Dehradun: In Vikasnagar area of Uttarakhand, the traffic police have issued a challan of one thousand rupees, under the Motor Vehicle Act, to a bullock cart!

According to reports, the police on patrol duty fined the vehicle when it was found abandoned near a river. The farmer, who owns the cart, has accused the police of throwing away his luggage kept on the cart.

The incident has raised issue on how the 'Motor Vehicle' Act could be used to issue penalty to a cart owner.

The Police has however claimed that Challan was deducted by mistake and the fine has since been cancelled.

The Motor Vehicles Amendment Act has waded into controversy with multiple states accusing the Centre of burdening the common man with heavy fines. The Act, which came into effect from September 1, aims at stricter punishment for violation of traffic regulations and to bring discipline on roads.
