Government initiates process to make gold hallmarking mandatory

The (central) government is intending to make hallmarking of gold jewellery mandatory in the country.

Kolkata: The centre has revived its intention to make hallmarking mandatory for gold jewellery and plans to notify the regulation in WTO in a week time, a top official said.

Bureau of Indian Standards (BIS) Director General Surina Rajan, however, assured the jewellery traders that the process would be done in consultation with all stakeholders.

"The (central) government once again intends to make hallmarking of gold jewellery mandatory in the country. A notification to WTO is expected in a week time to seek comments," she told PTI.

India being a signatory to the World Trade Organisation (WTO), it is required to notify the WTO before introducing any mandatory regulation, she said.

Rajan was in the city on Monday to address an awareness event on standards and quality assurance through hallmarking, organised by Indian Chamber of Commerce.

She said digitisation of hallmarking would be a "crucial component for making it mandatory".

"We have engaged IIT-Mumbai to execute the digitisation programme for gold hallmarking and it will take about a year to complete the system," Rajan said.

The initiative will connect all hallmarking centres with BIS control and a hallmarking code will be generated only after completion of a fool-proof system, she explained.

Currently, there are about 800 hallmarking centres across the country and only 40 per cent of jewellery is hallmarked.

Rajan also assured jewellery sector that barring any major criminal conspiracy, the BIS does not want to exercise its authority to arrest, search and seizures.

Linking of user profile with Aadhaar: SC agrees to hear Facebook's plea for transfer of cases
         New Delhi, Aug 20 (PTI) The Supreme Court on Tuesday agreed to hear a plea of Facebook Inc for transfer of cases related to demands for linking of social media profiles of users with Aadhaar number, pending before the high courts of Madras, Bombay and Madhya Pradesh to the apex court.
          The top court issued notice to the Centre, Google, Twitter, YouTube and others and sought their response by September 13.
          A bench of justices Deepak Gupta and Aniruddha Bose said the notices to the unserved parties should be sent through e-mail.
          The bench said the hearing in cases related to linkage of social media use profiles with Aadhaar pending before the Madras High Court will continue but no final order will be passed.
          The apex court on Monday was told by the Tamil Nadu government that social media profiles of users need to be linked with Aadhaar numbers to check circulation of fake, defamatory and pornographic content as also anti-national and terror material.
          Facebook Inc is resisting the state's suggestion on grounds that sharing of 12-digit Aadhaar number, the Biometric Unique Identity, would violate privacy policy of users.
         Facebook Inc had said that it cannot share the Aadhaar number with a third party as the content on its instant messaging Whatsapp was end-to-end encrypted and even they do not have access to it. PTI MNL ABA LLP
