UP ATS believes that there are more helpers in Lucknow and Kanpur who were providing assistance to Amir Javed. Five such companions of Amir are on the radar. Out of these, Humedur Rahman, the elder brother of Amir's brother-in-law, was also arrested from Kanpur. The police said that Amir Javed used Humedur's white coloured Innova car to deliver weapons. The ATS believes that the ISI's target can be traced through the movements of the car.

According to ATS, Humedur Rahman of Kanpur is the mastermind of the gang. He had sent Zeeshan and Osama to Pakistan for training. The Innova car has also been recovered from Humedur's in-laws' house at Roshan Nagar in Kanpur. The recovered car is in the name of Humedur's father Usaidur Rahman resident of Prayagraj Wasibagh. ATS claims that Amir Javed was constantly in touch with Pakistan's ISI and has undergone training under ISI for three weeks.

While Amir's father Aslam Javed refuted the ATS's claim, he dismissed reports of Amir going abroad, saying that he worked in Saudi from 1994 to 2003. After returning from Riyadh in 2003, Amir never went out. Earlier, Delhi Police and UP Police ATS conducted simultaneous raids on September 14 in Prayagraj, Lucknow, Rae Bareli, and Pratapgarh. ATS also recovered a Live IED and weapons from Prayagraj. The IED was deactivated by the Bomb Disposal Squad.
