of India (Marxist-Leninist), Revolutionary Socialist Party (RSP), Dravida Munnetra Kazhagam (DMK), Rashtriya Janata Dal (RJD), Samajwadi Party (SP), All India Forward Bloc (AIFB), Shiv Sena and National Congress Party (NCP) also supported the call for 'Bharat bandh'.

Government sources on Monday said reforms measures incorporated in three new farm sector legislations were recommended by a Bhupinder Singh Hooda-led committee in 2010 when the Congress was in power.

The agitating farmers, seeking repeal of the farm laws, have given the call for a 'Bharat Bandh' on Tuesday and several opposition parties, including the Congress and the NCP, have extended their support to it.

With the opposition rallying around the farmers' protest against the Narendra Modi government's agri reforms, senior BJP leader and Union minister Ravi Shankar Prasad on Monday accused its rivals of "shameful double standards" as it claimed that parties like the Congress and the NCP had once supported what are now key provisions of the new laws.

Government sources said that in its report submitted in December 2010, the committee led by then Haryana Chief Minister Hooda had said, "The market for agricultural produce must be immediately freed of all sorts of restrictions on movement, trading, stocking, finance, exports, etc. No monopoly, including that of APMC or corporate licenses, should be allowed to restrict the market."

The committee had also said that the concept of farmers' markets, where farmers can freely sell to the consumers directly must be promoted, sources claimed.

Chief Minister of Gujarat Vijay Rupani on Monday said the state is not supporting Bharat Bandh call made by farmers and if anyone tries to close shops and other establishments forcefully then strict action will be taken against them.

Delhi Environment Minister Gopal Rai appealed to the central government to take a decision soon to address the issues of farmers.

Centre unlikely to share draft amendments to farm laws with protestors before talks, hopes to resolve agitation through dialogue

The Union government's unrelenting attempts to resolve the farmers' agitation through dialogue is making little headway with few of the farmer unions remaining adamant on their demand to repeal the new agriculture laws.

While farmers expect the government to send the new draft with amendments to them before they come for the next round of meeting on December 9, sources in the government said that the draft will be discussed only at the discussion table.

"It doesn't make any sense to send in draft before they come for discussion. They are most welcome to come and discuss and debate the amendments they want in the laws," added the source.

The farmers had claimed that once the government sends the draft to them, they will first discuss it among themselves before coming for the meeting.

The government, in a bid to make headway in the discussions, agreed to 'as many amendments' as demanded by the farmers. "The farmers seemed like a divided lot with few convinced of laws and government's intention to make amendments on their suggestions whereas there was a handful of those who remained adamant on the repeal of farm laws," added a source.

Sources stated that farmers came with a list of demands not just demanding amendments but also amenities they expect the government to provide to facilitate their protest and agitation.

"They want mics, street lights, sanitation and other things to be able to communicate with others effectively," added the source.

To assuage the agitated farmers, the ministers committed to making amendments brought in as demands. "To this, one of the leaders quipped that so many amendments would be like changing all the sweets inside the box and yet keeping the box. So why not change the box," stated the source.

The fifth round of talks remained inconclusive with government and farmers agreeing on drafting a new set of amendments to the existing farm laws.

Delhi Chief Minister Arvind Kejriwal on Monday alleged that the Centre tried to "pressure" the Delhi government to convert the nine stadiums into temporary prisons during the farmers' 'Dilli Chalo' protest.

Kejriwal's remarks come as he arrived at Guru Teg Bahadur Memorial near the Singhu border (Delhi-Haryana border) to meet the protesting farmers and inspect the arrangements made for them.

Speaking to the media, he said that despite the Centre's pressure, the Delhi government did not proceed with the Delhi Police's request to convert stadiums into temporary prisons as the Aam Aadmi Party (AAP) believes that all the concerns of the farmers are legitimate.

"If you recall the farmers first came to the border areas of the Delhi, the Central government and the Delhi Police had pressured us to convert the 9 stadiums into prisons. At that time, I was put under pressure to give permission. I received a lot of phone calls. They had prepared a plan to send the farmers into the stadium. But we did not give them permission which helped the farmers to continue their protest," he alleged.

"First of all, we support all the demands of the farmers. All the concerns and demands of the farmers are legitimate. From the beginning, our government and our party have stood with the farmers' struggle," the Chief Minister said.

Last month, the Delhi Government had rejected the request made by the Delhi Police seeking to convert nine stadiums into temporary prisons, in view of the 'Delhi Chalo' farmers protest."The demand of the farmers is legitimate. The Centre must accept the demand made by the farmers. To put them behind the jail is not the solution. Every citizen in the country has the right to protest in a non-violent way...That is why we reject the demand made by Delhi Police to convert the stadiums into makeshift jails," the Delhi government had said in a statement.

Commenting on the current arrangements made to accommodate the needs of the farmers, Kejriwal said, "We have to help the farmers. Even today I have not come as a Chief Minister but as a 'sevadar' to help the farmers. They work for us 24 hours around the clock and today the farmers need us. I have come to see the arrangements being made for the farmers."

On farmers' 'Bharat bandh' call, Kejriwal said that the AAP will fully support the farmers with the hope that the 'bandh' will be observed peacefully.

"Farmer said that they are satisfied by the basic arrangements here..... All of our workers, officials, and volunteers are helping the farmers. AAP will fully support the December 8 Bharat bandh throughout the country. I hope that this bandh will be observed peacefully," he said.

Heavy deployment of forces on Delhi border

Delhi: Delhi's border points were put under heavy police deployment with concrete barriers and multilayered barricades put in place as the fifth round of talks between the farmers and the government yielded no results.

The angry farmers after witnessing the heavy deployment started shouting slogans against the government and said they will not go back to their home until their demands are fulfilled by the Centre.
