Amid ruckus, Farm Laws repealed without discussion

Union Agriculture Minister Narendra Singh Tomar introduced the Bill in both the Lok Sabha and Rajya Sabha amid sloganeering by Opposition MPs against passage of the Bill wtihout discussion. Both the Houses have adopted the Bills paving way for the repeal of three contentious Farm Laws.

New Delhi:Amid protests by the opposition members, the Lok Sabha and Rajya Sabha adopted the Farm Laws Repeal Bill, 2021 on the opening day of the winter session of Parliament.

The Farm Laws Repeal Bill, 2021 - provides for the repeal of three Farm Laws - Farmers' Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; Essential Commodities (Amendment) Act, 2020; and Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020.

The Bill was introduced by the Union Agriculture Minister and he moved both the Houses for the consideration of the Bill.

Rajya Sabha which resumed on Monday afternoon after a brief adjournment also adopted the Farm Laws Repeal Bill.

As Tomar moved the motion to allow the Bill to be adopted by the Rajya Sabha, its Deputy Chairman Harivansh allowed a voice vote on the motion and declared it as adopted amid sloganeering. TMC MPs entered the well and registered their protest against the passage of the Bill without any debate.

The House was adjourned for 30 minutes after the passage of the Bill.

Earlier, the Leader of Opposition in Rajya Sabha Mallikarjun Kharge had moved the suspension of business hour notice demanding that a discussion be held on the demand of farmers guaranteed MSP, need for compensating the deceased 700 farmers who had lost their lives in the agitation and the need to bring justice to accused in Lakhimpur Kheri murder of farmers and impact of delay in repealing the farm laws on farmers lives and agricultural productivity.

Kharge who got two minutes to speak on the Bill reiterated his demands from the suspension motion. As Kharge exceeded his allocated time, the Deputy Chairman directed Tomar to move the motion for the adoption of the Repeal Bill.

Leader of Congress Party in Lok Sabha Adhir Ranjan Chowdhury has demanded a discussion on the Bill in the House. However, Speaker Om Birla called for a voice vote and declared the Bill as passed in the Lower house.

Opposition MPs including those belonging to TMC and DMK protested against the passage of the Bill without any discussion.
