Arms Amendment Bill, 2019 passed in the Rajya Sabha

The bill provides a maximum punishment of life imprisonment for manufacturing and carrying illegal arms.

The Arms (Amendment) Bill, 2019, which also provides that a person can have a maximum of two firearms as against three allowed at present, was passed by a voice vote in Rajya Sabha.

It was approved by Lok Sabha on Monday.

BPF MP from Assam Biswajit Daimary targetted an MP in the Rajya Sabha, adding that he was an extremist and has now become a sitting MP in the Parliament.

The MP said that there is no provision for such people in the Arms Bill, who never surrender their weapons. 

He sought the government's attention to such issues.

SP MP Ch Sukhram Singh Yadav stood in support of the Arms Bill in the House. He said that the renewal period of personal weapons could be extended from five years to more in case no complaint is registered against the licence owner.

He further asserted that Bihar and Uttar Pradesh are most prone to criminal activities with weapons. Also, there are remote areas in these two states where it is quite necessary to keep weapons for personal safety. 

People should be allowed to keep more than two weapons in such regions, and in case of any kind of illegal activity registered, the licence should be cancelled without delay, the Minister added. 

Yadav strongly opposed the misuse of ammunistion licence by anyone.

Structure of RCEP does not address issues raised by India: Goyal

Piyush Goyal briefs on India's stand on RCEP and its decision on not to join a trade agreement with the ASEAN countries. He said that having an FTA with several countries resulted in an increase in India's foreign deficit. 

The Regional Comprehensive Economic Partnership, to give its full name, is aimed at strengthening trading ties among China and others with Asean members. Broadly speaking, it would lower tariffs and other barriers to the trade of goods among the 16 countries that were in or had existing trade deals with, ASEAN.

India had been forcefully raising the issue of market access as well as protected lists of goods mainly to shield its domestic market as there have been fears that the country may be flooded with cheap Chinese agricultural and industrial products once it signs the deal.

"ASEAN-India Free Trade Agreement (AIFTA) was decided upon in 2012. We were ready for RCEP.  India worked for the cherished objective of striking balance, in the spirit of give and take," Goyal said.

CAB to be introduced in Rajya Sabha tomorrow

The BJP is confident of the passage of the contentious Citizenship Amendment Bill in the Rajya Sabha which will be introduced in the upper house on Wednesday, sources said on Tuesday.

The bill piloted by Union Home Minister Amit Shah was comfortably passed in the Lok Sabha on late Monday night as the ruling BJP enjoys a clear majority in the house.
Sources in the party said that the legislation will also sail through the Rajya Sabha as the ruling NDA has the numbers.

As per the calculations of the BJP's floor managers, the effective strength of the Rajya Sabha is 238. The NDA's current strength is 105 in the House, including 83 members of the BJP, six of Janata Dal (U), three of Shiromani Akali Dal (SAD), one each from LJP and RPI(A) and 11 nominated MPs.

The BJP is in talks with AIADMK which has 11 members, the BJD with seven members, YSRCP with two members and TDP with two members. The saffron party is confident of their support as all these parties had backed the bill in Lok Sabha.

With support of these 22 members, the BJP-led NDA will have the support of 127 members in the House which is above the majority mark of 120.

RS proceedings underway; Piyush Goyal briefs on India's position on RCEP

New Delhi: The Rajya Sabha on Tuesday will see a statement by the government on India's position in Regional Comprehensive Economic Partnership (RCEP), besides tabling of some important Bills like the Arms (Amendment) Bill and the Appropriation (No.3) Bill, 2019.

Union Minister of Railways and Commerce and Industry Piyush Goyal will make a statement in Rajya Sabha on Tuesday, regarding India's position on RCEP. Meanwhile, Amit Shah will move the Arms (Amendment) Bill, 2019 further to amend the Arms Act, 1959, as passed by the Lok Sabha.

The Appropriation (No.3) Bill, 2019 will be moved by Union Finance Minister Nirmala Sitharaman. This is to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of India for the services of the financial year 2019-20, as passed by the Lok Sabha.
