Top court expresses shock over Parambir Singh's repeated lack of faith in Mumbai Police

The top court, which refused to extend protection from arrest to Singh, said on Tuesday, "This is the same police which you headed for so much of time. What do we say that head of police force doesn't have any trust in the police force, state government has no faith in the CBI."

New Delhi:The Supreme Court on Tuesday expressed concern over lack of faith in institutions while hearing former Mumbai top cop Param Bir Singh's petition against the Bombay High Court order which had dismissed his plea against inquiries and had sought transfer of cases.

"It's a disturbing scenario. What do we say if the head of the police force has no faith in that force? We have given you enough protection. Not giving anymore," said the bench comprising of Justices S.K. Kaul and M.M. Sundresh.

Earlier also the court had expressed its concern over Singh not trusting the state police which he headed in the past. Formerly the Police Commissioner of Mumbai, Param Bir Singh alleged that he was being targeted and his investigation was being influenced by the state of Maharashtra, as he wrote a letter to the Chief Minister about discrepancies, noting his case should be transferred.

On the other hand, Maharashtra government says that it doesn't want the CBI to probe the matter as the Director of CBI is a witness in Anil Deshmukh matter. Solicitor General Tushar Mehta, appearing for the CBI, submitted that the agency would continue with the proceedings on HC's order mandate.

"What can we do if institutions start expressing such doubt against each other? Disturbing scenario. We want the state government to also take steps. We will have to see whether they are able to take the probe further or not," said Justice Kaul.

The court asked Singh to cooperate in the investigation and extended his protection. It asked for Maharashtra government's affidavit in three weeks' time and also counter affidavit in the matter.
