Congress has accused the Modi government of favouring Adanis in the multi-crore submarine deal that includes a contract for building six submarines for the Indian Navy. Congress also termed this favouritism as an example of crony capitalism.

New Delhi: The Congress has alleged favouritism by the government towards the Adani Defence's joint venture with Hindustan Shipyard in the award of the Rs 45,000 crore contract for building six diesel-powered submarines, despite the company having no sectoral experience.

Terming it an example of crony capitalism, Congress chief spokesperson Randeep Singh Surjewala said, "The government is flouting norms and the defence procurement procedure 2016 (DPP-2016) in awarding the contract to the Adani-HSL joint venture".

"The Submarine Project 75-I is under a cloud of suspicion owing to allegations of favouritism, crony capitalism, violations of the DPP-2016 and an alleged over-ruling of Indian Navy and its empowered committee by the Narendra Modi government," said Surjewala.

The Congress said five companies -- L&T, Reliance Naval & Engineering the government-controlled Mazgaon Dock Shipbuilders, HSL and Adani-HSL JV -- replied to the expressions of interest (EoIs) invited by the government for building the submarines.

"The empowered committee of the Navy, whose head is controller of warship acquisition, short-listed L&T and Mazgaon Dock Shipbuilders, but the government is pressurising it to include the Adani-HSL JV. The meeting for the same is on Friday," Surjewala alleged.

Alleging that the Adanis have zero experience and have flouted the project norms, the Congress leader said as, till the final closure of EoIs on September 11, 2019, there was no official joint venture. On September 28, the companies announced the formation of the joint venture, he said referring to media reports.

"According to rules, the joint venture has to get clearance from the Ministry of Defence. But it had not been taken at the time submitting the EOI. The 'credit rating' has also been lowered to benefit the Adani JV. The norms say every entity bidding for a contract above Rs 1,000 crore should be categorised as 'A' but in this case, it has been diluted to 'BBB'," alleged Jaiveer Shergill, Congress spokesperson, citing an HSL press statement.

"This is apparent from a press conference/statement by HSL Managing Director Admiral L.V. Sarat Babu on September 28, where he categorically said the HSL is in the process of forming a joint venture with Adani Defence and the HSL is seeking permission from the government for the same," Shergill said.

The reported decision of the 'empowered committee' of the Navy putting the so-called Adani Defence-HSL out of contention and consideration appeared to be prima facie correct, he said. "Why is then the Modi government seeking to overrule the Navy," he asked.

Intro:New Delhi: Taking the 45,000 crore Submarine Project 75-I under a cloud of suspicion, Congress put allegations of "favoritism, crony capitalism, and violations of Defence Procurement Procedure 2016 (DPP-2016)" over Modi Government for allegedly trying to allocate this project to Adani Defence joint venture.


Body:Congress spokesperson Randeep Singh Surjewala asked, "Is Modi government favouring Adani defence joint venture in the 45 thousand crore summary in project? Is Modi government promoting financial interest of its crony capitalism friends by violating the dpp 2016 and eligibility conditions contained therein? Is Modi government overruling Indian Navy and its empowered committee in the matter of in Eligibility of Adani Defence joint venture?"

As the official documents, a 'Request for Expressions of Interest' was issued in April 2019, to build six conventional diesel electric submarines for Indian Navy under Strategic Partnership Model, with an estimated cost of Rs 45000 crore. For this project, an 'Empowered Committe' was constituted inherited by navy's controller of Warship Production and Acquisition.

Five responses were received for this project including Larsen and Toubro Limited, Mazagaon Dock Shipbuilders Limited, Reliance Naval & Engineering Limited, Hindustan Shipyard Limited and Adani Defence+ Hindustan Shipyard Limited.

"Adani defence has zero experience of making ships or submarines it seeks to manufacture submarines based on a clause where an experience of setting up and running a power plant is counted," said Surjewala.

Congress also claimed that the empowered committee of Indian Navy shortlisted two entities, Government owned Mazagaon Dock Shipbuilders Limited and Larsen and Toubro, on examination of manufacturing facilities financial records and other criteria.

"Defence Ministry is required to mandatory approve the Special Purpose Vehicle and scrutinize thoroughly. Adani defence or HSL had not constituted any such SPV after the last date of submission of request for EOI, i.e. 11th Sept, 2019. They hadn't got any such SPV approved of scrutinized from defence ministry up till the last date. GoI and Defense Ministry now seek to overrule the Empowered Committee of Indian Navy by directing consideration of Adani Defence JV," claimed Congress.

As per DPP 2016, 'Assessment of Capacity of Ship Building Entities' requires that 'Credit Rating' of every entity bidding for Contract above than Rs 1000 crore should be categorized as 'A', but while showing the expression of interest defence ministry decided to dilute this rating to 'BBB'.

"Incidentally, Adani Power has a credit rating of 'BB+' and all Adani power subsidiary companies have mostly credit rating of 'BBB' with the exception of Adani Power Maharashtra Limited," alleged the party.


Conclusion:Congress party demanded the Prime Minister
and Defense Minister to come forward and answer that "fairness not foul play, nationalism not crony capitalism, will be the yard sticks for decision on India's prestigious submarine project."
