Rajya Sabha passes National Medical Commission Bill

Rajya Sabha passed the National Medical Commission Bill for replacing the 'corruption-plagued' MCI with a new body, in what was described by the government as one of the biggest reforms for medical education in the country.
         
The Bill that seeks to repeal the Indian Medical Council (MCI) Act 1956 was passed by a voice vote, amid a walkout by AIADMK.
         
The Lok Sabha on July 29 had passed the National Medical Commission Bill 2019.

While responding to MPs doubts and questions on the NMC Bill, Union Minister Harsh Vardhan said that community health providers is a concept which has been adopted by even developed nations.

"21 of the 25 members of the NMC are doctors and they will decide what will be the minimum qualification required to be a community health providers. This is a WHO-approved practice," Harsh Vardhan said.

"MPs said the representation of states is less in the NMC. Of the 25 members of the council, 11 are state representatives," he said.

Shiv Sena MP asks govt if production of Train-18 stopped

 A Shiv Sena Rajya Sabha MP sought to know from the government if production of indigenous 'Train-18' has been stopped.

Raising the issue during the Zero Hour in the House, Sanjay Raut (SS) said the semi-high speed train, popularly known as Train-18, is considered as a game changer for the Indian Railways and is one of the most successful experiments of Make-In-India.

Some of the salient features of the amended UAPA, 2019 are listed below:

1. Schedule 4 of the UAPA will allow the National Investigation Agency (NIA) to designate an individual suspected to have terror links as a terrorist.

2. After the amendment, if an investigation is being carried by an NIA officer, approval of the NIA DG will be sufficient for the seizure of terror-related property.

3. The bill additionally empowers the officers of the NIA of the rank of inspector or above, to investigate cases.

4. Banning of an individual terrorist under the UAPA will add India's request to other countries to designate them as a most wanted terrorist.

The UAPA Act of 2019 sought certain changes in the UAPA, 1967. However, the amendment to the act has effectively been made thrice in the years 2004, 2008 and 2013.
