Food ministry to launch ‘One Nation, One Ration Card’ scheme

Union Minister for Consumer Affairs, Food and Public Distribution Ram Vilas Paswan Thursday announced that the central government is planning to launch 'One Nation One Ration Card', a scheme which will enable Public Distribution System beneficiaries to access their quota of grains from any ration shop across the country.

New Delhi: Union Minister for Consumer Affairs, Food and Public Distribution Ram Vilas Paswan on Saturday announced that the central government is working on a plan to launch a “One Nation One Ration Card” scheme for beneficiaries, especially migrant workers, to access the Public Distribution System from any PDS shop across the country.

It is aimed at providing freedom to beneficiaries, as they will not be tied to one PDS shop, and reduce their dependence on shop owners hence curtailing corruption.

"The basic idea of 'One Nation, One Ration Card' is to have Point of Sale Machines (POS) in every government-certified PDS store. The availability of PoS (Point of Sale) machines need to be ensured at all PDS shops to implement the scheme. PoS machines are available at all PDS shops in ten states including Andhra Pradesh, Haryana and a few other others, but 100 per cent availability is required to provide the benefit across the country,” said Paswan after chairing a meeting on the scheme on Thursday.

Paswan had chaired a meet with food secretaries and other officials of state governments, Food Corporation of India (FCI), Central Warehousing Corporation (CWC) and State Warehousing Corporations (SWCs).

Paswan further announced, "we are happy that POS machines have been installed in 70 percent of the country's PDS stores and 85 percent of the ration cards have been linked to the Aadhar cards."

The cabinet minister also pointed out that POS machines have been installed in 22 states with a 100 percent coverage.

According to a statement from the Ministry of Consumer Affairs, Food and Public Distribution, which will implement the scheme, the Integrated Management of PDS (IMPDS), under which beneficiaries can avail their share of food grain from any district, is operational in Andhra Pradesh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Telangana and Tripura.

The food ministry is also likely to create a central repository of all ration cards which will help in de-duplication.
Paswan also said the work done by the Department of Food and Public Distribution is very important. It is a lifeline for the beneficiaries wherein 612 lakh tonnes of foodgrains, stored in warehouses of FCI, CWC, SWCs and private godowns, are distributed among 81 crore people annually.

नयी दिल्ली: केंद्रीय उपभोक्ता मामले खाद्य एवं सार्वजनिक वितरण मंत्री रामविलास पासवान ने कहा कि कुपोषण की समस्या के समाधान के लिए खाद्य मंत्रालय फोर्टीफाइड चावल के वितरण की योजना लागू करेगी, 3 वर्षों तक इसे पायलट प्रोजेक्ट के तौर पर चलाए जाएगा. पायलट योजना 15 राज्यों के 15 जिलों में चलाई जाएगी, 15 में से 9 राज्यों ने यह योजना शुरू करने की अनुमति दे दी है


Body:असम, गुजरात, कर्नाटक, आंध्र प्रदेश, उत्तर प्रदेश, उड़ीसा, केरल महाराष्ट्र, तमिल नाडु ने इस योजना को शुरू करने की अनुमति दे दी है, बचे हुए राज्यों को भी इस योजना को शुरू करने को कहा गया है और किन जिलों में शुरू करना है उसपर जल्द फैसला लेने को कहा गया है. बता दें फोर्टीफाइड चावल जरूरी विटामिन और खनिज से लैस है, बच्चों में कुपोषण की समस्या के समाधान के लिए पोषक तत्वों से भरपूर फोर्टीफाइड चावल योजना काफी कारगर साबित हो सकता है, अक्टूबर के शुरुआत में 15 राज्यों के 15 जिलों में फोर्टीफाइड चावल की पायलट परियोजना शुरू की जाएगी

वहीं रामविलास पासवान ने कहा कि हमने कुछ दिन पहले ही कहा था कि सरकार 'एक देश - एक राशन कार्ड योजना' की दिशा में काम कर रही है, अगले साल के 30 जून तक यह योजना पूरे देश में लागू हो जाएगी, pos मशीन से अनाज वितरण का काम अंतिम चरण में है, सभी राशन कार्ड को आधार से जोड़ने का काम भी अंतिम फेज में है, अभी 10 ऐसे राज्य हैं जहां पर पी ओ एस मशीन के जरिए अनाज वितरण की व्यवस्था हो चुकी है, उन 10 राज्यों में से कोई भी लाभार्थी उस राज्य के किसी भी जन वितरण प्रणाली दुकान से अनाज ले सकते हैं


Conclusion:उन्होंने कहा कि इस व्यवस्था को पूरे देश में लागू करने का काम जो है वह अपने अंतिम चरण में है, सभी राशनकार्ड का डाटा एक सर्वर से जुड़ जाएगा, हर लाभार्थी देश भर में कही भी किसी जन वितरण प्रणाली दुकान से अपना अनाज ले सकेगा. उन्होंने कहा कि बिहार में पोस मशीन का काम अभी चल रहा है अभी तक 3 जिला में ही हुआ है काम बिहार में 41, 483 कुल pos मशीन लगाना है, जुलाई तक बिहार में पीओएस मशीन लगाने का काम हो जाएगा
