After heated proceedings, the court issued a notice to all the states asking them to give a status report in 6 weeks explaining what they are doing to tackle air, water pollution and garbage lifting.

The state governments were also asked to reply on why should they not be paying compensation to people for affecting people's life adversely due to pollution. The report has to be submitted in 6 weeks.

The central government was asked to constitute a high level committee within 3 days comprising of an IIT professor, to examine the best technologies to tackle the situation and the report on this has to be submitted within 3 weeks.

The Supreme Court issued notice to all states on Monday seeking report on air quality, drinking water and garbage disposal, and asked the Centre to take concrete decision within 10 days on having smog towers in Delhi-NCR to combat pollution which has shortened the life span of millions of citizens.

SC asked Punjab, Haryana, UP and Delhi to explain why they should not be questioned for how to compensate people affected by bad air quality.

The apex court slammed the Centre and states for "blame game" on the issue of water and air pollution in Delhi.

Taking serious note of water pollution in Delhi, it said people have right to get pure drinking water.

"We are 'literally shocked' that water is polluted in Delhi and blame game is going on. What is this happening," the bench said.

Expressing shock over increasing air pollution, Justice Mishra told Solicitor General Tushar Mehta, "Why are people being forced to live in gas chambers? It is better to kill them all in one go. Get explosives in 15 bags at one go. Why should people suffer all this?"

Why people are in this gas chamber? You better finish them all. This wrong is going on for long, says SC.

New Delhi: The Supreme Court on Monday pulled up the governments of Punjab and Haryana for failing to take steps against stubble burning. 

A bench of justices Arun Mishra and Deepak Gupta took serious note of stubble burning in the two states and said that the life span of millions of citizens has shortened and people are "suffocating" due to pollution in Delhi-NCR.

"Punjab and Haryana are not doing anything, stubble burning has increased, "Justice Arun Mishra said.

"Can you treat people like this and permit them to die due to pollution," asked the bench.

Delhi is nearly suffocating. Just because you (Punjab government) are not able to implement measures does not mean that people in Delhi-NCR should die and suffer from cancer," it added.

"Mr Chief Secretary we will hold every machinery in the state responsible. There was no will-power, Mr Chief Secretary we are not going to leave this issue,' the court said.

The AQI on Monday in the national capital docked at 218, which falls in the 'poor' category.
