Massachusetts digs out after large snow storm

The late winter storm hit the hardest in the early morning hours of Monday. It dumped more than a foot of fresh snow on a large swath of New England, hitting some areas that had gotten off relatively unscathed for most of the season.

Arlington (Massachusetts): Massachusetts residents used shovels and snow blowers to dig out of one of the biggest snow storms of the season that dumped more than a foot of precipitation in parts of the northeastern US overnight.

The late winter storm hit the hardest in the early morning hours of Monday. It dumped more than a foot of fresh snow on a large swath of New England, hitting some areas that had gotten off relatively unscathed for most of the season.

Michael Raab of Arlington, Massachusetts, found himself clearing up his driveway early Monday; his children at home after schools were closed.

"We've been waiting a whole winter and it finally came. So, the kids were happy there is a snow day," Raab said.

The amount of snow also caught stay-at-home-mom Tracey Scatterday by surprise.

Scatterday said forecasts showed only five to eight inches of snow were expected, but measurements showed the storm dumped about 15 inches of precipitation.

New Englanders have grown accustomed in recent years to seeing winter start slowly and linger past its welcome.

"We're kind of used to it by now," said Scatterday. "I feel like March is our month now for snow."

Massachusetts Gov. Charlie Baker cautioned anyone out on the road to be careful as temperatures first rise and snow melts, but then as they again dip.

In New England, nearly 60,000 customers were without power at the storm's peak, though many of those had their power restored by Monday afternoon.

In the Boston suburb of Needham, a snowplow struck a gas meter at an assisted living complex Monday morning, triggering a gas leak and forcing more than 100 elderly residents to evacuate. No injuries were reported, and residents were able to return after a few hours.

China will reduce the tax burdens and social insurance contributions of enterprises by nearly two trillion yuan (about 298 billion U.S. dollars) this year, according to a government work report delivered Tuesday by Premier Li Keqiang at the opening meeting of the annual legislative session.
Delivering the government work report to the deputies attending the Second Session of the 13th National People's Congress (NPC), the premier said, China will introduce both general-benefit and structural tax cuts, focusing primarily on reducing tax burdens on the manufacturing sector and on small and micro businesses.
China will reduce the current value-added tax rate of 16 percent for manufacturing and other industries to 13 percent, and lower the rate for such industries as transportation and construction from 10 percent to nine percent.
Supporting measures, like increased tax deductions for producer and consumer services, will be taken to make sure that tax burdens in all industries do not go up, according to the premier.
China will ensure that the general-benefit tax cut policies issued at the start of the year for small and micro businesses are put into effect, Li said.
The moves aim at strengthening the basis for sustained growth while also considering the need to ensure fiscal sustainability, and are taken to support the efforts to ensure stable economic growth, employment, and structural adjustments, he added.
The country will lower the share borne by enterprises for urban workers' basic aged-care insurance, and localities may cut their contributions down to 16 percent, he said.
Li said we must reduce burdens on enterprises, but also ensure that employees' social security benefits remain unchanged and aged-care pensions increase properly and are paid on time and in full, so that social security funds are sustainable and both enterprises and employees benefit.
Tax cuts and fee reductions get right to the spot in tackling the pains and difficulties currently troubling market entities, and they are both fair and efficient, Li said.
In 2018, the tax and fee burdens on enterprises and individuals were reduced by around 1.3 trillion yuan, according to the report.
China will continue to develop new and improved approaches to macro regulation and keep the main economic indicators within an appropriate range, according to the premier.
