The Congress, which has 14 members in the 40-member state Assembly, submitted a memorandum to the Governor, urging her not to dissolve the Assembly and instead invite the party to form the government, leader of opposition Chandrakant Kavlekar said.
In the memorandum, Chandrakant Kavlekar claimed that Manohar Parrikar's government is in minority and the BJP's numbers may fall further, thus demanded that she should invite the Congress, the single largest party in the Assembly to form a government.
The state is being ruled by the Bharatiya Janata Party-led Alliance.
The BJP has 13 seats in the Assembly, its allies Goa Forward Party and MGP have three each.
Three Independents and a lawmaker from Nationalist Congress Party also support the BJP.
