New Delhi: Asserting that People's Liberation Army (PLA) keeps intruding into the Indian side of Arunachal Pradesh, BJP MP Tapir Gao on Friday told ETV Bharat that he will raise the issue in the Monsoon session of the Parliament scheduled to start from Monday.

He said that five people from the state who were 'abducted' by the PLA are yet to be released.

“In fact, People living along the India-China international border of the state have been vacating their villages in search of secured places. They also leave these villages in search of livelihood, better health facilities, proper education which is not at all available in the bordering areas,” said Gao.

He claimed that when people leave their villages, the Chinese army intrudes into the area and captures the places. “I will raise these issues in the Parliament,” said Gao.

Chinese army intruding into the Indian side, however, is not a new phenomenon. In fact, China always keeps claiming Arunachal Pradesh as its territory.

“From time and again I have been saying that China keeps making claims over Arunachal Pradesh. China keeps incursions inside Arunachal Pradesh on regular intervals. Recently, on September 2 or 3, five youths from Arunachal Pradesh who went for hunting and fishing in upper Subansiri have been picked up by the PLA…It’s Dibang valley in Anjou district or Subansiri areas, China keeps doing incursion activities,’ said Gao.

“I was told following pursuance of the Arunachal Pradesh government; India has taken up the matter at an appropriate level. We want a safe release of the five youths of Arunachal Pradesh,” he said.

Although earlier China denied any idea about the five missing youths, the Chinese government later admitted that the youths have PLA.

It may be mentioned here that, being aware of the need of a major development in the border areas, the central government has brought new guidelines of Border Area Development Programme (BADP) under the Home Ministry.

The guidelines, which have come into effect from April 1, will give priority on the strategically important villages and towns in border areas that have been identified by the border guarding forces. Around Rs, 78.4 crore has been sanctioned for projects in areas inhabited along the 3,488 km China border.

As per the guidelines, construction of roads, bridges, culverts, primary schools, health infrastructure, playfields, irrigation works, mini-stadiums, indoor courts for basketball, badminton and table tennis can be undertaken within 10 km of the border from the BADP funds.

The main objective of the BADP is to meet the special developmental needs and well-being of the people living in remote and inaccessible areas situated near the International Boundary (IB)

A centrally sponsored scheme, BADP, presently covers 396 Blocks of 111 border Districts in 16 States and 2 Union Territories abutting the international boundary-Arunachal Pradesh, Assam, Bihar, Gujarat, Himachal Pradesh, Jammu & Kashmir (UT), Ladakh (UT), Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttar Pradesh, Uttarakhand and West Bengal.
