Rangia: The family of Ehtramuddin Ali Ahmed, the younger brother of India's fifth president Fakhruddin Ali Ahmed, is one among lakhs of families who did not make it to the final NRC list published on August 31.

Ziauddin Ali Ahmed- the late president’s nephew and the son of Ehtramuddin Ali Ahmed- and his family was not able to apply to be included in the NRC because they could not find any of their ancestors, including the former president, on the 1951 National Register of Citizens or any of the electoral rolls up to 1971.

Ehtramuddin, reportedly moved to Rangia after getting married. According to Ziauddin, his father was an engineer who worked mostly in Guwahati, although, his family lives in Rangia. Ziauddin lives with his wife and two children in Rangia.

Ehtramuddin and Fakhruddin’s father, Zalnur Ali Ahmed, is thought to be the first Assamese person to obtain a medicine degree. He was employed by the Army and retired as a colonel.

The final NRC which has been updated for the first time since 1951 in a bid to detect undocumented migrants, has excluded as many as 19, 06, 657 people effectively stripping them of their citizenship.

AASU to move SC against the final NRC list

The All Assam Students' Union (AASU) said it is not happy with the exclusion figure in the final National Register of Citizens (NRC) which was released on Saturday, and will appeal against it in the Supreme Court.

The AASU is a signatory to the Assam Accord, a 1985 document that provided for "detection, deletion and deportation" of illegal foreigners from Assam.

What if a person is declared a foreigner?

Under the provision of the Citizenship (Amendment) Act, 2003, if a person is declared foreigner he/she is entitled to appeal in front of the foreigners' tribunals. The person can even avail free legal aid if he/she fulfils certain criterion mentioned in Section 12 of the Legal Services Authorities Act, 1987.

Earlier, the Assam government had said that it will bear the legal expenses of needy people excluded from the final National Register of Citizens (NRC) so that they can appeal to foreigners’ tribunals for the inclusion of their names.

Foreigners' tribunals are quasi-judicial bodies that exclusively adjudicate matters of citizenship.

Merely non-inclusion of the name in NRC cannot declare a person as a foreigner but the burden is always on the suspect to prove he is not a foreigner. However, those who will be declared foreigners by tribunals will be not included in the NRC list.
