Yeddyurappa, Siddaramaiah in wordy duel over whip

During the resumed debate on motion of confidence moved by chief minister H D Kumaraswamy, Yeddyurappa told Siddaramaiah, the Congress Legislature Party leader, that the whip he has issued against the rebel MLAs has no value.

"My understanding of law is that the Supreme Court has given protection to the (rebel) MLAs from the whip. They cannot be compelled to attend the assembly proceedings. Whether you agree with me or not but your whip has no value, " the BJP veteran told Siddaramaih.

However, Siddaramaiah countered him saying the apex court has not barred him from issuing whip and the Speaker of the assembly has upheld his right.

"Supreme court has not told me not to issue whip. I have got every right to issue whip under the Constitution. It has been upheld by the Speaker," he said.

He also said the 10th Schedule of the Constitution dealing with disqualification on ground of defection has made it clear that not only the violation of a whip but also indulging in anti-party activities could invite disqualification of the MLAs.

I spoke to one of the MLAs there and he asked me to come and take him away. It's not BJP leaders who have back-stabbed me but it's the rebels in Mumbai who have back-stabbed me. But, do not worry, they will do the same to all of you."

Speaker behaved in 'most partisan manner': Union Minister

Union Minister Pralhad Joshi accused Karnataka Speaker KR Ramesh Kumar of acting in the "most partisan manner" and deliberately delaying the trust vote to help Congress-JDS government stay afloat.

"It is very unfortunate that the deadline is extended every day. The Speaker, about whom people had great expectations, has fully disappointed us. He has behaved in the most partisan manner," he told media persons.

He urged the Speaker to ensure that the trust vote is not delayed further and completed today itself. "I urge him to complete it today itself. Otherwise, people will lose their faith in the institution."

According to reports, the Assembly Session commenced with only the Speaker and BJP MLAs in attendance. However, it is not clear whether the JD(S)-Congress MLAs will attend the Session later. BJP MLAs objected to the absence of the coalition MLAs, including Chief Minister HD Kumaraswamy. "Should the MLAs come when the session is called or should the session be held according to their whims? If the chief minister himself is absent, then what can we expect from others," said BJP MLA KS Eshwarappa.

Speaker asks HDK to face trust vote by 6 pm today

Amid late Monday night drama in the Karnataka Assembly, Speaker KR Ramesh Kumar directed Chief Minister HD Kumaraswamy to face floor test on Tuesday by 6 pm to prove majority in the House.

"I am adjourning the House nearly at midnight to meet again on Tuesday at 10 am for concluding the debate on the confidence motion by 4 pm and holding the floor test by 6 pm," Kumar told the members and left the Assembly premises in a huff.
